      Purpose: The purpose of this study is to investigate the decision-making process of participants, regarding the school-village linkage curriculum jointly operated by local elementary schools and village.
      Method: As a qualitative case study, this study adapts participant observation, collection and analysis of village school related materials, and in-depth interviews with the participants which consist of the elementary school teachers located in the village and the instructors and administrators of Turtle Village School.
      Results: First, various environmental factors, such as the COVID-19 pandemic, manpower shortage, and financial support issues, influenced the decision-making of participants. Second, differences in the teaching experience and participation motivation of village instructors became an important factor in decision-making not only in curriculum design but also in class progress. Third, for the sustainability of the school-village linked curriculum, it is essential to establish common goals and solidarity among participants. To achieve this, it is necessary to establish interest and leadership of school and village school administrators and to build rapport between participants. Fourth, the research participants were self-reflecting in different (positive, negative, and negotiation) ways in curriculum decision-making; nonetheless, this style of self-reflection can be changable depending on their experience, performance, and satisfaction.
      Conclusion: In order to operate the curriculum smoothly, it is necessary to have a consensus on the purpose or characteristics of the curriculum linked to the village, respect for roles among members, and efficiently utilize positive feedback during the consultation process.
