학교운영위원회의 운영상의 문제점과 개선방안 = Problems and improvement strategies of the school management committee

국문 초록 (Abstract)

본 연구는 교육의 주민자치 정신 구현과 단위 학교운영의 자율성 확대를 위한 학교운영위원회의 운영상의 문제점을 분석하고 그 운영 개선 방안을 탐색·제시함으로써 학교운영위원회의 운영 효과를 극대화하는 데 목적을 두었다. 이러한 연구목적을 달성하기 위하여 구체적으로 다음과 같은 연구문제들이 설정되었다.
첫째, 현행 학교운영위원회의 운영실태는 어떠한가?
둘째, 학교운영위원회의 문제점은 무엇인가?
셋째, 학교운영위원회의 개선 방안은 무엇인가?
이러한 문제들을 규명하기 위하여 문헌고찰과 조사연구를 병행하였다. 조사도구는 외국의 학교운영 관련 위원회가 주는 시사점과 선행연구에서 사용한 것을 기초로 지도교수의 자문을 얻어 제작한 설문지를 사용하였다. 연구대상은 K광역시 소재 45개 공립 초등학교 운영위원 532명을 대상으로 하였으며, 자료처리에 사용된 통계는 SPSS/PC^+ 프로그램을 이용한 χ² 검증으로 하였다.
이와 같은 과정을 거쳐 얻어진 연구 결과는 다음과 같다. 먼저, 학교운영위원회의 운영 실태와 관련하여 학교운영위원회의 성격으로는 심의기구가 바람직하며, 사안에 따라 의결·심의·자문하는 기구도 병행해야 한다는 반응이었다. 교원위원의 조건으로는 학교에 협조적인 교원이 되어야 하며, 학부모위원으로는 교육에 식견이 풍부하고 관심이 있는 사람이 선출되어야 한다는 반응이었다. 학교장 및 교사 초빙제에 대한 필요성을 선호했으며 학교운영위원회의 심의사항 중 방과 후, 방학중 교육 및 수련활동은 학생들의 다양한 교육욕구를 충족시키기 위해서 반드시 필요한 기능으로 심의되어야 한다는 반응이었다. 학교운영위원회의 회기는 3월 1일부터 다음해 2월 28일까지로, 운영횟수는 2개월 마다 1회로 해야 하며, 주요 안건 처리는 무기명 투표로 처리해야 한다는 것이었다.
둘째, 학교운영위원회의 문제점과 관련하여 지역위원은 각계 전문가를 선출해야 하고 교육감은 지역특성에 맞는 교육 시책 구현 의지가 강한 사람이 선출되어야 하며, 효과적인 의결 정족수는 재적위원 과반수 이상의 출석과 출석위원 과반수 이상의 찬성으로 처리하는 것이 바람직하며, 학교운영위원회의 조성 및 운용방법은 학교운영위원회의 결정으로 조성해야 한다는 반응이었다. 운영회의는 공개하여 학부모, 교사 등이 참관토록 해야 하며, 학교운영위원회의 조직·구성 및 운영은 지역 실정에 맞게 자율적으로 구성·운영하는 방안이 강구되어야 한다는 것이었다.
셋째, 학교운영위원회의 개선 방안으로는 운영위원들은 학교교육의 동반자 역할 및 협력자의 역할을 수행해야 하며, 학교운영위원회가 정착되면 다수가 민주적으로 의사 결정을 하는 학교, 스스로 결정하는 자주적인 학교, 수요자 요구를 반영하는 학교교육을 하게 될 것이라는 반응이었다. 학교측과 학부모의 갈등이 심할 때 학부모위원과 교원위원 들간에 중재위원회를 두어 해결하며, 학교장과 학부모 대표, 운영위원장이 모여 협의하여 해결책을 찾아야 한다는 반응이었다. 학교운영위원회의 조기 정착을 위한 시급한 과제는 학부모와 교원의 적극적인 참여가 이루어져야 한다는 반응이었으며, 학교운영위원회의 활동은 축소된 기능으로 어느 정도 정착되어 발전에 기여하게 된다는 반응이었다. 앞으로 개선할 사항은 학교 실정에 맞는 교육프로그램 개발 등 창의성 및 자율성을 확보하는 문제가 시급하다는 것이었다.

다국어 초록 (Multilingual Abstract)

This study is aimed at finding of the citizen autonomy of the education and analysis the problems and suggestion the improvement plans so we obtain the greatest management effect of the school management committee. Accomplishing this aim, the following theme is setting.
First, what are the conditions of improvement strategies of the school management committee?
Second, what are the problems of the school management committee?
Third, what are the improvement strategies of the school management committee?
To answer these questions, I do the documents study and investigation study. The questionnaire based on the current issues of school management committee was made and used. The sample were 532 school management committee members from 45 public elementary schools in K-City. The x₂(chi-square) test using SPSS/PC+ Program for statistical significance was used. The results of the study are as follows;
First, commissioners think it is good the character of the school management committee is the consideration organization in connection with the management condition of the school management committee. And they think it has to be gone abreast of decision, consideration and consultation organization according to the case. Teacher members have to be elected as coordinators of the school and parents of students have to be elected who know and concern about the education.
The commissioner prefer the system of the engagement principal and teacher.
Education and activities after and during a vacation are surely needed for satisfying the students educational desire so this function has to be deliberated. The session of the school management committee is from March 1st to February 28th of next year and it has to be held once per two month. The important agenda has to process ballot.
Second, the problems of the school management committee are that They have to select experts of every field for the community members and they have to select persons whose realization of educational policy is strong. The effective voting quorum is the attendance of over a half out of the number enrolled commissioners and placet of over a half out of the number attended commissioners. The committee has to be open to the public so parents of students and teachers can participate in the committee. The committee needs voluntary organization and management according to the community's conditions.
Third, for the improvement strategies of the school management committee are that. They have to fulfill the role of a companion and cooperator of school education. They think if the committee is settled down, a large number of people take in decision-making democratically and demands of demander is reflected in the determine. And they say it's better making the medication organization so when school and parent of student cause trouble, they can settle a dispute. They think the committee need positive and sincere participation of teachers and parents of students. It press that the committee attains independency and initiation like developing education program taking r into account school's actuality.
