외국인 노동자 건강정책의 쟁점과 정책 제언 = Issues and Policy Suggestions of Health Policy for Foreign Workers

다국어 초록 (Multilingual Abstract)

In this study, we would like to discuss the issues of health policy for the improvement of health problems of foreign workers. We examined the ranges of health policy and the meaning of the right to health on the basis of national and international laws, rules, and literature. And we examined the actual situations of health policy of foreign workers by using previous studies that have been published from 2000 to 2012 and considered the problem of health policy.
The problems of health policy of foreign workers, first, there was a problem health rights of foreign workers can not be guaranteed by the limit health insurance in the health insurance policy level. Second, in health promotion policy level, it was found to be insufficient for the diagnosis of health and to be not performed properly for occupational safety and health education to prevent industrial accidents. Also there are few measures of chronic disease of foreign workers. Third, it was found to experience difficulties foreign workers to use medical institutions in the health policy level.
In order to solve this problems, first, measures to allow foreign workers all enters the health insurance system is required. Second, it is necessary to pay more attention of strengthening of health diagnosis and occupational health and safety education, and the provision of health information for health promotion of foreign workers. Third, it is necessary to improve the medical services that can be used to foreigners and Koreans in the long run. In addition, we proposed legal reforms of health-related over the entire process from entry to stay, in order to manage systematic, efficient health of foreign workers and building of integrated operation system to address the health problems.
