가로주택정비사업을 통한 도시재생사업 연구 : 해방촌의 지리적 특성을 중심으로

From quantitative perspectives, urban maintenance and improvement projects have been positively evaluated in ways of the promotion of efficient use of land by improving the aging housing environment, the reduction of housing shortage for urban residents through the supply of quality housing, and the supply of insufficient urban infrastructure.
The maintenance and improvement project, which is represented by redevelopment or reconstruction, has been pushed ahead to build new apartments by completely tearing down aging residential houses without taking into account their concerns and regional characteristics so as to make development profits.
Of urban maintenance and improvement projects, a block-unit housing rearrangement project is also known as mini-reconstruction, as it is a small scale rearrangement project that maintains the existing block system in areas on which low-quality structures are concentrated. This is a way of redevelopment in a small scale that mitigates social problems such as a community breakdown arising from rearrangement projects in the past and that maintains, preserves and manage the existing block system simultaneously.
This type of reconstruction can also apply to zoning rearrangement projects, multi-family and multi-generation areas, and small-scale row housing complexes, which were subject to the existing single-family housing refurbishment project.
Haebangchon in this study is designated as the highest altitude area in the urban management plan, so it is an area where the poor residential environment caused a recession in local business district, an outflow of residents and a deterioration of the local industry. In particular, large-scale maintenance and improvement projects are difficult because the area is geographically hilly terrain.
Due to the factors such as a lack of infrastructure and aging residents, this area needs to be rearranged. Therefore, I would like to provide a direction and a goal to identify problems that Haebangchon has and to suggest an alternative.

국문 초록 (Abstract)

도시정비사업은 노후화된 주거환경을 개선하여 토지의 효율적인 이용을 도모하고 양질의 주택공급으로 도시민의 주택난을 해소, 부족한 도시기반시설을 공급하는 등 사업의 물리적 측면에서 긍정적으로 평가되어 왔다.
재개발이나 재건축으로 대변되는 정비 사업은 그동안 주민의사와 지역특성을 고려하지 않고 개발이익을 우선적으로 고려하여 전면철거방식을 통한 아파트 개발 사업이었다. 도시정비사업 방법 중 가로주택정비사업은 오래된 불량건축물이 밀집한 구역에서 종전의 가로체계를 유지하면서 소규모 정비 사업으로 미니 재건축이라고도 불린다. 이전의 정비 사업에서 발생하는 기존 공동체를 붕괴하는 등의 사회적 문제를 완화하고 정비, 보전, 관리를 병행할 수 있는 소규모 재개발 방식이다. 기존의 단독주택재건축사업 대상지였던 구획정리 사업지역이나 다가구와 다세대 밀집지역, 소규모 연립주택단지 지역에 적용할 수 있는 방안이다. 본 논문에서 연구한 해방촌은 도시관리계획상 최고고도지구로 지정 되어 있으므로 건축규제 등으로 20년 이 훌쩍 넘은 노후건축물이 모여 있어 열약한 주거환경 때문에 지역상권 침체와 주민들의 유출 그리고 지역산업이 쇠퇴된 지역이다.
특히 지리적으로 구릉 지형이기 때문에 대규모 정비 사업이 어려운 곳이다.
이런 요소 때문에 기반시설부족과 주민의 고령화 때문에 정비 사업이 필요한 곳이다. 본 논문을 통해 해방촌의 문제점을 파악하고 대안 연구를 위해 방향과 목표를 제시하고자 한다.
