Although Korea's Land Use planning system is the most basic management tool for urban management, it has been in operation for more than 50 years since the plan was established. As it changed from development to the era of regeneration and growth to the era of management, various problems arose in the city, and various studies and proposals have been made to improve these problems, but all of these studies didn’t solved the fundamental problem of the use area system.
This paper is a study of landuse plan called ‘Urban Gebiete(Urban area), which was recently established in Germany, and it is meaningful research because it can help reform the Korea’s plan use planning system in the future. The purpose of this paper is to analyze the characteristics of the German spatial planning system and the transition of the landuse system i including Urbane Gebiete(urban areas), and analyze the cases in which urban areas are applied to consider how to solve the problem of urban housing shortage.
The Urbane Gebiete (urban areas) designated throughout the city were analyzed using Hamburg as an example, and the following results were obtained by selecting Altstadt 49 districts, Billstedt 113 districts, Billstedt 115 districts, and Rothenburgsort 16 districts as case areas by type.
First, various problems arose along with the external spread of cities due to the increase in the population and the rise in real estate prices, and as an alternative, the new land use area "Urbane Gebiete (urban areas)" was established. Second, Urbane Gebiete (urban areas) was mainly designated as central and regional centers, and 80% of all Urbane Gebietes (urban areas) were planned small and medium-sized projects in the form of redevelopment, and in the case of new development, plans were planned a large scale including public lands and open spaces. Third, after examining the current status and plans for designating urban areas in case areas showed that the existing functions were maintained as much as possible, and that the mixed use area was changed to urban areas.
This study produced meaningful results by analyzing Urbane Gebiete (urban areas) and cases, but showed limitations of research as there were not enough cases in which projects were realized due to the early stages of introduction. In Korea, there is a similar system to Urbane Gebiete (urban areas), but it can be seen as an exceptional plan of system, not a general plan, and the project is not largely carried out as it was promoted as a public initiative for public purposes.
Based on the cases in which Urbane Gebiete (urban areas) have been implemented in the future, research on the effects before and after the introduction of the system, as well as how Urbane gebiete can be applied to the Korea through comparison with Korea’s systems, is considered a task of pursuing research.
In the future, based on the example of the realization of Urbane gebiete, research on how to apply Urbane gebiete to Korea through comparison with Korea systems is considered as a next research project.
