Waterfront in urban regions have been continually transformed following to periodical paradigms and recently attracted public attention for possibility as amenity spaces accommodating various activities. Urban Stream, Having a close association with lives of urban residents, have a meaning of urban space with short distance to inland sector and safer usage of water resource. However, domestic urban stream don't form connectivity between stream sector and inland sector as two components to form waterfront but rather form disconnected space from around urban context.
Fundamental cause of this phenomenon comes from separated planning system recognizing stream sector and inland sector as different spaces. Current problems of domestic planning system for urban stream waterfront are separated planning structure, different agencies for planning and management, planning contents without legal force and specification. Some of institutional strategies were established to solve these problems but found no remarkable effectiveness to form integrated waterfront concerning urban context till now. This study found that district-based integrated planning system should be introduced to form urban stream waterfront form integrating stream sector and inland sector. Based on that, characteristics of foreign planning systems for waterfront districts with district-based integration were examined to deduce implications and improvement plans required for introduction of district-based integrated planning systems when improving planning systems of domestic urban stream waterfront.
For foreign cases, San Antonio, Singapore, and Miami were selected as representative case targets from each type after dividing to type of designating waterfront districts through zoning, master plan, and green-way project. Analysis of planning systems was carried out in terms of planning objects, planning establishment and management agencies, and planning contents.
Consequently, when improving planning systems of urban stream waterfront deduced from the analysis, adoptable implications and improvement plans for introduction of district-based integrated planning systems are as below.
First, it's necessary to introduce concepts of waterfront districts which seen as one integrated planning element, consisted of stream sector and inland sector. This study suggests methods to introduce 'waterfront district' systems and to complement the present 'landscape districts of waterfront'.
Second, all plans in waterfront districts should form stepwise systems in one planning structure. It's necessary to set up one target and direction based on waterfront, and establish authorized design guidelines to realize basic direction suggested on the above plan.
Third, specific space range should be established by fully concerning characteristics of urban context and waterfront. It's necessary to suggest range establishment standard and boundary dealing method, and plan specific blueprint when designating waterfront districts in the future. This study suggests method of establishing external side street of all blocks meeting within 2 times of stream width as boundary to establish ranges following to sizes of stream.
Fourth, plans suitable for characteristics of areas should be arranged by categorizing specific areas following to character of inland sector in waterfront districts. This study suggests a method to propose separated planning contents suitable for characteristics of each area by dividing characteristics of inland sector to commercial area, industrial area, and residential area.
Fifth, it's necessary to set up main agencies of planning establishment and planning management suggesting one target and direction. This study suggests a method to establish plans through officially authorized committees managing contents of all planning and development based on urban stream, and manage waterfront districts by authorizing private main agencies with close conciliation.
Sixth, specific planning contents with legal force should be suggested by concerning urban context. It's necessary to suggest specific design guidelines with four aspects of waterfront, building in inland sector, public space of waterfront, and walking network by concerning characteristics of urban stream, and share specific shapes of waterfront formed through design guidelines by suggesting design standards.
It's necessary to analyze more various cases, and types and planning contents of waterfront districts suitable for domestic conditions, and carry out further studies about management of waterfront districts and operation method to introduce district-based integrated planning systems targeting urban stream with the deduced implications and improvement plans above.
