    본 연구는 『고려사(高麗史)』, 『세종실록지리지(世宗實錄地理志)』, 『신증동국여지승람(新增東國輿地勝覽)』에 기록된 제주 지역으로 향하던 세 가지 해로의 다각화 과정을 분석하였다. 시간적 범위는 고대 시기부터 고려 시기로 한정하였으며, 공간적 범위는 서남해 지역과 제주 지역으로 설정하였다. 세부적인 연구 범위는 첫 번째로 고대부터 백제가 서남해 지역을 장악한 6세기 무렵 제주 지역과 서남해 지역 간 ‘탐진 해로’의 형성 배경을 검토하였다. 두 번째로 통일신라 시기 ‘탐진 해로’의 집중화 과정을 살펴보았다. 세 번째로 고려 시기 기존 ‘탐진 해로’와 함께 ‘나주 해로’, ‘해남 해로’로 다각화되는 과정을 확인하였다.

    세 번째로 고려 시기 기존 ‘탐진 해로’와 함께 ‘나주 해로’, ‘해남 해로’로 다각화되는 과정을 집중적으로 검토하였다. 고려 시기 서남해 지역에는 ‘나주(羅州)’가 새로운 중심지로 대두되기 시작하였다. 후삼국 시기 ‘나주’는 왕건에 협조한 공로로 ‘무주(武州)’를 대신하여 서남해 지역의 새로운 중심지로 부각되었다. 나주는 이후 ‘계수관’이 설치, ‘팔관회’의 개최, ‘해상 관문’인 ‘회진(會津)’과 ‘목포(木浦)’ 사례 등을 거쳐 서남해 지역의 정치·경제·문화·교통의 중심지가 되었다.
    한편 탐라는 고려의 지방통치체제에 편입되면서 나주계수관의 영향력 아래에 편제되었다. 이로 인해 자연스럽게 제주 지역과 서남해 지역 간 해상교류는 ‘나주 해로’를 통해 이루어지기 시작하였다. ‘나주 해로’는 ‘탐라’의 군현 단위 편제, 원 간섭기 ‘수참’의 건설 등으로 인해 더욱 주목받기 시작하였다. 고려 시기 ‘나주 해로’가 주목받게 되면서, 그 경유지였던 ‘해남’ 역시 자연스럽게 다시 주목받기 시작하였다. ‘해남 해로’는 해남반도 서쪽 ‘삼촌포(三寸浦)’에서 출발하는 해로이다. 이와 함께 해남반도 동쪽 ‘군영포(軍營浦)’에서는 앞선 시기부터 꾸준히 활용되어 온 ‘탐진 해로’가 존재했다는 점도 주목할 필요가 있다. 이러한 점에 비추어 볼 때, 고대 시기부터 형성된 제주 지역으로 향하는 해로는 고려 시기에 접어들면서 해남반도를 기준으로 서쪽에 ‘나주 해로’와 ‘해남 해로’, 동쪽에 ‘탐진 해로’로 정립되었음을 확인할 수 있다.

    This study analyzed the diversification process of the three sea routes to the Jeju area as recorded in the 『Goryeosa(高麗史)』, 『Sejong Sillok Jiriji(世宗實錄地理志)』 and『Sinjeung Dongguk Yeoji Seungnam(新增東國輿地勝覽)』. The temporal scope was limited to the period from the ancient era to the Goryeo period, and the spatial scope was defined as the southwestern sea area and the Jeju region. The detailed scope of the study is as follows. First, the background of the formation of the 'Tamjin Sea Route(耽津海路)' between the Jeju area and the southwest sea area during the ancient and ‘Baekje(百濟)’ periods was reviewed. Second, this study examined the process by which the ‘Tamjin Sea Route’ emerged as a major maritime route during the ‘Unified Silla(統一新羅)’ period. Third, this study identified the process through which the sea routes were diversified into the ‘Tamjin Sea Route’, the ‘Naju Sea Route(羅州海路)’, and the ‘Haenam Sea Route(海南海路)’ during the ‘Goryeo(高麗)’ period.
