Urbanization started in the 1960s has accelerated in our country because of the industrialization in the 1970s. Urban problems such as the lack of infrastructure and housing have become worse because of the concentration of population toward cities. For the past 40 years, the government has created residential areas with a residential area development project as a housing policy in order to ease the housing shortage.
The residential areas created by the residential area development project have been concentrated around downtown areas, whereas those of foreign countries were located in suburbs to achieve amenability. The plans and regulations focused on supplying housing quickly and the efficient use of land. However, the quality of residential areas has been relatively low because of weakness in the strategy for housing development, vague regulations, and a short-term economic pursuit. In addition, the demand on non-residential facilities by the residential area development, the rise of land prices in downtown, and the lack of development sites triggered the influx of non-residential facilities in residential areas. Vague control by current law toward land use has particularly accelerated these trends.
These trends in residential areas planned by the residential area development project have developed more seriously than in spontaneous residential areas. Therefore, a residential area plan and its regulations should be reviewed in order to promote quality in residential areas.
Therefore, this study chronologically investigates and analyzes the change in residential patterns and the method of spreading by non-residential facilities in residential areas by the residential area development project. It also determines the reasons behind the deterioration of residential environments and the location characteristics of non-residential facilities in existing residential areas. Finally, devices to promote residential environments in new and existing residential areas are suggested based on analysis.
I determined that the deterioration of residential environments resulted from changed and mixed land uses. Here are the major reasons of land use change analyzed in this study :
    1. The characteristics of areas were not considered in the alteration of land use by a uniformed development plan
    2. The construction of huge buildings based on standards of excessive development density
    3. Increase in population density by converting single-family housing to multi-family housing
Reasons of mixed land use :
    1. The formation of new residential areas and confusing land uses attributed to the demand of adjoining area development and to the pursuit of short-term economic benefits and efficiency
    2. The expansion of commercial use in downtown
    3. Inappropriate facilities caused by vague regulations
    4. The increase of non-residential facilities due to passing traffic
    5. Centralization of excessively high density non-residential facilities because of poor standards and planning
From my results, this study divides into two areas ; existing areas and new residential areas, and suggests devices in the three aspects : planning, regulation, and management.
In existing residential areas, suggestions for improving residential environment are :
    1. Subdivision of residential areas in order to prevent mixed land use
    2. Readjusted development density in order to prevent excessively high density development
    3. Modification of classification standards for building use in order to control non-residential facilities.
    4. Addition of parking spaces in order to gain a reasonable street system.
In the new residential areas, suggestions based on the problems and proposals in existing residential areas are :
    1. Readjustment of planned population standards
    2. Reasonable development density of buildings
    3. Detailed standards of planning sites
    4. Establishment of layout standards and proportions of planning sites
    5. Introduction of a new street system to control passing traffic
    6. Introduction of various subdivisions
However, difficulties are expected to impede devices suggested in this study under the current laws or planning guidelines. To promote existing residential areas, agreement among residents is the key to solving questions such as introducing new systems and tightening regulations.
Therefore, planners, developers, and residents must understand current problems and consider them before implementing these proposals. Suggestions for implementing my proposals to promote, maintain, and manage residential environments areas :
The goal and the direction of plans for residential areas should be established in cooperation with participants.-Planners, developers and residents.
