공공도서관의 사회적 가치에 대한 이용자와 비 이용자의 인식 차이에 관한 연구 : 파주시를 중심으로

국문 초록 (Abstract)

공공도서관의 사회적 가치에 대한 이용자와 비 이용자의 인식 차이에 관한 연구 : 파주시를 중심으로 자유시장경제, 세계화는 인류 공동의 성장이라는 청사진을 제시하였지 만, 환경오염, 지역 불균형, 양극화 등 범세계적 사회문제를 가속화 시켰다. 결국 시장경제로 해결할 수 없는 중요한 가치들에 대한 관심을 갖고 이를 해결하기 위하여 UN의 SDGs, 영국의 공공서비스법과 같은 사회적 가치들이 제도적으로 구체화 되었다. 이러한 사회적 가치에 대한 중요성을 인식하고 실천하고자 하는 움직임은 도서관계에도 반영되었다. IFLA/UNESCO 공공도서관 선언문(2022)에는 공공도서관이 지역사회의 발전과 진보를 촉진하는 데 중요한 역할을 담당해야 한다고 강조하고 있 다. 또한, 국내 제3차 도서관발전 종합계획(2019-2023)에서도 도서관의 사 회적 가치에 대한 부분이 큰 축을 담당하고 있다. 그러나 공공도서관 현장에서는 사회적 가치라는 추상적인 개념을 평 가하고 관리하기엔 어려움이 있다. 따라서 공공도서관의 사회적 가치라는 추상적인 개념을 구체화하고 이를 실제 도서관에서 평가해 봄으로써, 향 후 도서관의 사회적 가치에 대해 방향성을 제안할 수 있는 연구가 필요 하다. 이에 본 연구는 지역 단위 도서관에 대한 사회적 가치 평가 및 향후 목표설정에 도움을 주고자 공공도서관의 사회적 가치에 대한 평가 요소를 기존 연구를 통하여 검토해 보고, 나아가 도서관을 이용하는 이용자와 비 이용자가 가진 도서관의 사회적 가치에 대한 인식 차이를 비교 하였다. 이를 위하여 본 연구에서는 파주시를 생활권으로 하는 도서관 이용자 와 비 이용자를 대상으로 인식비교 설문을 진행하였으며 빈도분석, 기술 통계 분석, 확인적 요인분석, 독립표본 t검정, 일원배치분산분석을 통해 가설을 검증한 결과는 다음과 같다. 분석 결과 공공도서관의 사회적 가치는 지역 주민의 삶의 질 향상, 지역사회 연계 기여, 지역 주민의 평등화, 지역사회 개발, 지역사회 필요 정보제공 순으로 공공도서관의 사회적 가치에 대한 인식이 높은 것으로 나타났다. 연구 대상의 인구 사회적 특성에 따라 공공도서관의 사회적 가치 인 식의 유의한 차이를 보였는지 확인한 결과, 성별에 따른 차이에서 지역사회 개발에 대한 여성의 인식이 더 높았다. 연령에 따라서는 전 연령에서 유의한 차이가 있었으며 대부분의 영역에서 10대, 40대의 인식이 높았다. 직업에 따라서는 지역사회 개발에 대한 인식에서 통계적으로 유의한 차이 가 있는 것으로 나타났으며, 학생, 기타, 주부, 자영업, 직장인 순으로 인 식이 높았다. 공공도서관의 사회적 가치에 대해 모든 영역에서 이용자의 인식이 비 이용자의 인식보다 높았으나, 공공도서관 이용자의 도서관 이용 정도는 통계적으로 유의하지 않았다. 본 연구의 결과를 바탕으로 파주시 공공도서관의 사회적 가치 인식 향상을 위한 방향성을 제안하면 다음과 같다. 첫째, 상대적으로 공공도서관의 사회적 가치에 대한 인식이 낮은 비 이용자를 이용자로 유입 시키려는 노력이 필요하다. 둘째, 연구 대상의 일반적 특성 따른 인식의 차이에서 상대적으로 취 약하게 나타난 남성, 60대, 20대를 대상으로 한 서비스 개발이 필요하다. 셋째, 도서관 인프라가 타 시·군에 비해 잘 구축 되어 있어 서비스 가 상향 평준화 되어 있는 파주시의 경우에는 기술통계 결과 상대적으로 낮게 나타난 지역사회 개발, 지역사회 필요 정보 제공 영역에서의 서비스 개발이 필요하다. 본 연구는 공공도서관의 사회적 가치란 추상적인 개념을 도서관의 사회적 가치에 대한 이용자, 비 이용자의 인식비교를 통해 도서관의 현주소 를 평가해보고 방향성을 도출하고자 했다는 점에서 의의가 있다. 이를 통 해 앞으로 도서관들이 보다 쉽게, 도서관의 사회적 가치를 스스로 평가하고 방향성을 고민할 수 있기를 기대한다.

