스웨덴 의료서비스체계의 탈집중화와 비용억제에 관한 연구 = The Study on the Decentralization of the Swedish Health Service System and its Cost ontainment

This study discussed the decentralization reform of health service system and analyzed its consequences. In Sweden the cost of health service has been effectively controlled through the decentralization triggered during the economic recession in the 1970s. Escaping from the financial and administrative responsibilities, the central government passed its responsibilities to county councils. Although the county councils increased their financial burden for health services, the increase has its own limit due to the new economic condition and the control over increasing local taxation in Sweden. Consequently, the county councils delegated its strong regulation to the service providers and the administrative and financial responsibilities to the district councils. These decentralization policies resulted in the effective control over public cost, and, accordingly, the total cost of health service was controlled. In spite of this cost control, the present condition of health services in Sweden was found to be satisfactory.
