본 연구는 미 원조기구의 교육기술원조가 한국에 본격적으로 공여되기 시작한 1954년부터 원조기구의 활동이 공식적으로 중단되는 1980년까지 미 원조기구가 한국에 공여한 주요 교육기술원조를 주로 한국 교육전문가 집단의 형성 및 성장과 관련해 분석하였다. 특히 본 연구는 그중에서도 미국의 지식 및 기술의 전수라는 미 교육기술원조의 목적이 한국의 교육정책에 반영되었다고 볼 수 있는 1960-70년대에 초점을 맞추었으며, 정책적으로는 1960년대 후반 진행된 장기종합교육계획의 수립과 1970년대 진행된 한국교육개발원의 초·중학교 교육발전사업에 주목하였다.
1960-70년대 한국에 공여된 미국의 교육기술원조는 비록 그 규모는 1950년대에 비해 크게 축소되었지만 미국의 ‘선진’ 지식과 기술의 전수를 통해 한국의 교육 확대와 교육개혁 방향에 영향을 미쳤다는 점에서 중요했다. 이 시기 미 원조기구가 원조를 통해 한국에 전수한 지식과 기술은 한국이 향후 미 원조기구의 도움 없이도 확대된 교육체제를 안정적으로 운영해나갈 수 있도록 하기 위해 필요한 지식, 기술들이었다. 미 원조기구는 이를 위해 1960년대 미국의 교육 문제를 해결하기 위해 활용한 지식과 기술들을 그대로 한국의 교육 문제 해결을 위해 전수하고자 하였다. 인력 개발 및 배치를 위한 검사의 작성, 장기종합교육계획의 수립, 경제학적 이론에 기반한 교육비 투자 순위 배분, 교육공학의 활용 등이 교육기술원조를 통해 전수되었으며, 이러한 지식과 기술들은 1970년의 장기종합교육계획 수립, 1972년의 한국교육개발원 수립, 그리고 1970년대 전개된 초·중등교육의 교육개혁 사업 실현에 막대한 영향을 미쳤다.
경제발전을 정권의 제일목표로 내걸었던 박정희 정권은 한국 정부가 당면한 교육문제를 해결하고 경제성장에 기여하는 교육체제를 만들기 위해 미국의 지식, 기술을 활용하고자 했고, 이는 1960-70년대 미 원조기구의 교육기술원조가 한국에 도입되고 한국의 교육정책에 영향을 미치게 되는 주요한 동력으로 작용했다. 1960년대 박정희 정권이 역점을 두었던 실업교육 진흥 정책이 미 원조사절단의 자문에 상당히 의지하였다는 점, 1968년 중학교 무시험진학 조치 발표를 계기로 전 단계의 교육 확대를 맞닥뜨리게 된 박정희 정권이 미 원조기구가 권고한 장기종합교육계획의 수립을 문제 해결의 방안으로 수용했다는 점, 중학교 무시험 진학 조치와 장기종합교육계획의 발표로 중학교 의무교육이 기정사실화되자 박정희 정권이 의무교육 운용에 드는 예산 절감을 위해 미 원조기구가 권고한 교육공학을 활용한 초·중학교 교육개혁 방안을 수용한 점 등은 1960-70년대 미국의 교육기술원조 공여가 기본적으로 박정희 정권의 동의와 수용을 배경으로 이루어졌다는 점을 잘 보여준다. 그러나 미 원조 당국은 정책적으로 중요하다고 생각되는 사안에서는 강압적인 수단을 사용해서라도 미국의 의도를 관철시키려는 태도를 보였고 박정희 정권 또한 정책결정자로서 주도권을 놓치지 않으려고 했기 때문에 이러한 양자 간의 균열은 종종 원조 결과의 무산이나 한·미 양자 간의 갈등으로 폭발하기도 했다.
