그동안 온실가스 배출을 규제해 왔던 교토의정서의 시효가 2012년 만료됨에 따라 이를 대체할 새로운 기후협약이 체결되어야 한다. 2009년 12월에 덴마크 코펜하겐과 2010년 11월에 멕시코 칸쿤에서 개최되었던 제 14~15차 당사국총회는 전 세계의 주목을 받았으나 교토의정서를 대체할 법적 구속력이 있는 국제협약이 체결되지는 못하였다. 이로써 교토의정서 이후체제나 온실가스 감축목표 등 핵심과제에 대한 논의는 2011년 남아공 더반에서 열리는 차기 총회에서 이루어질 전망이다.
우리나라는 교토의정서 발효당시 개도국으로 분류되어 2012년까지는 온실가스 의무감축 부담이 없는 상태이다. 그러나 기후변화 문제가 심각해지면서 그간 이산화탄소 의무감축에 소극적이던 미국과 개도국 등에도 감축을 강제하는 ‘포스트 교토의정서 체제’ 논의가 활발해 지고 있으며, EU, 일본 등은 세계 이산화탄소의 절반 이상을 배출하고 있는 미국과 개도국의 참여를 촉구함에 따라 2012년 이후 온실가스 의무감축국으로 분류될 가능성이 매우 높다.
또한 교토의정서 비준을 거부했던 미국의 연방정부 차원의 탄소배출권 거래제 도입이 포함된 ‘청정에너지안보법’이 2009년 6월 하원에서 통과되는 등 온실가스 감축에 적극적인 자세로 전환했다는 점과 선진국들이 상계관세의 도입 등으로 개도국의 참여를 압박한다는 점에서 우리나라 또한 수동적으로 대처할 수 있는 상황이 아니다. 더욱이 지난해 말 국회를 통과한 ‘저탄소 녹색성장기본법’의 시행령이 지난 4월 14일 공표되어 제도적으로 온실가스 관리체계가 마련되었으며, 실질적으로 온실가스 중기 감축목표를 이행하는 작업에 박차가 가해진 상황으로 온실가스 감축 규제 방안에 포함된 규제대상 중소기업이 적지 않은 수준이다. 이에 중소기업계를 중심으로 우려의 목소리가 나오고 있다.
우리나라의 산업구조는 여전히 에너지 다소비 산업이 주력산업으로 자리 잡아 기후변화협약 및 탄소배출권 도입이 중소기업에 위협요인으로 작용할 가능성이 높다. 현장에서의 중소기업들은 온실가스 감축의지는 가지고 있으나, 실질적인 감축계획을 세우기는 쉽지 않은 상황이다. 더욱이 온실가스의 감축을 위해서는 반드시 자본투자를 수반하므로 대기업과 달리 장기적인 안목으로 녹색경영의 전략을 마련하기가 쉽지 않다.
향후 중소기업은 기업경영전반에 대한 온실가스 규제의 영향을 파악하고 온실가스 인벤토리를 구축하여, 새로운 기회의 포트폴리오 수립 등 단계적 대응전략과 관련된 비즈니스 기회의 검토가 필요하다.
본 논문은 국내 중소기업의 탄소배출권 대응현황에 관한 설문조사 및 실태조사를 통하여 기후변화협약 및 탄소배출권 도입이 중소기업에 미칠 영향과 중소기업의 대응현황을 파악하여 중소기업의 새로운 변수로서 탄소정책 필요성을 제시하였다.

As the Kyoto Protocol that has regulated green house gas up until now expires in 2012, a new climate convention to replace it should be concluded. Although the 14th and the 15th Conferences of the Parties that have been convened in Copenhagen, Denmark, in December 2009 and Can Cun, Mexico, in November 2010 respectively have attracted considerable attention of the world, no international convention that can replace the Kyoto Convention has been concluded. Hence, the prospect is that discussions on core issues such as the Post-Kyoto Regime and the reduction goal of green house gas will be carried out in the next conference that will be held in Durban, South Africa, in 2012.
As Korea has been classified as a developing country at the time when the Kyoto Convention came into effect, we were not under the obligatory burden to reduce the green house gas until 2012. However, as the problem of climate change became more serious, discussions on the Post-Kyoto Regime that would force gas reduction are being carried out more actively in the U. S. and developing countries that have been half-hearted hitherto on the obligatory CO2 reduction. And as EU and Japan are pressing for the participation of the U. S. and developing countries that are emitting more than half of the world’s CO2, it is more likely that Korea will be classified as an obligatory country to reduce the green house gas after 2012.
Industrial structure of Korea is such that the so-called energy intensive industries are still playing major roles. Accordingly, there is a high probability that the convention on climate change and the introduction of carbon emission trading scheme would function as risk factors for the small - and medium-sized businesses. Although they have the will to reduce the green house gas at the sites, coming up with a realistic reduction plan is not so easy to these businesses. As any such plan would involve a capital investment, these businesses would be hard pressed to come up with a green management strategy in the long-term perspective unlike larger corporations.
In the future, it would be necessary for these businesses to come up with a step-by-step respond strategy by grasping the impact of the green house gas regulation on the overall management of their businesses, building a green house gas inventory, and establishing a new portfolio of opportunities, and examine related business opportunities from a new perspective.
