This study systematically analyzes the job performance structure of Assistive Technology Professionals(ATPs) in Korea to identify structural constraints that generate discrepancies between the perceived importance of tasks and their actual execution. It further aims to identify the competencies and institutional supports required for the future expansion of ATP roles. To achieve these objectives, an explanatory sequential mixed-methods design was employed.
In the quantitative phase, data were collected from 67 ATPs nationwide. An expanded Importance-Performance Analysis(IPA) framework was applied to examine the importance, difficulty, and frequency of execution of individual job components. To obtain a deeper understanding of the quantitative findings, in-depth interviews were subsequently conducted with 12 participants drawn from the survey sample.
The results indicated that counseling, assessment, information provision, and assistive technology application resided in the high-importance/high-frequency of execution, confirming these tasks as core duties actively carried out in practice. In contrast, assistive technology device securement exhibited a substantial discrepancy between high importance and low performance, indicating a clear need for systemic improvement. Supportive tasks-including education and training, device management, and follow-up services-were positioned in the low-importance/low-frequency of execution, suggesting limited opportunities for implementation. In the importance-difficulty analysis, assistive technology device application and assessment emerged as high-importance/high-difficulty tasks, underscoring the necessity of advanced professional competence. Conversely, counseling and information provision were perceived as important yet less complex. The difficulty-performance analysis showed that device application and assessment are frequently performed despite their high difficulty, indicating a structural concentration of job burden and potential risks of professional burnout. Tasks characterized by high difficulty and low performance such as case conferences and training were identified as potential areas for role expansion that require institutional support.
Qualitative findings demonstrated that such job asymmetries are not attributable to individual lack of competence but to structural barriers, including ambiguous job definitions, insufficient staffing and budget allocation, unstable service delivery systems, limited practice-based education, and low levels of public recognition. These constraints suggest that the current ATP framework has yet to achieve institutional coherence as a profession grounded in well-defined, job-based competencies.
In conclusion, the findings empirically confirm that ATP function not as technical aides but as professional practitioners whose core activities encompass assessment, application, counseling, and information provision. Establishing institutional foundations for high-difficulty tasks such as device fabrication, research and development, and advanced case management is essential for future job restructuring.
Accordingly, this study recommends the following: first, the legal clarification of the scope and core roles of ATPs to ensure professional accountability and institutional legitimacy; second, the strengthening of practice-based education and training systems to enable ATPs to perform high-complexity tasks, with particular emphasis on staged competency development in assessment, application, and research and development; third, the establishment of adequate staffing and financial support to ensure sustainable job performance and service quality; and finally, initiatives to enhance public recognition of ATPs and to refine service delivery systems. Overall, the ATP job system requires professionalization-oriented institutional restructuring rather than a mere expansion of task lists, and this should constitute a central direction of future assistive technology service policy.
This study contributes to the literature by empirically identifying the relationships among task importance, difficulty, and execution frequency within ATP duties, thereby providing foundational evidence for strengthening the national qualification system and expanding the professional domain of assistive technology.
