This thesis analyzes the politics of the commons with a focus on the ‘Toad Eco-village’ in Cheongju City. Furthermore, it reveals the dynamics of the urban commons that cannot be dealt with by understanding the commons as fixed or stable. The commons consists of two dimensions: ‘commons for us’ and ‘commons for all’. ‘Commons for us’ is a dimension that is autonomously managed and used by communities with distinct boundaries, and ‘commons for all’ is a dimension of universal and collective rights. Focusing on urban commons, urban communities that to ‘commons for us’ constantly renegotiate the boundaries of ‘us’ due to the mobility and fluidity of the urban. In addition, making commons in the urban attempts to reconstruct the universal common right that supports the formation of commons. Therefore, this study analyzes the changes in the urban commons while comprehensively dealing with the two dimensions of commons, 'commons for us' and 'commons for all'. The results of the study are summarized as follows. The Toad Ecological Park was created as a ‘commons for all’ through the concerted solidarity of local civic groups and the active participation of citizens. In addition, they moved toward a demand for management rights. Cheongju City holds the ownership of the Toad Ecological Park. However, by establishing a partnership with Cheongju City, the civic group ‘Toad Friends’ secured the management rights of the Toad Ecological Park. Although the Toad Ecological Park was made ‘commons for all’, a continuous task of making commons was set. According to the ecological characteristics of toads Mt. Guryong had to be the subject of ‘commons for all’. The community in Toad Eco Village was formed while solving common problems within the village. The community has created “commons for us” such as newspapers, libraries, and festivals. In this process, the community did not focus only on ‘commons for us’, but continued to renegotiate the boundaries of ‘us’. With the participation of the community, restrictions on the development of Mt. Guryong were implemented. However, as the community became a key player in creating the 'commons for all', tensions and rifts with the community's external boundaries emerged. In the process of responding to the ‘Sunset Law on Long-term Un-Implemented Urban Park’, the community became a key player in the creation of ‘commons for all’ targeting Mt. Guryong. There were concerns about restrictions on park use and development by landowners. In addition, the pressure to dismantle the commons was further strengthened as Cheongju City presented private development combined with capital as its primary countermeasure. The community’s practice did not lead to the active solidarity of the local civil society, so the community could not withstand the pressure to dismantle the commons. In the end, Mt. Guryong faced private development, and the Toad Ecological Park was converted into direct management by the Cheongju city and lost the management rights that served as the basis for making the Commons. This thesis reveals that urban commons constantly fluctuate through the political process of commoning. In addition, to analyze this process, it is necessary to comprehensively deal with the commons' two dimensions: ' commons for us' and 'commons for all'. According to the analysis of this study, when urban communities renegotiate the boundaries of ‘us’ to resolve tensions and rifts with civil society and establish complementary relationships, the power to form the commons is strengthened. On the other hand, if the boundary is cracked, the force to dismantle the commons is more potent.
