노인주간보호시설 운영현황과 문제점에 대한 대책방안 연구 : 울산 노인주간보호시설을 중심으로 = (The) study of operation progress and development plans of day-care senior citizens protection projects : focusing on day-care senior citizens protection projects in Ul-San

다국어 초록 (Multilingual Abstract)

The purpose of this research are to reveal the actual condition of the day care centers for senior citizens, analyze problems of them and present the development programs for their operation.
I sampled ten different day the day care centers for senior citizens in Ul-San and analyzed the research through SPASS for Windows 10.0 computed frequency and percentage through the frequency analysis to understand the general characteristics of research objects. There are results of this research following.
① The general characteristics of senior citizens using these centers.
The result shows that 80% of senior citizens consist of nation basic life recipients. people in the low-income bracket and so called general senior citizen.
30% of senior citizens had chances to know the weekly centers through local newspapers and ads but centers have difficulty attracting senior citizens due to the lack of the promotion and recognition of centers.
80% of Senior citizens who frequent centers suffer from schizophrenia and Alzheimer's disease.
② Service of centers : Most centers experience financial difficulties and financial support isn't enough to operate the facilities.
③ workforce : There are mostly social welfare officers, nurses, officers, guiders, drivers and cook but there are not any physical therapists in the centers.
The most serious problems of workforce are the insufficiency of facilities and the lack of volunteers, which occupy 50%.
④ facilities : People who are satisfied with facilities occupy 50% and people who are not satisfied with occupy 55.6%.
⑤ The link with the community : The most supportive organization in the community is the public health center which rank the first place, 80%.
There are the research results following.
① The range of senior citizens who can use the weekly centers and need service of facilities should be extended.
We should heighten the recognition and rate of using facilities by providing information of centers and organizations which have difficulty attracting people due to the lack of promotion and ads with senior citizens through monthly community meeting and mothers' meeting. We should give opportunities of participating in the volunteers' work to the community to attracting people due to the lack of promotion and ads with senior citizens through monthly community meeting and mothers' meeting. The current situation of Korea is that we don't separate into different senior citizens with different health conditions. So I urgently assert that we need to provide a variety of programs according to the health conditions modeling after the precedents of USA or Japan.
② We should provide service with professional functions for the support family of senior citizens who frequent the centers.
We should provide quality service with proper workforce for the centers and establish legal standards for qualified workforce to figure out the lack of volunteers and the lack of workforce speciality and difficulty of program development.
We should expand supportive funds for the day care centers of senior citizens and arrange enough budgets to give quality service for senior citizens who frequent centers on the basic of the current financial conditions.
③ there are not any staff of physical therapists in centers. We should hire experts in their field to provide quality service to undergo the basic objectives.
④ as the present program has not a special counter plan containing mainly daily life that is fit for the old who use, more uniformly and effective program is necessary that was practically through the clinical demonstration by a researching institute that was found politically.
⑤ according to the operating system, welfare worker, nurse, physical curer, care assistant and driver must be stationed that are subdivided and element persons to conform to the law. High quality service should be provided to the old by those persons whether the operating system of day care center for the old is independent or dependant.
⑥ in order to strengthen publicity activities we should revitalize using of the internet that is a high-tech media. We try to publicize also with local newspapers, civic groups, executive organization for the old welfare and private organization owing to the reinforcement of private welfare net that this present government pushes forward.
⑦ in order to enlarge medical care for the old, it is necessary to take care them according to small unit of health domain. It is desirable to take care serious dementia patient and lying patient on a bed in a special organization; the weak old, the paralytic and the light dementia patient should be taken care with a specialty according to their disease degree enlarging medical care.
⑧ government should try to serve the old with a high quality enlarging practical financial supporting policy and considering the real facilities of day care center, because the financial supporting policy is concerned with various problems of day care center facilities. And day care center should try also find more community guardians and supporters from serving organization of enterprise.
⑨ in order to accomplish basic goals of day care center, we should have special persons and quality supporters who can serve high quality services according to specific domain and we should utilize them effectively.
⑩ centers should maintain main facilities with respect to the health conditions of senior citizens and arrange social and medical service equipment for continuous quality service.
The government should expand the financial support to arrange equipment.
⑪ The public health centers are very supportive cooperating with the community.
The link with the public health centers and hospitals should be facilitated with respect to health centers and hospitals should be facilitated with respect to health sensitivity of senior citizens, and we should help senior citizens maintain their health and provide a variety of quality medical services.
The systematic links with the social security service should be formed.
