교통약자의 장애인콜택시 이용 경험에 관한 질적 연구

A Qualitative Study on the Experience of Call Taxi Users with Disabilities - Focusing on disabled people in Jeollabukdo - Cho, Young-min Advisor: Prof. Jung, Hee-kyung, Ph. D. Graduate School of Social Welfare Gwangju University The purpose of this study is to clarify the essential structure of the phenomenon related to the unique right to move and the surrounding environmental factors experienced by using the disabled call taxi of severely disabled people who feel uncomfortable with movement. Seven call taxi users with disabilities were interviewed in-depth and qualitatively analyzed by applying Colaizzi's phenomenological research method. In this chapter, it was derived into 65 compositional meanings, 23 topics, and 7 subject groups. To summarize the research results, first, the study participants, who had many restrictions on movement due to disabilities, met with call taxis for the disabled and were pleased with the new means of going anywhere at their will, and the low cost of use made them happy that for the first time in their lives, the benefits were only enjoyed by themselves that non-disabled people could not enjoy. They feel treated and respected by the state and society while enjoying this joy. Second, the reason why the study participants were forced to ride a disabled call taxi was that they could not afford to own their own cars economically, it was difficult to use low-floor buses due to the lack of operating routes and inconvenient eyes of passengers, and due to trains that had only a limited time zone, call taxis for the disabled became a very valuable special means of transportation. Third, however, in order for the study participants to actually use the disabled call taxi, there was an uncomfortable series of waiting. The reservation system was ineffective, and there was no choice but to wait for a call taxi for the disabled that did not come on time, and eventually, I became a person who could not keep my promise because I could not arrive on a fixed time. However, I know that there are lucky days that can be connected right away. Fourth, the study participants met drivers who used verbal violence or did not consider the disabled, but despite that, the drivers recognize their grievances as the most grateful people who know and help them. Fifth, study participants who are unable to use call taxis for the disabled due to long waiting times for dispatch are eventually forced to travel in electric wheelchairs. However, because the width of the sidewalk is narrow, bumpy, and high jaws to travel in an electric wheelchair, they naturally run dangerously while using the roadway. Sixth, although it is inconvenient to use a call taxi for the disabled, the study participants recognize it as an important means of connecting with society so that they can go out to the world, and as a result, cultural life has become convenient and opportunities for self-development have been created. Seventh, the study participants said that service education was necessary because they wanted drivers to be a little kinder, and that the call taxi operation system for the disabled should be improved, and communication opportunities such as public hearings to solve problems will not occur so anxiously. 국문 초록 (Abstract)

본 연구의 목적은 이동에 불편을 느끼는 심한 장애인들의 장애인콜택시를 이용하며 경험하는 고유한 이동권과 관련된 현상의 본질적인 구조 및 주변 환경적인 요인을 밝히는 데 있다. 장애인콜택시 이용자 7명을 심층 면담하여 Colaizzi의 현상학적 연구 방법을 적용하여 질적 분석하였다. 본 장에서는 65개의 구성 의미, 23개의 주제, 7개의 주제군으로 도출되었다.
연구결과를 요약하면, 첫째, 장애로 인해 이동에 제한이 많았던 연구참여자들은 장애인콜택시와 만나면서 자신의 의지대로 어디든 갈 수 있는 새로운 수단에 기뻐했고, 이용요금의 저렴함으로 경제적인 부담이 크지 않아, 난생처음으로 비장애인은 누릴 수 없는 자신들만 누리는 혜택이 생겼다고 기뻐했다. 이러한 기쁨을 누리면서 국가와 사회로부터 대접받고, 존중받는다는 느낌을 지니고 있다.
둘째, 연구참여자들에게는 장애인콜택시를 탈 수밖에 없는 이유는 경제적으로 자가용을 가질 형편이 되지 않았으며, 운행노선이 적고 승객들의 불편한 시선으로 저상버스 이용이 어려웠으며, 한정된 시간대밖에 없는 기차로 인해 장애인콜택시는 매우 소중한 특별교통수단이 되었다.
셋째, 그러나 연구참여자들이 실제로 장애인콜택시를 이용하기 위해서는 불편한 기다림의 연속이었다. 예약제도는 유명무실했고, 제시간에 오지 않는 장애인콜택시를 무작정 기다릴 수밖에 없으며, 결국은 정해진 시간에 도착하지 못해서 약속을 지키지 못하는 사람이 되었다. 그러나 어쩌다 운 좋게 바로 연결되는 운수 좋은 날도 있음을 알고 있다.
넷째, 연구참여자들은 언어폭력을 하거나 장애인을 배려하지 않은 운전기사들을 만나기도 하였지만, 그러함에도 운전기사들은 자신들의 고충을 제일 잘 알고 도와주는 고마우신 분으로 인식하고 있다.
다섯째, 긴 배차 대기시간으로 장애인콜택시를 이용하지 못하게 되는 연구참여자들은 결국 전동휠체어를 타고 이동할 수밖에 없다. 그러나 전동휠체어를 타고 이동하기에는 인도 폭이 좁고 울퉁불퉁하며 높은 턱 때문에 자연스럽게 차도를 이용하면서 위험한 질주를 하게 된다.
여섯째, 연구참여자들은 장애인콜택시 이용이 불편하기는 해도 세상 밖으로 나갈 수 있도록 사회와 연결해 주는 중요한 수단으로 인식하고 있으며, 덕분에 문화생활이 편리해지고, 자기 계발의 기회도 생겼다.
일곱째, 그러면서 연구참여자들은 운전기사님들이 조금 더 친절하게 대해 주면 좋겠다는 생각에 서비스교육이 필요하다고 하였으며, 장애인콜택시 운영시스템이 개선되어야 하며, 문제해결을 위한 공청회 등 소통의 기회가 생김으로 인하여, 지금처럼 불안하게 기다리는 상황은 발생하지 않을 것이라고 생각한다.
