학교운영위원회의 운영실태 및 성과분석 = Analysis on the Operation and Outcome of the School Governing Committee

국문 초록 (Abstract)

본 연구는 학교운영위원회의 운영실태 및 성과를 조사·분석하는 데 목적이 있다. 이와 같은 연구목적을 달성하기 위하여 다음과 같이 연구문제를 설정하였다.
첫째, 학교운영위원회에 대한 전반적인 인식은 어떠한가?
둘째. 학교운영위원회의 운영 실태는 어떠한가?
셋째. 학교운영위원회의 주요성과는 무엇인가?
넷째. 학교운영위원회 제도 및 운영의 개선방향은 무엇인가?
이상의 문제들을 해결하기 위하여 본 연구는 설문지 조사 방법을 사용하였다. 연구대상은 시지역과 군지역 각각 세 지역의 초등학교에 소속되어 있는 교사 및 행정직중에서 설문지가 회수된 288명 이었다. 설문지에 의해 수집된 자료에 대한 통계적 처리는 SPSS WIN(12.0)을 활용하여 먼저 빈도, 백분율, 평균, 표준편차와 같은 기본적인 통계치를 산출하여 자료의 일반적 분포를 확인한 다음, 연구문제에 따라 배경변인별로 인식의 차이가 있는가를 조사하기 위하여 분산분석 및 교차분석을 하였다. 분석결과는 다음과 같다.
첫째, 학교운영위원회 운영에 학교장 및 운영위원장의 역할이 중요한 것으로 나타났다. 둘째, 학교운영위원회의 운영실태를 분석한 결과 학교운영위원 선출의 어려움을 읍면지역에서, 6학급이하 소규모에서 겪고 있는 것으로 나타났다. 그러나 학교운영위원회 각 위원들은 집단을 잘 대표하고 있으며 집단의 의견을 수렴하는데도 적극적인 것으로 나타났다. 학교운영위원회 운영에 이해집단의 압력이나 상급기관의 제약은 없으며, 학교운영위원회 운영은 민주적이고 투명하게 이루어지는 것을 알 수 있었다.
셋째, 학교에 대한 운영위원들의 열의·관심·참여의지가 높고, 학교장이나 운영위원장이 리더역할을 잘 하고, 학교운영위원회에서 논의한 내용이 학교운영에 잘 반영되는 학교에서는 학교운영위원회가 활성화 된 것으로 나타났다. 반면 토론문화의 미성숙, 운영위원들의 전문적 능력의 부족, 운영위원들의 인식 및 관심의 부족은 학교운영위원회의 비활성화 요인이 되는 것으로 나타났다.
넷째, 학교운영위원회의 성과에 대해 분석한 결과, 학교운영의 투명성 확보, 학교구성원들의 의견 수렴 및 반영기회 확대, 지역사회의 여건을 반영한 교육활동 등의 측면에서 학교운영위원회가 도움이 되는 것으로 나타났다. 그러나 교사의 교실수업개선, 학교교육의 질 제고에 도움이 되는 정도는 여전히 미흡한 것으로 분석되었다.
다섯째, 학교운영위원회 제도 및 운영의 개선을 위해서는 전문성 강화, 학교운영위원회에 대한 홍보 및 연수 확대, 교육행정기관의 행·재정적 지원의 확대, 학부모들의 적극적인 학교운영 참여 등이 필요한 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the operation and outcome of the School Governing Committee. To achieve the purpose this study establishes a subject as follows. First, how is perception of school subjects on the School Governing Committee? Second, what is the operation of the School Governing Committee? Third, what is outcome of the School Governing Committee? Fourth, what is method for improvement of the School Governing Committee?
To explore these study topics, this study conducted a survey. The subjects were 288 teachers and administrators who are working for elementary schools in three cities/towns and who filled and returned the survey form. The information gathered from the survey forms was statistically processed using SPSS WIN (12.0). Basic statistical values, such as frequency, percentage, mean, and standard deviation, were calculated first to understand general distribution, and then ANOVA and cross-tabulation analyses were calculate to rate the influence of background variables. The results are followings.
First, it was found that the role of principal and director is important for the management of the School Governing Committee.
Second, it was found that small schools with less than six classes in isolated areas are having difficulties electing members of the School Governing Committee. However, once elected, members are active in representing their localities and gathering opinions of the people they represent.
Third, the School Governing Committee are not pressured by interested parties or upper organizations and are managed democratically and openly.
Fourth, members of the School Governing Committee are passionate and interested in participating. Schools with principals and/or directors who have strong leadership skills and the School Governing Committee that are open to new ideas usually have active the School Governing Committee. On the other hand, immature discussions, members' lack of professional abilities, awareness and interests inhibit activities of the School Governing Committee.
Fifth, the analysis on the accomplishments of the School Governing Committee revealed that the School Governing Committee contribute to the transparency of school management, reflection of teachers', students', and parents' opinions, and educational activities that satisfy the needs of local communities. However, they still do not contribute very well to the improvement of quality of classrooms and school education in general. Sixth, in order to improve system of the School Governing Committee, it would be necessary to raise professionalism, enhance public relations and training activities, increase administrative and financial support of educational administrators, and encourage active participation of parents.
