    이 연구는 베트남 시장화 양상의 시기별 차이를 설명하는 것을 목적으로, 시장화 개혁의 범위와 속도에 영향을 미치는 요인이 무엇인지 분석하였다. 기존의 통념은 당내 개혁파의 우위가 시장화의 확대와 가속을, 그리고 당내 보수파의 우위가 시장화의 축소와 감속을 가져온다고 설명해 왔다. 그러나 본 연구는 이러한 통념이 베트남의 당내 정치 전개와 시장화 양상 변천에 조응하지 않는다고 본다.
    구체적으로, 통념상 개혁파 우세기인 2000년대 중반부터 10년 동안에는, 국영 기업 우선책, 무분별한 은행 규제 완화가 가져온 과도한 신용 호황, 떡고물 나누기식 토목 투자가 전개되었다. 이러한 양상은 시장 기제의 확장과 그에 따른 효율성 제고를 뜻하는 시장화의 진전이라고 보기 어렵다. 통념상 보수파 우세기에 해당하는 2010년대 중반부터는, 민간 복합 대기업 중심의 산업 고도화 투자, 베트남의 금융 여건에 부합하는 은행 규제 감독 체계, 민관합작투자 시장 기반 제도 건설이 나타났다. 이는 오히려 시장화를 촉진한 것으로 볼 수 있다. 통념에 어긋나는 이러한 경험적 현상을 어떻게 설명할 수 있는가?
    이 연구는 당내 정치 세력이 정치적 세력 구축에 경제 정책을 전략적으로 이용한다는 정치 전략적 접근을 통해, 산업정책과 산업금융, 민관합작투자라는 두 가지 핵심 정책 영역에서 나타난 시장화 양상의 변천을 설명하고자 하였다. 이론적 배경은 두 가지다. 하나는 고전적 이행론이다. 고전적 이행론은 시장화하는 사회주의 체제에서 개혁파가 과도기 승자로 등극해 개혁 심화를 막는다는 부분개혁균형론에 머물러 왔다. 이는 전위당 체제를 옹위하는, 이른바 보수파가 시장경제적 요소 확대를 적극 수용할 가능성을 충분히 상정하지 않은 것이다. 이와 달리 이 연구는 사회주의 일당체제에서 권력 경쟁이 특정한 양상에 따를 때는, 이른바 '보수파'도 시장경제적 요소를 확장해 나갈 수 있다는 점을 설명하고자 하였다.
    다른 하나는 동태적 비교권위주의 연구이다. 이 부류에 속하는 스볼릭의 연구는 권위주의 권력공유체제가 독재자와 협력자간 상호 배신에 따라 결국에 개인 독재로 이행한다는 논의를 내놓았다. 스볼릭의 연구와 달리, 이 연구는 독재자와 협력자 모두가 다양한 통치 수단에 접근할 수 있는 분산된 일당체제에서는 세력균형 정치에서 어느 세력이 우위를 점하는가에 따라 경제 관리와 시장화 양상이 달라질 수 있다는 점을 제시하고자 하였다.

    This study aims to explain the temporal fluctuations in Vietnam’s marketization by analyzing the factors that shape the scope and pace of market-oriented reform. The prevailing consensus holds that the ascendancy of reformist forces within the Party-state leads to the expansion and acceleration of marketization, whereas the dominance of conservative forces results in its contraction and deceleration. This study argues, however, that such a view fails to correspond to the actual trajectory of intra-party politics and the changing modes of marketization in Vietnam.
    Specifically, during the decade from the mid-2000s—widely characterized as a period of reformist predominance—Vietnam witnessed the prioritization of state-owned enterprises, excessive credit booms driven by lax banking supervision, and distributive, rent-laden infrastructure investment. These developments are difficult to regard as genuine advances in marketization, if understood as the expansion of market mechanisms and the enhancement of economic efficiency. By contrast, from the mid-2010s—conventionally labeled a period of conservative dominance—Vietnam has seen the emergence of industrial upgrading centered on large private conglomerates, the establishment of banking regulation and supervision more consistent with domestic financial conditions, and the construction of market infrastructural institutions for public–private partnerships. These developments were, in fact, highly conducive to marketization. How, then, can these empirical patterns that run counter to conventional expectations be explained?