    First, this study focused on examining the background of the formation of the ‘Tamjin Sea Route’ between the Jeju area and the southwestern coastal region during the Ancient and ‘Baekje’ periods. The three sea routes to the Jeju area recorded in the 『Goryeosa(高麗史)』, 『Sejong Sillok Jiriji(世宗實錄地理志)』 and『Sinjeung Dongguk Yeoji Seungnam(新增東國輿地勝覽)』 are the ‘Naju Sea Route’, the ‘Haenam Sea Route’, and the ‘Tamjin Sea Route’. Among these, the ‘Tamjin Sea Route’ served as a major maritime route connecting the Jeju area and the southwestern coastal region during the ancient period.
    Before ‘Baekje’ established control over the southwestern coastal region in the late 5th century, an independent polity called ‘Tamna(耽羅)’ existed in the area. At that time, the Jeju area was also referred to as ‘Tamna’. This suggests that the place name ‘Tamna’, commonly found in both regions, can be understood as a case of toponymic sharing. The existence of similar place names in both regions reflects that active maritime exchanges were taking place between the two areas at that time. This suggests that, in the late 5th century, before ‘Baekje’ established control over the southwestern coastal region, maritime exchanges between the two areas took place with ‘Tamna’ in the southwestern region serving as a key gateway.
    After ‘Baekje’ established control over the southwestern coastal region, ‘Tamna’ in the southwestern region was reorganized as ‘Dong-eum-hyeon(冬音縣)’, a county under Baekje’s administrative system. In the process, the name ‘Tamra’ gradually became a proper noun referring only to the Jeju region. During the period when ‘Baekje’ conducted maritime exchanges with ‘Tamna’, the representative gateway of the southwestern coastal region was ‘Dong-eum-hyeon’. Maritime exchanges between the Jeju area and the southwestern coastal region were centered around ‘Dong-eum-hyeon’.
    Second, this study focused on examining the process by which the ‘Tamjin Sea Route’ became the focal maritime route during the ‘Unified Silla’ period. After the fall of ‘Baekje’, ‘Dong-eum-hyeon’ was reorganized as ‘Tamjin-hyeon’ under Silla’s administrative system. The process by which ‘Tamna’ in the southwestern coastal region was reorganized into Baekje’s ‘Dong-eum-hyeon’, and later into Silla’s ‘Tamjin-hyeon(耽津縣)’ during the ‘Unified Silla’ period, symbolizes the spatial continuity of maritime exchanges. This means that the ‘Tamjin Sea Route’ recorded in the 『Goryeosa(高麗史)』 had been in use since ancient times.
    During the ‘Unified Silla’ period, when the ‘Tamjin Sea Route’ served as a major maritime route, ‘Tamna’ did not entirely depend on maritime exchanges with ‘Silla’, which had gained control over the southwestern coastal region following the fall of ‘Baekje’. This point can be confirmed through records of external diplomatic negotiations with the Three East Asian Kingdoms during the period immediately after the fall of ‘Baekje’ (661–665), as well as through records of diplomatic interactions with ‘Japan’ from 665 to 679. During this period, ‘Tamna’ sought to secure luxury goods and essential daily necessities that were lacking in the Jeju area through exchanges with Japan. However, Tamna’s external diplomatic activities gradually shifted to a more passive stance due to Silla’s ‘pacification policy(經略)’ implemented in February 679 (the 19th year of King Munmu’s(文武王) reign). Thereafter, ‘Tamna’ began to actively engage in maritime exchanges with ‘Silla’ through the ‘Tamjin Sea Route’.
