Teacher evaluation can contribute teachers' achievement and students' improvement in terms that it offers information about whether a teacher is doing his or her job right assuming required responsibilities, whether or not there is any problem, and if any, which solution to be offered. So our academic field shows more growing interests in teacher evaluation and developed countries already have established teacher evaluation standards and implemented them as a major nation-wide policy.
This study reviewed situations and contexts which a teacher are under and covered all the jobs teachers are in charge of so that we can explore and verify the job evaluation domains and factors of teachers as the bases of getting information about whether a job is required for school education, and to what degree efforts should be put into the job. The research items for the purpose of this study are as follows;
1) To identify evaluation domains and factors that can validly evaluate teachers' jobs.
2) To identify fundamental evaluation domains and factors that can account for teachers' jobs in accordance with career backgrounds of a senior teacher.
3) To identify fundamental evaluation domains and factors that can account for teachers' jobs in accordance with gender.
For these I verified content validity by employing Focus Group Interview with teachers and pedagogic experts, verified construct validity by employing a sample survey of 541 elementary teachers in Seoul, and statistically analyzed if teachers' job knowledge and demographic background have effects on recognition of the degree of importance of a job. The summery of the major conclusions identified by the study performed as such is as follows.
Firstly, the content validity and the construct validity of the 9 domains for teacher job evaluation and 63 evaluation factors presented in this study were confirmed valid through the survey. The content validity was verified by employing Focus Group Interviews with each reference group consisting of teachers and pedagogic experts, and the two expert groups recognized teacher job evaluation domains and factors presented in this study as valid. But according to the result of verifying construct validity through exploratory factor analysis of questionnaire for teachers, I could tell the number of actual factors are ten because the required competence, the domain of work load evaluation of nine evaluation domains, is divided into two parts.
Secondly, the ten factors issued from confirmatory factor analysis to identify factors according to senior teachers' careers were rated in their makeup according to senior teachers' careers and partly the degree of importance of factors differently recognized among teachers. In other words, senior teachers' careers, namely the degree of understanding jobs made the difference in recognizing the degree of importance about teachers' job
Thirdly, the ten factors issued from confirmatory factor analysis to identify factors according to the gender of a teacher were rated in their makeup but the degree of importance of factors according to gender is generally agreed. In other words, I found that gender which consists of teachers' demographic backgrounds had little influence on recognizing the degree of importance of teachers' job.
The derived results of this study are as follows. Firstly, it is possible to analyze and measure teachers' job in terms of task dimensions and values. Evaluation domains and factors derived as such will contribute to improving school organization by making characteristics of teachers' job clear and to offering valid and reliable personnel evaluation bases for teachers.
Secondly, the experience or knowledge variants of teachers' job should be considered seriously as situational variants to evaluate teachers' job more validly in accordance with situations and contexts of school fields. This study drew the conclusion that senior teachers' experiences rather than gender differences bring about the differences in recognizing the degree of importance of the workload evaluation factors. It could be interpreted that experiences and knowledge about jobs can bring about differences in the results of job evaluation. Therefore, experiential bases about validity of job evaluation can be presented by flexibly setting the rates of importance of evaluation domains and factors when teachers' job evaluation is implemented at school fields.
Thirdly, between teacher group and pedagogic expert group there were little disagreements about domains and factors which measure values and dimensions of teachers' job. Particularly the agreements with an evaluation domain for job value, which covers student development, school organizational effect improvement, administerial needs, needs of parents and communities, showed possibilities that educators could expand integrated discussions about the goals that school education and teachers' jobs should pursuit.