1960-70년대 한국에 공여된 미국의 교육기술원조는 시기에 따라 그 내용은 조금씩 차이가 있었지만 모두 1950년대부터 미국이 양성해 온 교육전문가 집단의 성장을 중요한 목표로 추구했고, 그 결과 이들 교육전문가 집단은 미국의 교육기술원조에 참여하는 과정에서 한국의 교육연구와 교육정책을 주도하는 세력으로 성장하게 되었다. 미국의 지식, 기술의 전수를 주목적으로 했던 미국의 교육기술원조에서 이러한 지식과 기술을 한국의 교육정책에 매개한 교육전문가 집단은 핵심적인 역할을 수행했다. 주로 중앙교육연구소, 행동과학연구소를 비롯한 주요 교육연구소의 연구원들과 주요 대학의 교육학과 교수들로 구성된 이들은 2차세계대전 이후 미 교육학계의 주류로 자리 잡은 행동주의에 근거한 교육학을 연구하는 이들이었다. 이들은 미 원조기구가 지원한 ‘장기종합교육계획 수립 운동’을 계기로 정부의 교육정책 방향에 영향을 미치기 시작했고, 역시 미국인 자문단의 자문을 통해 진행된 장기종합교육계획 수립 과정을 통해 한국의 교육정책에 직접 참여하기 시작했으며, 1970년대 미국의 차관으로 수립된 한국교육개발원에 결집함으로써 항구적으로 한국의 교육정책 수립에서 중요한 역할을 수행하게 되었다.
장기종합교육계획과 한국교육개발원의 초·중학교 교육발전사업은 한국 교육에서 교육연구와 교육과정 개발, 교육공학 활용이 부상하는 중요한 계기가 되었다. 특히 초·중학교 교육발전사업은 교사의 역량에 따라 큰 격차가 존재했던 초등교육의 질을 표준화했으며 한국교육방송 체제 구축에 지대한 영향을 미쳤다고 평가된다.
그럼에도 불구하고 본 연구는 1960-70년대 미 원조기구가 교육기술원조를 통해 전수한 지식과 기술이 당대 한국의 교육 문제를 해결하는데 적절한 기능을 수행하지 못했다고 주장한다. 1960-70년대 한국의 교육이 부딪친 중요한 문제 중 하나는 한국 특유의 교육열과 전후 인구팽창으로 인해 빚어진 교원 및 시설의 부족, 그리고 이로 인한 ‘교육의 질’ 저하 문제였다. 이를 해결하기 위해 한국에 전수된 교육에 대한 경제학적 사고와 교육공학은 교육 방법과 기술의 개선을 통해 교육비를 절감하면서도 교육의 질을 올릴 수 있다는 이른바 ‘생산성의 논리’를 한국 교육계에 확산시켰으며, 이러한 방향에 따른 교육개혁을 추동하였다. 그러나 한국과는 전혀 다른 미국의 교육환경에서 활용된 지식, 기술을 그대로 한국의 교육 현장에 적용하고자 한 교육개혁은 성과를 거두지 못하였고, 오히려 기존의 교육 문제를 심화시킨 측면마저 존재했다. 한국에 전수된 완전학습 이론이 기존의 입시 위주 교육체제를 심화시키는 방향으로 적용된 것이나 일부 교육학자들이 주장한 ‘결과적 평등론’이 기존 한국 사회의 ‘교육 기회의 평등론’, ‘교육 환경의 평등론’을 잠식하며 교육의 평등을 저해하는 방향으로 작용한 것이 대표적인 사례였다.

This dissertation analyzes the major educational technical assistance projects provided by USAID to Korea from 1954—when USAID’s educational technical assistance began to be delivered in earnest—through 1980, when USAID’s operations were officially terminated. The analysis is conducted primarily with reference to the formation and growth of Korea’s educational experts community. In particular, the study focuses on the 1960s and 1970s, a period in which the objectives of U.S. educational technical assistance—namely, the transfer of American knowledge and technology—can be understood to have been reflected in Korean education policy. At the policy level, special attention is given to the formulation of the Long Range Comprehensive Educational Plan in the late 1960s and to the Primary and Middle School Pilot Project implemented by the Korea Educational Development Institute (KEDI) in the 1970s.
Although the overall scale of U.S. educational technical assistance to Korea in the 1960s and 1970s was substantially reduced compared with that of the 1950s, it remained significant in that it influenced the direction of educational expansion and reform through the transfer of “advanced” American knowledge and technologies. The knowledge and technologies transmitted by USAID during this period were those deemed necessary for Korea to operate an expanded education system in a stable manner without continued assistance from U.S.. To this end, USAID sought to transfer to Korea, largely intact, the bodies of knowledge and technical approaches that had been mobilized to address educational problems in the United States during the 1960s. Through educational technical assistance, Korea received aptitude testing instruments for manpower development and allocation, long-range comprehensive educational planning methods, the prioritization of educational investment based on economic theory, and educational technology. These forms of knowledge and technologies exerted substantial influence on the formulation of the Long Range Comprehensive Educational Plan in 1970, the establishment of KEDI in 1972, and the realization of primary and secondary education reform projects pursued throughout the 1970s.
