정비구역 지정이 지가에 미치는 영향 분석 = An Analysis of Land Price Changes by Designation of Urban Renewal District

As the city grows and develops, some areas formed early should necessarily decline. Method for urban and housing environment renewal is utilized to maintain and strengthen the function of the city. Administration action as a legal process influences the change of land price, and the cause and countermeasure of this change of land price are needed.
This study analyzes and compares the change of land price of Jung-gu in Daejeon between at 17 districts notified as a renewal district from 2005 to 2009 of 32 renewal districts and at whole areas in Jung-gu for the period. Also, It is used dummy regression analysis to analyze whether land characteristics, basic planning, circulation to residents , and notification renewal district influence the increase of land price in Jung-gu or not.
From 2005 to 2009, the increase rate of land price in Jung-gu was lower than that in Daejeon, but the increase rate of land price in housing redevelopment, residential environment renewal and urban environment renewal district was higher than average increase rate of land price in Jung-gu. As a result of analyzing the effect of legal administration action on land price, basic planning, circulation to residents, and notification as a renewal district influenced the change of land price of the redevelopment district. At some districts having a drastic increase of land price before redevelopment planning, each administration action controlled the land price, however, at other districts, each administration action influenced the increase of land price. Residential environment renewal and urban environment renewal district are not influenced by these administration action.
This research can be a basic data for urban maintenance planning and urban management policy.

국문 초록 (Abstract)

도시의 성장과 발전에 따라 초기에 형성된 일부 지역의 쇠퇴는 불가피한 과정이며, 도시의 기능을 유지․강화시키는 방법으로서 도시 및 주거환경 정비기법들이 활용되고 있다. 그러나, 법적 절차로서의 행정 행위들은 지가에 영향을 미쳐 이의 변동에 대한 원인과 대책 분석이 필요하다.
본 연구의 목적은 대전광역시 중구의 정비구역 도면 고시된 구역 32개소 중 2005년 이후부터 2009년 이전에 정비구역 지정 도면이 고시된 17개 구역을 대상으로 2005년부터 2009년까지 중구의 관내 평균 지가 변화와 정비구역 고시된 지역의 지가 변화들을 비교, 분석하였다. 또한 토지특성, 기본계획수립, 주민공람, 정비구역 지정고시가 지가 변화에 유의한 효과를 미쳤는지를 분석하기 위하여 더미 회귀분석을 실시하였다.
분석기간 중 대전 전체에 비해 중구의 지가 상승율은 낮았지만, 주택재개발, 주거환경정비 및 도시환경정비사업 구역 모두 중구의 평균 지가 상승율보다 높은 것으로 분석되었다. 정비사업의 법적 행정 행위가 지가에 미치는 영향을 분석한 결과, 재개발구역은 기본계획 수립, 주민공람, 정비구역 고시 등이 대부분 유의한 영향을 미쳤으며, 기본계획 수립 등 이전에 과도한 상승이 있었던 곳들은 오히려 각 행정 행위가 지가의 조정 역할을 수행한 반면, 그렇지 않은 곳은 각 행정 행위에 의해 유의한 지가의 상승이 있는 것으로 나타났다. 그 외 주거환경개선사업이나 도시환경정비사업은 이와 같은 행위에 의한 유의미한 영향을 받지 않은 것으로 분석되었다.
본 연구는 향후 도시정비계획 수립 및 도시 관리 정책의 기초 자료로 활용될 수 있다.
