어린이집의 CCTV 설치 및 활용에 대한 교사와 부모의 인식 = The perception of parents and teachers on the installation and application of CCTV at Child care Center

국문 초록 (Abstract)

본 연구는 어린이집 CCTV의 설치 및 활용에 대한 교사와 부모의 인식을 알아보기 위하여 실시되었으며, 그에 따른 연구문제는 다음과 같다.

첫째, 어린이집 CCTV 설치 및 활용의 실태는 어떠한가?
둘째, 어린이집 CCTV의 필요성, 선호도, 관리에 대한 교사와 부모의 인식은 어떠한가?
셋째, 어린이집 CCTV의 효과적 활용방법과 개선점은 어떠한가?

본 연구의 대상은 서울특별시 S구에 위치하고 있는 어린이집과 경기도에 위치한 S시와 Y시의 어린이집에 근무하고 있는 교사와 학부모를 대상으로 교사용 설문지 110부, 부모용 설문지 210부, 총 320부의 질문지를 배부하여 290부를 회수하였고 불성실한 응답 4부를 제외한 교사용 설문지 103부, 부모용 설문지 183부 총 286부를 분석에 사용하였다.
본 연구에서 사용한 도구는 서울형 어린이집의 CCTV 및 IPTV 운영실태 및 활용방안을 조사한 정현옥(2011)의 연구에서 사용한 질문지를 본 연구의 주제에 맞게 유아교육전문가 3인의 검토에 의해 수정하여 사용하였다. 수집된 자료는 SPSS 21.0을 사용하여 통계처리를 하였고 자료 분석방법으로는 빈도분석, t-test, ANOVA, 다중응답분석, 교차분석을 사용하였다.
본 연구의 결과를 요약하면 다음과 같다.
첫째, 어린이집 CCTV 설치 현황은 교사 총 인원 103명을 기준으로 알아본 결과, 설치 25.24%, 미설치74.76% 로 전반적으로 미설치 어린이집이 대부분인 것으로 나타났다. 어린이집 CCTV 사용의 필요성에 대해서는 교사는 필요하지 않다고 응답하였고 부모는 대부분 필요하고 의무적으로 설치하는 것을 요구하였다.
둘째, 어린이집 CCTV에 대한 교사와 부모의 인식차이를 살펴보았을 때 어린이집 CCTV에 대한 선호도로 교사는 출·퇴근길이 조금 멀어도 CCTV 미설치된 어린이집에서 근무를 희망하였고, 부모는 어린이집이 조금 멀어도 CCTV 설치된 어린이집에 자녀를 맡기길 원하였다.
셋째, 본 연구에서 어린이집 CCTV활용에 있어 안심보육 외에 긍정적으로 활용할 수 있는 활용방안으로 나온 결과는 교사 자신의 수업을 모니터링 함으로써 교사의 질과 전문성을 향상시키는 방법과 유아 행동관찰 자료로 부모상담시 활용하여 자녀에 대한 객관적 평가를 할 수 있는 활용방법들이 결과로 나왔다.
본 연구의 결과 어린이집 CCTV 활용은 아직은 미설치 어린이집이 많으나 부모의 요구가 나날이 늘어가는 시대적 상황에서 교사나 원장이 부모들의 의견을 무시할 수 없는 상황이 도래하였다. 그러므로 어린이집 CCTV 활용에 있어 좀 더 긍정적인 방향을 모색하여 활용함으로써 부모와 교사 간에 신뢰성을 높이고, 교사의 어린이집 CCTV에 대한 거부감을 감소시켜 어린이집 CCTV에 대한 교사와 부모의 올바른 인식을 갖게 하는데 의의가 있다.

다국어 초록 (Multilingual Abstract)

The study has been conducted to learn about the perceptions of parents and teachers on the installation and application of CCTV at child care center.
The questions were: Firstly, what is the current condition of the installation and application of CCTV at child care center? Secondly, what is the difference between the perceptions of parents and teachers on the issue? Thirdly, how could the CCTV be utilized and what could be done to make the better use of it?
A total of 320 questionnaires had been sent to 210 parents and 110 teachers of the child care center in Seoul, Sung-nam and Yong-in. 103 teachers and 183 parents returned the questionnaires with their answers. So 286 questionnaires in total have been analyzed.
The questions for the survey were based on the ones used by Hyun-Ok Jung in 2011 for the study on the reality of the application of CCTV and IPTV by child care center in Seoul. Some of them were revised by three experts of early childhood education. The questionnaires for teachers and parents consisted of 31 questions respectively. The respondents were asked to answer the questions based on their experiences and thoughts about the application of CCTV at the child care center. They were also encouraged to state their opinions freely.
The data were processed with SPSS 21.0 and to analyze the result, frequent analysis, t-test, ANOVA, multiple response analysis, cross-tabulation analysis and percentage analysis were used.
The summary of the results is as follows: Firstly, based on the responses of 103 teachers, 25.24% of the target child care center had CCTV installed and 74.76% of them didn’t have CCTV installed. While teachers responded that CCTV was not necessary, most parents responded that CCTV should be installed mandatorily. Secondly, while teachers preferred working at a rather distant child care center without CCTV, parents preferred leaving their children with a rather distant child care center with CCTV. Thirdly, there were also some positive responses: not to mention the sense of relief on the part of parents, teachers could monitor their own classes and utilize the results for the improvement of their classes and their own expertise. In addition, CCTV could be used during teacher-parent conference for an objective evaluation of the children’s academic and behavioral achievements.
This study shows that there are more child care center without CCTV than those with it. But it seems to be clear that child care center directors cannot ignore the growing demand and for CCTV from parents any more. To comply with the demand, however, it is necessary to improve the trust between teachers and parents. In the meantime, measures to reduce the concerns of teachers about CCTV should be sought and applied. It will help the both parties of parents and teachers to have a right perception about the installation and application of CCTV.