    Third, this study closely examined the process through which the sea routes were diversified into the ‘Tamjin Sea Route’, the ‘Naju Sea Route’, and the ‘Haenam Sea Route’ during the ‘Goryeo’ period. During the Goryeo period, ‘Naju(羅州)’ began to emerge as a new center in the southwestern coastal region. During the Later Three Kingdoms period, ‘Naju’ emerged as a new center in the southwestern coastal region, replacing ‘Muju(武州)’, in recognition of its contribution to Wang Geon’s(王建) unification efforts. Subsequently, Naju became the political, economic, cultural, and transportation center of the southwestern coastal region. This development was driven by the establishment of the ‘Gyesugwan(界首官)’, the hosting of the ‘Palgwanhoe(八關會)’, and the emergence of key maritime gateways such as ‘Hoejin(會津)’ and ‘Mokpo(木浦)’.
    Meanwhile, as ‘Tamna’ was incorporated into Goryeo’s local administrative system, it was placed under the jurisdiction of the ‘Naju Gyesugwan’. As a result, maritime exchanges between the Jeju area and the southwestern coastal region came to be conducted primarily through the ‘Naju Sea Route’. The ‘Naju Sea Route’ began to attract greater attention during the mid-Goryeo period due to factors such as the administrative incorporation of ‘Tamna’ as a county-level unit and the construction of water stations (Sujam, 水站) during the Yuan intervention period.
    As the ‘Naju Sea Route’ began to receive increased attention during the ‘Goryeo’ period, ‘Haenam’, one of its stopover points, also came to draw renewed attention. The ‘Haenam Sea Route’ was a maritime route that departed from ‘Samchonpo(三寸浦)’ on the western coast of the ‘Haenam Peninsula’. In addition, it is worth noting that on the eastern coast of the ‘Haenam Peninsula’, the ‘Tamjin Sea Route’, which had been continuously used since earlier periods, also existed at ‘Gunyeongpo(軍營浦)’. Considering these points, it can be confirmed that the sea routes to the Jeju area, which had developed since the ancient period, became formally established during the Goryeo period as the ‘Naju Sea Route’ and the ‘Haenam Sea Route’ on the western side of the ‘Haenam Peninsula’, and the ‘Tamjin Sea Route’ on the eastern side.
    This study examined the transformation of the three sea routes leading to the Jeju area, as documented in the 『Goryeosa(高麗史)』, 『Sejong Sillok Jiriji(世宗實錄地理志)』 and『Sinjeung Dongguk Yeoji Seungnam(新增東國輿地勝覽)』. In particular, unlike previous studies that have mainly focused on changes during the ‘Joseon’ period, this study holds historiographical significance in that it examines the formation and transformation of these sea routes during the earlier periods, from ancient times through the ‘Goryeo’ period. The sea routes recorded in the 『Goryeosa(高麗史)』 did not suddenly come into existence during the ‘Goryeo’ period. Rather, they were the result of active maritime exchanges between the two regions that had developed continuously from ancient times through the ‘Goryeo’ period.
    The sea routes that connected the two regions were continuously adjusted and reorganized in response to the changing political and economic conditions of each period. In the late Joseon period, ‘Haenam(海南)’, a stopover along the ‘Naju Sea Route’, and ‘Ijin(梨津)’, a stopover along the ‘Tamjin Sea Route’, emerged as new major departure points. This process of change reflects both the continuity and the reorganization of maritime exchanges between the Jeju area and the southwestern coastal region, which had persisted through the Goryeo period and continued to evolve in the subsequent periods. In this regard, this study holds historiographical significance as it specifically clarifies both the formation of sea routes and their subsequent continuity, topics that have been relatively overlooked in previous research, by examining the transformation of maritime routes between the two regions from ancient times through the ‘Goryeo’ period.