Although the free market economy and globalization presented a blueprint for the common growth of humanity, they also globally accelerated social problems such as environmental pollution, regional imbalance, and polarization. Consequently, it has become emphasized to pay attention to and retain essential values ​​that cannot be solely obtained through the market economy, and social values ​​such as the SDGs of the UN and the Public Service Act of UK has been institutionalized. The movement to recognize and practice the importance of these social values ​​has also been reflected in the library field.
The IFLA/UNESCO Public Library Manifesto (2022) emphasized that public libraries should play an important role in promoting the development and progress of local communities. In addition, the social value of libraries accounted for a major portion in the Korean 3rd Comprehensive Library Advancement Plan (2019-2023).
However, there are also difficulties in evaluating and managing the abstract concept of the social value of public libraries. Therefore, the necessity for research to suggest further directions for the social value of libraries by materializing these abstract concepts and evaluating them in actual libraries has been raised.
Accordingly, this study aims to examine the evaluation factors of the social value of public libraries through previous research to help the evaluation of the social value of local libraries and further settings of goals, and further compare the differences in awareness on the social value of libraries between library users and non-users.
To this end, in this study, a awareness comparison survey including library users and non-users living in Paju City was conducted, and the results of verification of the hypothesis through frequency analysis, descriptive statistics analysis, confirmatory factor analysis, independent samples t test, and one-way analysis of variance are as follows.
In descriptive statistics, awareness of the library’s role was found to be high in the following order of aspects: improving the quality of life of local residents, contributing to community connection, equalizing of local residents, community development, and providing information needed by the community.
For the awareness of the social value of public libraries according to the general characteristics of the subjects, in genders, it was found that awareness of community development was higher in a female group. For age, there was a significant difference in the awareness of the social value of public libraries across all age groups, with teenagers and those in their 40s showing high awareness in most factors. For occupation, there was a significant difference in awareness of community development according to occupation, with the awareness of the student group being highest, which were followed by the others group, housewives group, self-employed group, and office workers group in order. The difference according to educational level was not statistically significant.
The awareness of the social value of public libraries was found to be higher in users than non-users in all aspects, and the difference according to library usage patterns of public library users was not statistically significant.
Based on the present findings, further directions to improve awareness of the social value of public libraries in Paju City are proposed as follows.
First, efforts are needed to attract non-users, who have relatively low awareness of the social value of public libraries, to become users.
Second, there is a need to develop services targeting male, those in their 60s, and those in their 20s, who were found to have relatively low awareness in the comparison according to the general characteristics of the research subjects.
Third, for Paju City with relatively well-established library infrastructure compared to other cities and counties, and thus upwardly standardized services, the development of services in the areas of community development and provision of information on community needs, which showed relatively low awareness in descriptive statistics is proposed.
This study has its significance in that it sought to evaluate the current status of the library and derive direction through comparing the awareness of users and non-users regarding the social value of the library through the abstract concept of the social value of public libraries. It is expected that libraries will be able to more easily evaluate their social value and consider their direction in the future.
