베트남 토지등록제도를 통한 통일 후 북한지역의 토지등록제도 구축에 관한 연구

국문 초록 (Abstract)

남북 분단 이후 북한의 토지제도에 대한 연구는 주로 분단 이전의 북한자료를 중심으로 국한되어 연구가 진행되었으며, 특히 현실의 북한상황을 제대로 반영한 토지등록제도에 관한 연구는 매우 미흡한 실정이다. 따라서 통일 이후 북한지역에 적용 가능한 토지등록제도의 구상 및 도입을 위한 선행연구가 절실히 필요한 상황이다. 이에 따라 사회주의 국가로서 사회통합 및 경제성장을 지속적으로 추진하고 있는 베트남의 토지등록제도가 통일한국의 북한지역 토지등록제도 구축에 매우 유사성이 있는 것으로 연구되었으며, 이를 통해 통일 후 남·북한 토지등록제도의 단절에 따른 부조화를 최소화하고, 통일이후 북한의 토지등록제도 및 토지사용제도 등 토지제도의 발전방향을 모색하였다.

다국어 초록 (Multilingual Abstract)

Most of the studies dealing with the land system after the division of Korea into south and north areas have been limitedly conducted focusing on data from North Korea before the division. Especially, there has been insufficient amount of study examining the land registration system that fully reflected the real situations in North Korea. Therefore, it is urgently needed to conduct a preceding research for the map-out and adoption of land registration system applicable in North Korea after the reunification of South and North Korea. Hereupon, the land registration system in Vietnam continuously proceeding social integration and economic growth as a socialist nation has been researched to be very similar with the one expected in unified Korea. Seen in this perspective, this study has sought for a direction of development of land system including land registration system or land usage system in North Korea after the reunification as well as minimization of incongruity from disconnection of land registration system in South and North Korea after the reunification.