    This study analyzed the diversification process of the three sea routes to the Jeju area as recorded in the 『Goryeosa(高麗史)』, 『Sejong Sillok Jiriji(世宗實錄地理志)』 and『Sinjeung Dongguk Yeoji Seungnam(新增東國輿地勝覽)』. The temporal scope was limited to the period from the ancient era to the Goryeo period, and the spatial scope was defined as the southwestern sea area and the Jeju region. The detailed scope of the study is as follows. First, the background of the formation of the 'Tamjin Sea Route(耽津海路)' between the Jeju area and the southwest sea area during the ancient and ‘Baekje(百濟)’ periods was reviewed. Second, this study examined the process by which the ‘Tamjin Sea Route’ emerged as a major maritime route during the ‘Unified Silla(統一新羅)’ period. Third, this study identified the process through which the sea routes were diversified into the ‘Tamjin Sea Route’, the ‘Naju Sea Route(羅州海路)’, and the ‘Haenam Sea Route(海南海路)’ during the ‘Goryeo(高麗)’ period.
    First, this study focused on examining the background of the formation of the ‘Tamjin Sea Route’ between the Jeju area and the southwestern coastal region during the Ancient and ‘Baekje’ periods. The three sea routes to the Jeju area recorded in the 『Goryeosa(高麗史)』, 『Sejong Sillok Jiriji(世宗實錄地理志)』 and『Sinjeung Dongguk Yeoji Seungnam(新增東國輿地勝覽)』 are the ‘Naju Sea Route’, the ‘Haenam Sea Route’, and the ‘Tamjin Sea Route’. Among these, the ‘Tamjin Sea Route’ served as a major maritime route connecting the Jeju area and the southwestern coastal region during the ancient period.
    Before ‘Baekje’ established control over the southwestern coastal region in the late 5th century, an independent polity called ‘Tamna(耽羅)’ existed in the area. At that time, the Jeju area was also referred to as ‘Tamna’. This suggests that the place name ‘Tamna’, commonly found in both regions, can be understood as a case of toponymic sharing. The existence of similar place names in both regions reflects that active maritime exchanges were taking place between the two areas at that time. This suggests that, in the late 5th century, before ‘Baekje’ established control over the southwestern coastal region, maritime exchanges between the two areas took place with ‘Tamna’ in the southwestern region serving as a key gateway.
    After ‘Baekje’ established control over the southwestern coastal region, ‘Tamna’ in the southwestern region was reorganized as ‘Dong-eum-hyeon(冬音縣)’, a county under Baekje’s administrative system. In the process, the name ‘Tamra’ gradually became a proper noun referring only to the Jeju region. During the period when ‘Baekje’ conducted maritime exchanges with ‘Tamna’, the representative gateway of the southwestern coastal region was ‘Dong-eum-hyeon’. Maritime exchanges between the Jeju area and the southwestern coastal region were centered around ‘Dong-eum-hyeon’.
    Second, this study focused on examining the process by which the ‘Tamjin Sea Route’ became the focal maritime route during the ‘Unified Silla’ period. After the fall of ‘Baekje’, ‘Dong-eum-hyeon’ was reorganized as ‘Tamjin-hyeon’ under Silla’s administrative system. The process by which ‘Tamna’ in the southwestern coastal region was reorganized into Baekje’s ‘Dong-eum-hyeon’, and later into Silla’s ‘Tamjin-hyeon(耽津縣)’ during the ‘Unified Silla’ period, symbolizes the spatial continuity of maritime exchanges. This means that the ‘Tamjin Sea Route’ recorded in the 『Goryeosa(高麗史)』 had been in use since ancient times.
    During the ‘Unified Silla’ period, when the ‘Tamjin Sea Route’ served as a major maritime route, ‘Tamna’ did not entirely depend on maritime exchanges with ‘Silla’, which had gained control over the southwestern coastal region following the fall of ‘Baekje’. This point can be confirmed through records of external diplomatic negotiations with the Three East Asian Kingdoms during the period immediately after the fall of ‘Baekje’ (661–665), as well as through records of diplomatic interactions with ‘Japan’ from 665 to 679. During this period, ‘Tamna’ sought to secure luxury goods and essential daily necessities that were lacking in the Jeju area through exchanges with Japan. However, Tamna’s external diplomatic activities gradually shifted to a more passive stance due to Silla’s ‘pacification policy(經略)’ implemented in February 679 (the 19th year of King Munmu’s(文武王) reign). Thereafter, ‘Tamna’ began to actively engage in maritime exchanges with ‘Silla’ through the ‘Tamjin Sea Route’.
