This study focuses on the national defense and military facilities that are essential to national security and are dispersed throughout the country. These military facilities are perceived as restricting citizens' property rights due to the NIMBY (Not In My Backyard) phenomenon. Additionally, the necessity for relocating military facilities for public purposes is increasing, driven by regional economic development and the need for base consolidation and relocation as part of the Defense Innovation 4.0 agenda. Although the need for cooperation between the public, private sector, and military in relocating defense and military facilities is growing, various disagreements arising at different stages of project implementation are causing delays. Therefore, this study aims to analyze the factors causing delays at each stage of the project and propose measures to minimize these delays.
To achieve the objectives of this study, the following steps were undertaken: 1) A review of domestic and international defense and military facility relocation projects was conducted, 2) Focus was placed on the "Donation for Compensation Relocation Project" (hereafter referred to as "Donation for Compensation"), which is implemented in accordance with the laws related to defense and military facility projects and the National Property Act in Korea, 3) The entire project implementation process (approximately 22 steps) was grouped into five stages, 4) A timeline analysis and quantitative analysis methods were applied to 71 sample projects to analyze the time flow at each stage of the project, 5) Based on the case analysis, a survey was designed and distributed to 100 participants involved in the project, and responses from 85 participants were used for perception analysis, 6) Correlation analysis was conducted between the case analysis and perception analysis results to identify the delaying factors at each stage of the project and present an ordinal scale, 7) An ordinal scale was also proposed for the measures to minimize the delaying factors, and 8) The impact of delays on the project budget was analyzed and presented.
According to the results of this study, the delaying factors at each stage of the “Donation for Compensation Relocation Project” were analyzed into 20 items in total. The key findings are summarized as follows:
In Stage I (Request and Consultation for Relocation), delaying factors included difficulties in selecting the relocation site (ranked 1st in case analysis with 16.1%, and 2nd in perception analysis with 9.8%) and conflicts with local residents (ranked 3rd in case analysis with 5.4%, and 1st in perception analysis with 11.6%).
In Stage II (Agreement Consultation and Approval), delaying factors included excessive demands for substitute facilities (ranked 3rd in case analysis with 7.1%, and 9th in perception analysis with 5.5%) and prolonged decision-making due to the particularities of the military and local governments (ranked 6th in both case analysis with 5.4%, and perception analysis with 6.7%).
In Stage III (Approval and Design of Substitute Facilities), delaying factors included administrative delays (ranked 6th in case analysis with 5.4%, and 15th in perception analysis with 2.9%), disagreements over facility design (ranked 12th in case analysis with 3.5%, and 9th in perception analysis with 5.5%), and delays caused by the complexity and application of various legal systems in the design and approval process (ranked 14th in case analysis with 1.8%, and 4th in perception analysis with 7.6%).
In Stage IV (Construction and Completion of Substitute Facilities), delaying factors included design changes due to user (military) requests (ranked 1st in case analysis with 16.1%, and 2nd in perception analysis with 9.8%) and design changes due to the application of legal requirements such as energy, evacuation regulations, and safety distances (ranked 14th in case analysis with 1.8%, and 4th in perception analysis with 7.6%).
In Stage V (Appraisal and Handover), delaying factors included disagreements over appraisal results (ranked 3rd in case analysis with 7.1%, and 5th in perception analysis with 7.2%) and delays in reflecting comprehensive national property plans within the appraisal validity period (ranked 12th in case analysis with 3.5%, and 13th in perception analysis with 4.3%).
According to the results of this study, a total of 19 items were analyzed as measures to minimize the delaying factors at each stage of the "Donation for Compensation Relocation Project." The key findings are summarized as follows:
In Stage I (Request and Consultation for Relocation), the measures to minimize delays included reducing delays in site selection and resolving conflicts with local residents and governments by integrating the relocation site into a basic military base in line with the Defense Reform 4.0 agenda (ranked 3rd in perception analysis with 9.2%) and forming a joint consultative body to mitigate conflicts and minimize delays (ranked 1st in perception analysis with 11.7%).
In Stage II (Agreement Consultation and Approval), the measures to minimize delays included standardizing unclear facility requirements, such as those for training grounds, to reduce delays (ranked 7th in perception analysis with 6.5%) and strengthening the role of the Ministry of National Defense to address decision-making delays (ranked 9th in perception analysis with 5.9%).
In Stage III (Approval and Design of Substitute Facilities), the measures to minimize delays included strengthening the design review process to address delays caused by user requests or opinions that do not align with military facility standards (ranked 5th in perception analysis with 7.6%) and establishing a cooperative system between the Ministry of National Defense, relevant central agencies, and local governments to streamline approval processes for issues such as farmland conversion and environmental permits (ranked 6th in perception analysis with 7.3%).
In Stage IV (Construction and Completion of Substitute Facilities), the measures to minimize delays included reinforcing the review of the validity of design changes, particularly in cases where facility standards were exceeded during construction (ranked 2nd in perception analysis with 10.3%).
In Stage V (Appraisal and Handover), the measures to minimize delays included reflecting the comprehensive national property plan in a timely manner within the appraisal validity period to address issues such as omissions of donated or compensated properties in the final agreement (ranked 4th in perception analysis with 8.4%).
According to the results of this study, the impact of delays in the "Donation for Compensation Relocation Project" on project costs (budget) can be summarized as follows: In the perception analysis on the impact of delays on the budget, 97.65% of the respondents (85 samples) recognized that various delays at different stages of the "Donation for Compensation Relocation Project" had an impact on the increase in project costs (budget). Furthermore, regarding the rate of budget increases due to delays at each stage, the analysis showed that the budget increased by 6% to less than 10% (ranked 1st, 42.3%), less than 5% (ranked 2nd, 27.1%), and between 10% and less than 19% (ranked 3rd, 21.1%).
The case study analysis of the impact of delays on project costs showed that project costs varied depending on the size and scope of the substitute facilities. Analyzing the changes in the donation ratio (β) relative to the compensation ratio (α) in the planned budget at each stage, it was found that the donation ratio increased by approximately 43%, from 1.04(β) in the initial agreement (Stage II) to 1.45(β) in the final agreement based on appraisal and handover (Stage V). This suggests that the increase in project costs due to delays was more significant in the case study analysis compared to the perception analysis.
A review of 32 domestic prior studies related to the relocation of national defense and military facilities conducted between 2004 and 2023 revealed the following: 7 studies focused on relocation policies, 10 studies on conflict management, 4 studies on project management, 3 studies on post-development, and 8 studies on the effects of relocation. Many of these studies centered on specific projects or particular stages of project implementation. Comparisons with international studies on the economic effects of military base closures and relocations, or military policy, were limited in their applicability to Korea's "Donation for Compensation Relocation Project."
In this context, this study differentiates itself from previous studies, many of which focused on specific projects or particular stages of project implementation, by analyzing the delaying factors in the overall process of the "Donation for Compensation Relocation Project" through case analysis, perception analysis, and correlation analysis. The study presents an ordinal scale for the delaying factors at each stage of the project, as well as an ordinal scale for the measures to minimize these delays. While there are limitations in terms of improving the process of national defense and military facility relocation projects or conducting in-depth research on specific project stages, this study can serve as foundational data for various follow-up research studies as the trend of defense and military facility Relocation continues to increase.
