직업군인 복지정책의 개선방향에 관한 연구 = (A) Study on Welfare Policy for the Professional Soldiers

국문 초록 (Abstract)

고도의 경제성장과 더불어 국민 복지수준은 급상승하게 되어 직업군인의 복지정책 및 복무환경을 되새겨 볼 때 군복지정책에 대한 인식부족 및 관심소홀, 제한된 국방예산으로 인한 무형 전력인 사기향상을 위한 복지정책 소홀과 국민들의 대군 신뢰에 대한 불신풍조의 영향, 군직업의 열악한 근무환경으로 인한 명예보다 안정된 생활을 추구하는 직업선택으로 군직업에 대한 자긍심이 떨어져 그에 대한 적극적 대책이 강구되어야 할 필요성이 요구된다.
이러한 환경을 고려해 볼 때 군의 기본임무인 국가방위를 유지하고 국가안보적 차원에서 직업군인의 물질적·정신적 욕구를 경제적·문화적 복지로 충족시킴으로써 군사기 및 근무의욕을 앙양시키고 직무만족을 시켜 군본연의 임무인 국가안보의 목적을 달성시키는데 목적을 두어 그 연구에 대한 내용은 다음과 같다.
제1장에서는 연구의 목적, 연구의 범위와 방법에 대해서 알아보고, 제2장에서는 군 복지정책의 이론적 고찰을 통해 군복지의 대상과 범주를 설정하고 군 복지정책의 유형을 살펴보았으며, 직업군인의 복지정책 및 실태분석을 통해 군 복지와 사기와의 관계와 복무환경을 분석하고, 외국군의 복지정책을 비교 분석을 하였다. 제3장에서는 군 복지정책의 실태와 문제점을 분석하였으며, 제4장에서는 지금까지 외국군의 발전된 복지정책과 일반사회의 공무원, 민간기업의 복지제도를 비교 분석하여 도출된 문제점을 종합하여 제시하고 그 문제점에 대한 개선방향으로
①군복지이념 및 체계재정립,
②전역후 생활안정 지원제도개선,
③경제적 측면의 개선방향,
④문화생활 개선을 제시하였다.
제5장에서는 지금까지의 주요 내용을 검토, 요약 정리하여 결론을 기술하였다.
이와 같이 본 논문에서 연구된 내용을 국가 복지정책에 반영하여 시행할 수 있다면 직업군인의 사기와 생활의 질을 향상시킬 수 있고, 군직업에 대한 강한 자긍심과 긍지를 갖게되어 군무에 전념하여 군전투력 증강과 함께 통일의 길이 앞당겨질 수 있으리라 기대한다.

다국어 초록 (Multilingual Abstract)

If we look back on the welfare policies and conditions for professional soldiers in soaring level of people's welfare and high economic growth, it is required to take the positive measures to raise low professional soldiers' pride resulted from the lack of recognition and care about military welfare policy, the carelessness of welfare policy to raise soldiers' morale which can be a intangible power owing to the limited defense budget, the effect of people's distrust toward the Army and the pursuit of stable life rather than honor in people's job choosing trend.
Considering these conditions, the purpose of this study is to enhance soldiers' morale, will to work and job-satisfaction to meet their physical and mental requirements through economic and cultural welfare in national security dimension. Moreover this may contributes to achieve national security ― the inherent mission of the Army.
This study is divided into 4 chapters. Chapter 1 introduces the purposes, the range and methods of this study. Chapter 2 describes the object and the range of military welfare and types of military welfare policy through the theoretical considering of military welfare policy. and the analysis of soldiers' service conditions and the relations between military welfare and morale as well as the comparative analysis with foreign forces' welfare policies through the welfare policies and the actual condition analysis of professional soldiers. Chapter 3, 4 addresses the problems of our military welfare policies derived from the comparative analysis between the foreign forces' advanced welfare systems and the social welfare systems of public service workers and private enterprise workers until now. From these I propose followings as the directions to deal with these problems.
① Establishing the concepts and systems for military welfare,
② Improving the supporting systems for the stabilization of livelihood after retirement,③ Establishing the directions of improvement in the economic aspect,
④ Improving the cultural life.
Chapter 5 addresses the conclusion of this study by reviewing and summarizing above contents.
If this study could be reflected in the enforcement of national welfare policy, the professional soldiers will have the better quality of life and morale as well as the strong self-pride, moreover it may contribute to devoting themselves to serving the Army. Eventually, I believe it will make the unification earlier and reinforce the combat power also.
