기후변화와 도시화로 인해 도시 열환경이 악화되면서, 도시공원은 폭염 과 도시열섬에 대응하는 생활권 기반 냉각서비스 인프라로 주목받고 있 다. 그러나 기존 도시공원계획에서는 도시공원의 냉각서비스 기능을 계획 적으로 평가하기보다는, 공원의 면적, 개수, 1인당 공원면적과 같은 양적 지표를 중심으로 공원 공급을 평가해 왔다. 이러한 지표만으로는 공원별 냉각성능의 차이와 이용자의 보행 도달 가능성을 함께 설명하기 어렵다. 특히 고령자는 고온환경에 취약하고 보행 가능 범위가 제한될 수 있으므 로, 기후적응형 도시공원계획에서는 고령자를 고려한 공원 기반 냉각서비 스 접근성 평가가 중요한 과제이다. 이에 본 연구는 공원 단위의 냉각성능과 고령자의 보행 접근성을 결합 한 냉각가중 접근성 분석체계를 구성하고, 이를 성남시에 적용하였다. InVEST 도시냉각모형으로 산정한 공원 단위 열 완화 지수(HMI)를 공원 면적과 결합하여 냉각가중 공급량으로 설정하고, G2SFCA 접근성 모형을 통해 냉각가중 접근성을 산정하였다. 또한 생산가능인구를 비교집단으로 설정하여 고령자의 접근성 불리함을 평가하고, 지니계수, Getis–Ord Gi*, 생활권 및 행정동 단위 분석을 통해 접근성 형평성을 진단하였다. 분석 결과, 성남시의 냉각가중 접근성은 공간적으로 불균등하게 분포하 였으며, 고령자는 생산가능인구보다 낮은 접근성과 높은 분포 불평등을 보였다. 특히 북부생활권은 두 집단 모두에서 접근성이 가장 낮았고, 고 령자의 불리함이 가장 뚜렷하게 나타났다. 북부생활권 고령자의 지니계수 는 0.784로 중부생활권 0.555보다 높았으며, 저접근성 공간군집 노출률 역 시 북부생활권 59.5%로 중부생활권 5.4%에 비해 크게 높게 나타났다. 이 는 북부생활권에서 고령자의 접근성 불평등과 저접근성 노출이 중첩되어 나타남을 보여준다. 본 연구는 도시공원계획을 양적 지표 중심의 평가에서 고령자의 냉각서 비스 접근성 평가로 확장하고, 냉각가중 접근성과 형평성 분석 결과를 생 활권 단위의 계획지원 근거로 제시했다는 데 의의가 있다.

As climate change and urbanization worsen urban thermal environments, urban parks are gaining attention as neighborhood-based cooling-service infrastructure for responding to heat waves and urban heat islands. However, existing urban park planning has mainly evaluated park supply through quantitative indicators such as park area, number of parks, and park area per capita, rather than assessing the cooling service function of urban parks. These indicators alone make it difficult to explain both differences in cooling performance among parks and users’ walking reachability. In particular, because older adults are vulnerable to high-temperature environments and may have limited walking ranges, assessing park-based cooling service accessibility for older adults is an important task in climate-adaptive urban park planning. This study developed a cooling-weighted accessibility framework that combines park-level cooling performance and older adults’ walking accessibility and applied it to Seongnam City. Park-level Heat Mitigation Index (HMI) values estimated using the InVEST Urban Cooling Model were combined with park area to define cooling-weighted supply, and cooling-weighted accessibility was calculated using the G2SFCA accessibility model. The working-age population was used as a comparison group to evaluate the accessibility disadvantage of older adults, and accessibility equity was assessed using the Gini coefficient, Getis–Ord Gi*, and living-zone and administrative-neighborhood analyses. The results showed that cooling-weighted accessibility in Seongnam City was spatially uneven, and older adults had lower accessibility and higher distributional inequality than the working-age population. In particular, the Northern Living Zone had the lowest accessibility for both groups, and the disadvantage of older adults was most pronounced. The Gini coefficient for older adults in the Northern Living Zone was 0.784, higher than 0.555 in the Central Living Zone, and the exposure rate to low-accessibility spatial clusters was also much higher in the Northern Living Zone, at 59.5%, than in the Central Living Zone, at 5.4%. This shows that accessibility inequality and exposure to low accessibility overlap for older adults in the Northern Living Zone. This study is significant in that it extends urban park planning from quantitative indicator-based evaluation to the assessment of cooling service accessibility for older adults, while presenting cooling-weighted accessibility and equity analysis results as planning-support evidence at the living-zone scale.