    This study adopts a political-strategic approach that views economic policy as an instrument strategically employed by intra-party political forces in their efforts at political coalition-building. It seeks to explain empirically the transformation of marketization patterns as observed in core policy domains, namely industrial policy, industrial finance, and public–private partnerships. The theoretical foundations of the analysis are twofold. The first is classical transition theory. Classical transition theory has largely remained within the confines of the partial reform equilibrium argument, which posits that reformist actors in marketizing socialist systems become transitional winners who subsequently block deeper reforms. This perspective insufficiently considers the possibility that so-called conservative forces committed to vanguard party rule may themselves take an initiative in the expansion of market-based elements. In contrast, this study argues that under certain configurations of power competition within a socialist one-party system, even actors conventionally labeled as 'conservatives' may expand market mechanisms. The second foundation lies in the literature on dynamic comparative authoritarianism. Research in this vein, most notably by Svolik, argues that authoritarian power-sharing arrangements eventually devolve into personal dictatorship as a result of mutual defection between dictators and their collaborators. Departing from this line of argument, this study contends that in a one-party system with a diffused power configuration—where key elites within power sharing arrangement have access to multiple instruments of policies—patterns of economic management and marketization can vary depending on which political force gains the upper hand in balance-of-power politics.
    Vietnam’s distinctive diffused one-party system gives rise to balance-of-power politics oriented toward securing dominance within the Party center. Two principal axes participate in this contest. One consists of non-mainstream forces that emerged from the failure of socialist transformation in the South after 1975 and that oversaw extraplanned markets outside the formal planning system. The other consists of the orthodox mainstream forces of the socialist vanguard party, endowed with ideological legitimacy and organizational resources at the Party center.
    The former, non-mainstream forces lack ideological orthodoxy and a firm organizational base within the Party. When confronted with balance-of-power pressures, they seek to compensate for these vulnerabilities and secure political victory by adopting a strategy based on highly extensible “weak ties.” Concretely, they pursue coalition expansion by distributing policy privileges to the state sector, local governments, and politically connected firms. The public policies associated with this mode of political patronage concentrate benefits on narrow groups while dispersing costs across society, thus exhibiting the characteristics of Wilsonian clientele politics. Because such coalition-building relies on the mediation of material gains, it may be described as “interest-based aggregation,” and the forces that depend on it may be termed “interest-based forces.”
    This political force—conventionally labeled reformist—accelerated interest-based aggregation particularly after the mid-2000s. In the realm of industrial policy, this resulted in inefficient overinvestment mediated by state-sector prioritization; in the domain of public–private partnerships, it generated substantial social costs through collusion between public authorities and investors. These outcomes can be characterized as a form of rampant marketization insofar as they entailed the expansion of rent-seeking for political coalition-building purposes under the guise of socialist deregulation.
    By contrast, the latter orthodox forces seek to ensure the long-term stability of the vanguard party system under their leadership. To this end, they attempt to correct clientele politics that generate social discontent and, where necessary, to improve economic performance even by making use of market mechanisms. In this process, they expand intervention in state affairs by mobilizing the ideological and organizational foundations of the Party center. The political actors pursuing this strategy constitute an “ideological force,” unified by ideological conviction and institutionally anchored at the Party center, and the strategy they pursue may be described as “ideology-based aggregation.” Public policies mobilized for ideology-based aggregation impose concentrated costs on specific groups that had previously benefited from Wilsonian clientele politics while dispersing benefits across society at large, thus corresponding to the pattern of what Wilson terms entrepreneurial politics.
    Following this logic, the political force conventionally labeled conservative undertook to rectify the state-sector prioritization and lax banking supervision and regulation that had driven the national economy into crisis in the early 2010s. After consolidating its political dominance by the mid-2010s, this ideological force sought in the industrial policy domain to promote the upgrading and localization of industry through large private conglomerates, thereby laying the foundations for medium- to long-term economic performance. Simultaneously, in the sphere of public–private partnerships, it introduced a series of market-based institutions designed to prevent collusion between public authorities and investors and to restore the original intent of the PPP institution. These developments may be characterized as a form of managed marketization.
