지난 60년대 이후 “한강의 기적"을 이루면서 급성장하였던 한국의 경제는 '90년대 말의 IMF 위기와 통상장벽이라는 거대한 벽에 부딪치면서 주춤거리고 있다.
오늘날 세계의 경제질서는 경제의 장기적 침체와 산업구조조정의 실패로 신보호주의의 팽배, 공정무역과 상호주의의 확대, 지역주의의 대두로 인하여 매우 불안정한 움직임을 보이고 있으며, WTO 출범이후 세계무역의 조정자로서의 역할을 기대했던 WTO의 기능이 급속히 약화됨에 따라 이러한 움직임은 더욱 어려워지고 있다.
특히 세계경제의 중요한 축을 구성하고있는 미국은 WTO를 통한 국제무역의 공정하고 자유로운 무역의 활성화 보다는 자국의 경제적 실익을 유지하기위해 슈퍼301조 등의 국내법에 의한 무역의 규제를 우선시 함으로서 세계경제의 기본적인 질서를 교란하고 있다.
경제구조가 취약하고 부존자원이 부족한 우리나라는 이러한 미국의 일방적인 부당한 무역규제에 효과적으로 대응하지 못함으로서 심각한 어려움을 겪고있으며, 앞으로도 점차 높아질 미국의 무역장벽 해소를 위한 해결방안의 모색은 국가의 번영과 기업의 생존을 위해 반드시 해결하여야 할 절대절명의 과제이다.
경제활동에 의한 무역을 통해서만 생존할 수 있는 우리나라는 미래의 산업변화를 예측하는 과감한 산업구조의 혁신과 이를 뒷받침할 수 있는 기술의 개발과 더불어 갈수록 복잡해지고 높아지는 미국의 무역장벽 해결을 위한 국가와 기업이 힘을 합한 노력이 절실히 요구되고 있다.
산업구조의 혁신과 과감한 기술개발을 통해 미국의 무역장벽 및 규제를 뛰어넘을 수 있는 전략상품을 개발하고 복잡하고 까다로운 무역규제 법규 및 절차에 효과적으로 대응할 수 있는 충분한 자료의 수집과 전문가의 양성, 국제무역기구를 활성화하여 국제무역기구를 통한 이해협력 당사국과의 국제적 협력을 통한 공동대응, 새로이 대두될 밀레니엄 라운드에서의 한국의 위상과 능력을 발휘할 수 있도록 충분한 대비와 연구가 있어야 한다.

International relations since World War II has long been dominated by security and political idea issues deriving from the Cold War between the two superpowers, the US and the former USSR. During the cold war, Korea could achieve a rapid economic growth and prosperity under the United States' political and economic supports. As the Cold War ended with the collapse of the former USSR in the 1990s, however, countries including the US began to put their priority in foreign policy on economic issues instead of security. That is, as concerns on security have been rapidly receded in international relations, international relations after the cold war are characterized by the idea of “economy first."
We can say that as the economic power of the US has been relatively decreased due to the growth of EU and Japanese economies, international order became multipolar at least in terms of economy. With the development of information technologies, barriers among nations have been remarkably lowered. Information technologies made geological advantages which has been important factors determining the location of corporations meaningless. Corporations now can go anyplace in the world in looking for market access and low cost of production.
Due to the result of these changes, the Uruguay Round, which became new international rules regarding customs and trade, was completed under the leadership of the US in 1993 and WTO was newly born in 1995. International economic order based on WTO opposes state intervention in economy by compelling off customs and noncustom barriers such as quarters and discrimination. However, the United States, the economic hegemony, often disregards these international economic rules and sometimes urges other countries antifree policies such as Super 301, which are based on domestic laws, in the direction of maximization of national interests. As Korea turned red ink into black in the late 1980s at the end of long history of chronic deficits in trade with the US, the US became one of the target countries of trade reprisal. Even if Korea's surplus ended in the 1990s, the US pressure on Korea continues.
Korea, which is still developing and has poor natural resources, is experiencing difficulties in responding to the US pressure and urgently needs to solve this problem for economic prosperity and the survival of Korean corporations.
At this stage of deepening trade frictions with the US, Korea needs to reevaluate current trade issues with the US from the broader perspective. The US is the largest single market in the world and the main source of new technologies. If Korea focuses exclusively on trade frictions with the US from a fair trade, it may lose the most valuable source of new technologies. There is a growing concern that Korea is losing its competitiveness in the US market in competition with China and other East Asian countries.
Korea, which economic survival is dependent heavily on trade, requires to be sensitive to the future trend of industrial change and needs innovation in its industrial structure and technological development to support the innovation. At the same time, Korea needs endeavors to solve the US trade barriers that become more complex and higher as time passed. More concretely, Korea needs following policies: (1) the development of strategic trade goods to overcome trade barriers throughout innovation in the industrial structure and technological development; (2) the culmination of data to effectively respond to complex laws and procedures related to international trade and the secure of experts on international trade; (3) the effective use of international trade organizations and cooperation with other countries to respond unfair rules on trade; and, (4) enough preparation and research to secure national interests in the new ear of the Millenium Round.
