마을활동가의 직업적 특성 분석 : 서울시 1기 마을지원활동가의 직업분류와 활동 지속 여부를 중심으로 = An anlysis of occupational characteristics of the maeul activists : focused on the classification of occupations and the duration of activies of the maeul support activists in Seoul from 2012 to 2016

국문 초록 (Abstract)

2012년부터 서울시는 마을공동체 정책을 추진하고 있다. 마을공동체 정책은 주민 간 관계망 회복을 통해 갈등, 소외와 같은 사회문제를 해결하고자 하는 것으로 주민과 마을활동가 그리고 공무원 등이 참여하고 있다. 참여주체 가운데 마을활동가는 사람과 사람의 관계를 이어주고 마을활동에 대한 상담, 교육을 하며 마을공동체 정책에서 중요한 역할을 담당한다.
마을공동체 형성과 유지를 위해서는 마을활동가의 지속적인 활동이 필요하다. 2015년 서울시 마을공동체 종합지원센터와 서울연구원에서 진행한 「새로운 서울 마을공동체 정책수립을 위한 어젠다 연구. 2015」에서는 서울시 2기 마을공동체 정책수립을 위한 여러 과제와 마을활동가 관련 주요 쟁점의 하나로 ‘마을활동가의 지속가능한 활동 보장’을 제시하였다. 하지만 마을활동가에 대한 연구는 역할과 역량수준을 파악하는데 집중되어 있다.
본 연구는 서울시 1기 마을지원활동가 150명을 분석 대상으로 직업분류와 활동 지속 여부를 분석하였고 이 가운데 57명에 대해서는 설문조사를 진행해서 활동 지속 동기와 중단 이유 등을 분석하였다. 분석 결과는 다음과 같이 다섯 가지로 정리할 수 있고 이를 종합하여 서울시 2기 마을공동체 정책 가운데 마을활동가의 지속가능한 활동 보장에 대한 시사점을 도출했다.
첫째, 서울시 1기 마을지원활동가는 직업의 네 가지 요소 가운데 계속성, 윤리성, 사회성이 충족되지만 경제성은 충족되지 못하는 것으로 나타났다. 둘째, 분석대상인 마을활동가는 모두 가장 높은 수준인 제3, 4 직무능력 수준을 갖춘 마을분야의 전문가 집단으로 분석되었다. 셋째, 전체 분석 대상의 약 51.2%가 활동을 중단하고 이 가운데 활동을 재개하는 비율은 약 25.8%로 파악되었다. 넷째, 설문에 응답한 마을활동가는 이웃과 관계를 형성하면서 얻는 보람 덕분에 활동을 지속하지만, 인간관계에서 비롯되는 갈등과 경제적인 힘듦 때문에 활동을 지속하는데 어려움을 느끼거나 활동을 중단한다고 응답했다. 다섯째, 설문조사 결과 마을활동가의 평균 연봉은 836만 4천 원으로 2017년도 근로소득자의 평균 급여인 3,360만 원에 비해 약 1/4 수준임을 파악 할 수 있었다.
분석 결과를 종합해보면 서울시 1기 마을지원활동가는 가장 높은 수준인 제3, 4 직무능력 수준을 갖춘 마을분야의 전문가이고 경제적으로 열악한 여건 속에서 활동하고 있으며 활동 지속 비율이 절반 정도인 집단이다. 서울시 2기 마을공동체 정책 추진 시 마을활동가의 직무능력 수준에 걸맞은 경제적인 대우와 현재 활동하고 있는 마을활동가에게 알맞은 활동 지속 방안을 마련하는 것이 필요하다고 판단된다.
또한 마을활동가는 직업의 요소 가운데 경제성이 충족된다면 직업으로 분류될 수 있는 것으로 분석되었다. 경제성 충족을 위한 수단으로 특정 마을활동가의 범위를 설정하는 마을활동가 인증제가 있다. 마을활동가 인증제의 도입 여부 및 운영 사항은 마을활동가와 주민 등 마을공동체에 참여하는 주체의 의견이 수렴된 합의를 거쳐 결정해야 한다.

Seoul has been pursuing the Maeul Community Policy since 2012. The Maeul Community Policy is to resolve social issues such as conflict and isolation through the restoration of a network of relationships among people. Residents, Maeul Activists and government officials are participating in the policy. Among the participants, Maeul Activists connects people with each other, provides counseling and education on Maeul Activities, and plays an important role in the Maeul Community Policy.
The formation and maintenance of Maeul Community requires sustained activity by Maeul Activists. A study, 「Agenda Research on the New Seoul Maeul Community Policy. 2015」 conducted by the Seoul Community Support Center and the Seoul Institute, suggested 'Ensuring the sustainable activities of Maeul Activists' as one of the major issues related to Maeul Activists and various tasks for establishing policies on the '2nd Maeul Community' in Seoul. However, studies of Maeul Activists are focused on identifying the role and level of competence.
In this study, 150 '1st Maeul Support Activists' in Seoul were selected for analysis and their Occupational Characteristics were analyzed based on the Classification of Occupations, Duration of Activities, and the survey results of 57 of the analysis target. The analysis result can be summarized as five follows and combined with suggestions on the guarantee of sustainable activities by Maeul Activists among the 2nd Maeul Community Policies in Seoul.
First, among the four factors of the job, the 1st Maeul Support Activists in Seoul has been found to meet Continuity, Ethics and Social Stability, but not Economic Efficiency. Second, all Maeul Activists under analysis were analyzed groups of Maeul experts with the highest level such as Skill Level 3 or 4. Third, it was found that about 51.2% of the total analysis targets stopped their activities and resumed their activities at about 25.8% of them. Fourth, Maeul activists who responded to the survey continued their activities thanks to the compensation they gained from forming relationships with their neighbors, but they had difficulty to continue or stop their activities because of conflicts and economic difficulties. Fifth, the survey found that average annual income of a Maeul activists was 834,000 won. It is about a quarter of the average annual salary of workers in 2017.
According to the analysis results, 1st Maeul Support Activists in Seoul are experts in the Maeul sector with the highest level of capability such as Skill Level 3 or 4. They are working in poor economic conditions and only half of them remain activities. When implementing policies for the 2nd Maeul Community in Seoul, it is necessary to prepare economic treatment that matches the Skill Level of Maeul activists and measures to continue the activities that are appropriate for the currently active Maeul activists.
It was also analyzed that Maeul activists could be classified as occupations if Economic Efficiency is met. There is a 'Maeul activists Certification System' that establishes a specific range of Maeul activists as a means of meeting Economic Efficiency. The dicision on the adoption and operation of the Maeul Activists Certification System should be made after an agreement was reached that would collect opinions from participant of the Maeul Community Policy.