The Park Chung-hee regime, which positioned economic development as its paramount national objective, sought to utilize American knowledge and technology to address the educational problems confronting the Korean state and to construct an education system that would contribute to economic growth. This orientation served as a principal driver of the introduction of USAID’s educational technical assistance into Korea and of its subsequent influence on Korean education policy in the 1960s and 1970s. This is evidenced by the extent to which the vocational education policies emphasized by the Park government in the 1960s relied on advice from USAID; by the government’s acceptance, in the wake of the 1968 middle-school entrance reform, of the Long Range Comprehensive Educational Plan recommended by USAID as a policy response to rapid educational expansion; and by the adoption of USAID-recommended educational technology–based reforms in primary and middle schooling as a means of reducing the fiscal burden of operating compulsory education once middle-school compulsory education had become effectively institutionalized. These cases indicate that the provision of U.S. educational technical assistance in the 1960s and 1970s was fundamentally premised on the Park regime’s consent and receptivity. At the same time, however, USAID authorities at times exhibited a willingness to employ coercive measures to realize U.S. intentions on issues deemed policy-critical, while the Park government sought to retain initiative as the ultimate policy decision-maker. Such divergences periodically culminated in the abandonment of aid outcomes or in bilateral conflict between Korea and the United States.
U.S. educational technical assistance to Korea in the 1960s and 1970s consistently pursued the growth of an educational expert community that the United States had been cultivating since the 1950s. As a result, this community came to play a leading role in Korean educational research and policymaking through its participation in U.S.-supported programs. Within an assistance framework oriented primarily toward the transfer of American knowledge and technologies, the educational expert group that mediated these resources into Korean policy performed a pivotal function. Composed largely of researchers at major education research institutes—including the Central Educational Research Institute and the Korea Institute for Research in the Behavioral Sciences—as well as professors in university departments of education, these actors were scholars working within behaviorist educational paradigms that had become dominant in U.S. educational scholarship after World War II. They began to shape governmental policy orientations through the USAID-supported “movement” to establish a long range comprehensive educational plan; they entered more directly into policymaking through the plan’s formulation process, which proceeded under the guidance of American advisory groups; and they consolidated institutionally within KEDI—established in the 1970s with U.S. loans—thereby securing an enduring role in Korea’s education policy formation.
The Long Range Comprehensive Educational Plan and the Elementary and Middle school Pilot Project led by the Korea Educational Development Institute served as critical institutional catalysts in Korean education, facilitating the emergence of educational research, curriculum development, and the systematic utilization of educational technology. In particular, the Elementary and Middle school Pilot Project contributed to the standardization of educational quality in primary education—where substantial disparities had previously existed depending on individual teachers’ capacities—and played a significant role in laying the groundwork for the establishment of Korea’s educational broadcasting system.
However, in response to the question, “Did the knowledge and technologies transmitted through U.S. educational technical assistance in the 1960s and 1970s function appropriately to resolve Korea’s educational problems of the time?,” this dissertation argues that they did not. One of the most pressing problems confronting Korean education in this period was a shortage of teachers and facilities generated by Korea’s distinctive zeal for education and by postwar demographic expansion, and the consequent deterioration of “educational quality.” The economic mode of thinking about education and the educational technology approaches transferred to Korea disseminated within the Korean education community a so-called “logic of productivity,” which held that improvements in methods and techniques could reduce educational expenditures while simultaneously enhancing educational quality, and thereby propelled reforms aligned with this logic. Yet education reforms that attempted to apply, with limited adaptation, knowledge and techniques developed in an American educational context fundamentally different from Korea’s failed to yield meaningful results and, in some respects, even exacerbated existing problems. Representative cases include the manner in which mastery learning theory, as introduced into Korea, was implemented in ways that intensified an already examination-centered education system, and the manner in which some education scholars’ advocacy of “equality of outcomes” encroached upon prevailing Korean emphases on “equality of educational opportunity” and “equality of educational conditions,” ultimately operating in ways that undermined educational equality.
