This study explores the impact of information revolution on the police information management system in korea. And, the present study envisions how such technological breakthrough will influence the horizon of police information management system in the future.
New information technology suggests some potentials for police service without fighting by means of attacking the opponent's violent target. The Information Technology Society is where the information is the major source of development and competition. Korea police has recognized its importance and adopted the Police Information Management System in 1995. So, the aim of this study is to explore the current operation situation and development for the Police Information Management System. This study consists of five chapters, focused on the Police Information Management System.
Chapter 1 contains the purpose, the scope and the method of this study. This study assumes the Police Information Management System as new strategy for police operations and service. The Police Information Management System should be the innovative strategies in policing and service. It is new strategy based on the combination of suitable information and individuals engaged in the service. This study was designed to emphasize these perspectives. Also this study is utilizing the descriptive research method.
In chapter 2, the concept of the Police Information Management System is introduced. The theoretical framework of this study is drawn from the administration information system and superhigh way network. The Police Information Management System plan has been carefully prepared in a report of Korean Development Institute in 1994. The report suggested many reasonable methods. Since 1996, korean police agency has started 5years plan for the Police Information Management System.
In chapter 3, data on the Police Information Management System are shown, and various application systems are analyzed to find some problems of the system. And, the information security methods are analyzed to find its solution. Also, the Police Information Management Systems of U.S and Japan are shown as examples. According to the analysis of this study, the Police Information Management System in korea has some problems of the lack of inter connection and it's use.
In chapter 4, this study suggests an adoption of police knowledge management system and police complex information management system. It also shows that it is necessary to adopt total automatic administration office program and Electronic Document Management System(EDMS), to utilize encryption and certificate system and firewall for information security, and to establish cooperating system with the 3rd sector.
Finally, in chapter 5, this study concludes that the new PIMS is necessary to adopt to take new Police Information Management System, to adopt a useful database system with EDMS and so on. And, It predict the future of the Police Information Management System.
Although due to diverse location, time, historic and cultural background police function and role could be differently defined, most of the police organizations have similar and unique function in crime prevention/control, order maintenance, law enforcement, and public service. So this study assumes that the Police Information Management System is one of the most important factors in various policing because police must take many new roles efficiently, in spite of their insufficient budget and personnel.
With the success of modernization and use of information technology, korean police has succeeded in establishing his own police science. Also through the continual contacts with IT since 1995 and its own efforts, korean police has developed the Police Information Management System. But the Police Information Management System has some problems to be solved. For example, interconnection problems among the application systems has been existed from the beginning. Also, there are several complaints by the policemen who have used the system for the lack of useful programs.
Until now korean police has devoted many efforts to adopt the Police Information Management System since 1995 thus, it has many application systems. However, the Police Information Management System is not perfect. Therefore, korean police need new thinking ways to utilize IT for its role and it is necessary to explore diverse new ways to utilize information technology for the development of the korean police agency.
