기후 커먼즈 정치에서 청년 및 미래 세대론이 갖는 함의 = Discussion of Youth and Future Generations in the Youth Climate Movement : Implications for the Politics of the Climate Commons

The discussion of youth and future generations has stood out in recent years in climate justice movements and discourses. This study examines self-records from Korea’s Youth Climate Action from 2019 to 2021 and distinguishes differences between youth and non-youth, as well as youth and future generations, and draws implications for politics of the climate commons. The discussion of youth and future generations, according to this study, categorizes generations that make youth as contemporary victims, as opposed to future generations who are potential victims and adults who are offenders with responsibility for climate change. This is based on the claim that youth have a right to the climate commons as victims, as well as the demand for youth to have equal status in the climate commons by providing adults with common identities, which constitutes climate commons with victim-centered and identity politics, raising the following issues: Is the legitimacy of commoners and commoning derived from the categories of the commoners? What are the accomplishments and costs of the politics of the commons based on identity politics? This study emphasizes the importance of developing the politics of the climate commons that consider the underside, limitations, and the costs.

국문 초록 (Abstract)

기후 정의론 및 기후 운동에서 청년 및 미래 세대론이 두드러지게 생산되고 있다. 이 연구는 한국의 청년 기후 운동 중 하나인 청소년기후행동의 기후 운동을 통해 발간된 기록물을 분석함으로써 어떻게 청년/비청년, 청년/미래 세대가 구별되는지 살펴보고, 청년 및 미래 세대론이 커먼즈 정치에 주는 함의를 논의한다. 청년 및 미래 세대론에서 청년은 현재성, 가시성을 가진 피해 당사자로, 기후변화에 책임을 가진 어른, 잠재태인 미래 세대와 구별된다. 이러한 청년 및 미래 세대론은 기후변화의 피해 당사자로서 청년이 갖는 커먼즈에 대한 권리를 주장한다는 점, 청년과 선명하게 구별되고 청년과 대립하는 비청년으로서 어른에게 동질한 정체성을 부여함으로써 커먼즈에 대한 동등한 지위를 요구한다는 점에서 당사자 중심의 정치, 정체성 정치를 통해기후 커먼즈를 구성한다고 볼 수 있다. 청년 및 미래 세대론, 이를 통한 기후 커먼즈의구성은 커머너 및 커머닝의 정당성이 커머너가 속한 집단 범주 및 집단의 당사자성에서 비롯하는지, 집단의 정체성 구축을 통한 커먼즈 정치의 성취와 대가는 무엇인지등에 대한 쟁점들을 제기하고 있다. 이러한 논점을 다룸으로써 이 연구는 새로운 커먼즈 정치를 개발함에 있어 커먼즈 정치의 이면, 한계, 대가 등을 충분히 고려해야함을 강조한다.