    Taken together, the analysis demonstrates that, at least since the 2000s, changes in Vietnam’s marketization have been the product of interactions between two competing political forces operating within a diffused power structure, each selecting strategies distinctive to itself in response to balance-of-power pressures. Vietnam’s marketization cannot be understood as a process confined within limits politically imposed by so-called conservatives, nor as the outcome of spontaneous, discretionary profit-maximizing behavior within the lower reaches of the party-state, nor as the realization of market-oriented ideology resulting from the structural dominance of reformists. Rather, political forces within the party-state have treated marketization not as an ideological commitment but as a political instrument. So long as the condition of a diffused power structure persists, future transformations in Vietnam’s marketization are best understood as the result of the intersecting operation of these divergent intra-party political strategies.

One consists of non-mainstream forces that emerged from the failure of socialist transformation in the South after 1975 and that oversaw extraplanned markets outside the formal planning system. The other consists of the orthodox mainstream forces of the socialist vanguard party, endowed with ideological legitimacy and organizational resources at the Party center.
    The former, non-mainstream forces lack ideological orthodoxy and a firm organizational base within the Party. When confronted with balance-of-power pressures, they seek to compensate for these vulnerabilities and secure political victory by adopting a strategy based on highly extensible “weak ties.” Concretely, they pursue coalition expansion by distributing policy privileges to the state sector, local governments, and politically connected firms. The public policies associated with this mode of political patronage concentrate benefits on narrow groups while dispersing costs across society, thus exhibiting the characteristics of Wilsonian clientele politics. Because such coalition-building relies on the mediation of material gains, it may be described as “interest-based aggregation,” and the forces that depend on it may be termed “interest-based forces.”
    This political force—conventionally labeled reformist—accelerated interest-based aggregation particularly after the mid-2000s. In the realm of industrial policy, this resulted in inefficient overinvestment mediated by state-sector prioritization; in the domain of public–private partnerships, it generated substantial social costs through collusion between public authorities and investors. These outcomes can be characterized as a form of rampant marketization insofar as they entailed the expansion of rent-seeking for political coalition-building purposes under the guise of socialist deregulation.
    By contrast, the latter orthodox forces seek to ensure the long-term stability of the vanguard party system under their leadership. To this end, they attempt to correct clientele politics that generate social discontent and, where necessary, to improve economic performance even by making use of market mechanisms. In this process, they expand intervention in state affairs by mobilizing the ideological and organizational foundations of the Party center. The political actors pursuing this strategy constitute an “ideological force,” unified by ideological conviction and institutionally anchored at the Party center, and the strategy they pursue may be described as “ideology-based aggregation.” Public policies mobilized for ideology-based aggregation impose concentrated costs on specific groups that had previously benefited from Wilsonian clientele politics while dispersing benefits across society at large, thus corresponding to the pattern of what Wilson terms entrepreneurial politics.
    Following this logic, the political force conventionally labeled conservative undertook to rectify the state-sector prioritization and lax banking supervision and regulation that had driven the national economy into crisis in the early 2010s. After consolidating its political dominance by the mid-2010s, this ideological force sought in the industrial policy domain to promote the upgrading and localization of industry through large private conglomerates, thereby laying the foundations for medium- to long-term economic performance. Simultaneously, in the sphere of public–private partnerships, it introduced a series of market-based institutions designed to prevent collusion between public authorities and investors and to restore the original intent of the PPP institution. These developments may be characterized as a form of managed marketization.
    Taken together, the analysis demonstrates that, at least since the 2000s, changes in Vietnam’s marketization have been the product of interactions between two competing political forces operating within a diffused power structure, each selecting strategies distinctive to itself in response to balance-of-power pressures. Vietnam’s marketization cannot be understood as a process confined within limits politically imposed by so-called conservatives, nor as the outcome of spontaneous, discretionary profit-maximizing behavior within the lower reaches of the party-state, nor as the realization of market-oriented ideology resulting from the structural dominance of reformists. Rather, political forces within the party-state have treated marketization not as an ideological commitment but as a political instrument. So long as the condition of a diffused power structure persists, future transformations in Vietnam’s marketization are best understood as the result of the intersecting operation of these divergent intra-party political strategies.
