This research is dedicated to analyzing the current educational curriculum of the human resources in the field of art markets, and to investigating ways of promoting and nurturing these resources which form the backbone of our cultural industry today and tomorrow.
This study analyses that 1) A rapid expansion of the recent art markets without fundamental infrastructure to match their development. 2) Both public and private support for the arts attach too much importance on the creative aspects of the agents despite the needs to nurture professionalism in that field have become more crucial than ever. Because acquiring professionalism in developing human resources based on cultural sensitivity and creativity is highly important in improving national competitiveness.
This dissertation refers to precedent researches on analyzing occupational groups directly in connection to the visual arts, and takes fundamental approach to the concept behind professional human resources in the culture and arts sphere. Solidifying professional consists of a primary step of institutional education prior to practice in the actual work field and a secondary step which one develops and strengthens his or her talents on site. Assuming that the goal of the primary step is the preparation of a functional as well as social professionalist, the current graduate school curriculum for arts administration and planning focuses on developing efficiency and professionalism on the work field; however, the reality is that it lacks actual practicality. Despite various courses offered, the actual training applicable on the work field is absent. Thus, an active governmental support for nurturing professional human resources is extremely important in order to induce efficient production from the secondary step.
This study suggests: 1) to provide government funded project, such as「Developing Professional Development Supporting Program」,
long-term support for continual development and solidification of on-site experience and education, preparing for a systematic and practical model of nurturing professional human resources, 2) to build human resource policies upon a close-study of systematic and accurate statistics, 3) to provide long-term training for models for the balanced labor market, 4) to consider partnerships among educational institutions considering local human resource policies lack elementary material for administrating and executing human resources, 5) to enhance governmental support to improve the current state and expand it to a larger cultural industry, 6) to discern and adopt applicable foreign examples, as they possess a longer history and systematic course of development.
Now is a critical moment for the role of professional man power to accommodate the rapid changes in the international art markets, and their aggressive and strategic desire for development is decidedly in need.
This dissertation has referred to previous researches on the concept of professionals in the cultural and artistic spheres, local and international statistical materials, diverse academic seminars and publications in order to analyze the various educational institutions and their structures and curriculum in relation to supporting and nurturing professional human resources. Through this study a structured discussion concerning practical proposals for reformation and improvement in the current art markets and its professional man power will take place.
