개발사업 내 주차장용지의 이용실태에 따른 유형연구 : 동탄(1)신도시를 중심으로

국문 초록 (Abstract)

우리나라 도시들의 가장 큰 문제로 주차문제를 꼽을 수 있다. 연일 주차난에 대한 해결책을 지자체들이 고민하고 정책을 결정하지만 기존 도심 뿐 아니라 신규로 만들어진 개발시업구역 내에서도 여전히 주차문제를 가지고 있다.
대부분의 선행연구는 법령해석과 사례분석을 통하여 공공에서의 주차장운용과 법적·제도적 보완대책이 필요하다는 결론을 가지며 이를 정책에 반영하기 위한 제언으로 마무리된다. 하지만, 약 15년간 지속적인 문제제기와 정책제언에도 다양한 이해관계로 인하여 현실화 되지 못하였으며 한정된 공적자원으로 주차공간을 확보하는 것은 지자체의 재정상황과 시장여건을 고려하지 못한 청사진에 불과하다.
따라서, 본 연구에서는 실증적인 분석이 가능하도록 미 매각 용지가 없고 계획의 변동성이 없이 도시화된 동탄(1)신도시를 대상으로 27개의 민간에게 공급된 주차장용지를 대상하여 조사·분석을 실시한다. 이용실태조사에서는 양호, 부설주차장화, 용도상실로 분류하여 조사하고, 단계요소조사에서는 주차장이 이용되기까지 단계를 계획, 공급, 건축, 운영별 구성요소로 조사를 실시한다. 각 단계요소 별 내용을 이용실태에 따라 분류하였을 때 명확하게 분류되는 요소인 외관, 용도, 운용형태를 조합하여 교차표를 만들어 유형화한다.
그 결과 5가지, 타 용도 변경형, 건설 진행형, 주차인지형, 소규모 집합점포형, 대규모 단일 용도형으로 유형화 할 수 있다. 각 유형의 특징에 따라. 허용용도의 추가제한하고 건폐율·용적률의 최소규정을 두거나, 의무착공시기를 부여하고 건축물 외관을 정비하는 통합디자인을 수립하는 형식으로 개선방안을 찾을 수 있다. 이와 같이 본 연구는 민간에게 공급되는 주차장용지만을 기준으로 추후 실제 계획수립 실무자가 고려하여야하는 사항을 정립하는데 의의를 가진다.

다국어 초록 (Multilingual Abstract)

The most serious problem of our cities must be parking problem. Although the local autonomous administrations agonize over the solutions to the parking problem before designing the relevant policies, not only the existing downtowns but also the new development project zones still suffer from the parking problem.
Most of the preceding studies interpreted the law and analyzed cases to conclude that legal and institutional reforms should be made to solve the parking problem. Although the parking problems have been addressed to be solved for about 15 years, the solutions have yet to be realistic due to the diverse conflicting interests. After all, securing the parking space with the limited public resources may well end up with a blueprint not reflecting the financial conditions of the local autonomous administrations as well as the market conditions.
Thus, this study sampled Dongtan(1) development project where all the lots have been sold out with the original plan unchanged, and then, sampled 27 Parking Lands ,is sold to not local government, for a survey and analysis. The Parking Lands were classified into three categories at using type: 'good,' 'annexed' and 'lost function.' For a step-wise examination, this study divided the stages of supplyng the parking lots into 「planning→supply→construction→operation」. Then, this study combined such clear components of Using types of the Parking Lands as outlooks, uses and operational types to form a matrix.
As a result, the Parking Lands could be categorized into : 1. changed for other uses type, 2. under construction type, 3. under operation type, 4. concentrated retail-stores type and 5. specialized large-scale type. Hence, the reform measures could be identified by limiting the permitted uses further, setting the minimal building and floor ratios, determining the obligatory beginning time of construction, enforcing for an integrated design for the whole building, etc. This study may well be significant in that it suggested the considerations that should be taken into for the Parking Lands planning.