    Third, this study closely examined the process through which the sea routes were diversified into the ‘Tamjin Sea Route’, the ‘Naju Sea Route’, and the ‘Haenam Sea Route’ during the ‘Goryeo’ period. During the Goryeo period, ‘Naju(羅州)’ began to emerge as a new center in the southwestern coastal region. During the Later Three Kingdoms period, ‘Naju’ emerged as a new center in the southwestern coastal region, replacing ‘Muju(武州)’, in recognition of its contribution to Wang Geon’s(王建) unification efforts. Subsequently, Naju became the political, economic, cultural, and transportation center of the southwestern coastal region. This development was driven by the establishment of the ‘Gyesugwan(界首官)’, the hosting of the ‘Palgwanhoe(八關會)’, and the emergence of key maritime gateways such as ‘Hoejin(會津)’ and ‘Mokpo(木浦)’.
    Meanwhile, as ‘Tamna’ was incorporated into Goryeo’s local administrative system, it was placed under the jurisdiction of the ‘Naju Gyesugwan’. As a result, maritime exchanges between the Jeju area and the southwestern coastal region came to be conducted primarily through the ‘Naju Sea Route’. The ‘Naju Sea Route’ began to attract greater attention during the mid-Goryeo period due to factors such as the administrative incorporation of ‘Tamna’ as a county-level unit and the construction of water stations (Sujam, 水站) during the Yuan intervention period.
    As the ‘Naju Sea Route’ began to receive increased attention during the ‘Goryeo’ period, ‘Haenam’, one of its stopover points, also came to draw renewed attention. The ‘Haenam Sea Route’ was a maritime route that departed from ‘Samchonpo(三寸浦)’ on the western coast of the ‘Haenam Peninsula’. In addition, it is worth noting that on the eastern coast of the ‘Haenam Peninsula’, the ‘Tamjin Sea Route’, which had been continuously used since earlier periods, also existed at ‘Gunyeongpo(軍營浦)’. Considering these points, it can be confirmed that the sea routes to the Jeju area, which had developed since the ancient period, became formally established during the Goryeo period as the ‘Naju Sea Route’ and the ‘Haenam Sea Route’ on the western side of the ‘Haenam Peninsula’, and the ‘Tamjin Sea Route’ on the eastern side.
    This study examined the transformation of the three sea routes leading to the Jeju area, as documented in the 『Goryeosa(高麗史)』, 『Sejong Sillok Jiriji(世宗實錄地理志)』 and『Sinjeung Dongguk Yeoji Seungnam(新增東國輿地勝覽)』. In particular, unlike previous studies that have mainly focused on changes during the ‘Joseon’ period, this study holds historiographical significance in that it examines the formation and transformation of these sea routes during the earlier periods, from ancient times through the ‘Goryeo’ period. The sea routes recorded in the 『Goryeosa(高麗史)』 did not suddenly come into existence during the ‘Goryeo’ period. Rather, they were the result of active maritime exchanges between the two regions that had developed continuously from ancient times through the ‘Goryeo’ period.
    The sea routes that connected the two regions were continuously adjusted and reorganized in response to the changing political and economic conditions of each period. In the late Joseon period, ‘Haenam(海南)’, a stopover along the ‘Naju Sea Route’, and ‘Ijin(梨津)’, a stopover along the ‘Tamjin Sea Route’, emerged as new major departure points. This process of change reflects both the continuity and the reorganization of maritime exchanges between the Jeju area and the southwestern coastal region, which had persisted through the Goryeo period and continued to evolve in the subsequent periods. In this regard, this study holds historiographical significance as it specifically clarifies both the formation of sea routes and their subsequent continuity, topics that have been relatively overlooked in previous research, by examining the transformation of maritime routes between the two regions from ancient times through the ‘Goryeo’ period.
