Korean classical education has experienced curricula several times until the present seventh course and now it takes approximately forty percent of the total. The amount means traditional music education is considered as an important part in music education with stressing the succession of the traditional culture. The current curriculum also concentrates not only on weight on the traditional music education ; also on the activity and appreciation for the students. This policy helps teach diverse contents of the traditional music to the learners within the concept with wider scheme.
This study examined the songs by publishers, learning scheme and presence of the educational purpose and activity as classifying songs for vocal or instrumental music among the traditional songs in the field of Korean classical songs in the textbooks for the middle school third-year students and found the following problems and presented a solution to them.
First, when this study reviewed the songs by publisher, it found the songs for instrumental music were not considered variously compared to the songs for vocal music. So to speak, the publishers such as Dongjin Music, Dosan, Sekwang, Jihaksa, and Chonjae Education should have thought diversity as compared with others.
Second, the songs for classical vocal music by publishers were found various published by Chonjae Education, but not Dosan and Taesung.
Third, when the study looked over the distribution map of traditional songs for vocal and instrumental music, the publishing companies usually stressed a certain factor too much among singing, appreciation, instrumental music, understanding and creation, so the researcher suggest that they consider the balance for each scheme.
Also, many studies pointed the absence of educational purpose, the lack of connection among schemes and secession from the music education focused on activities and these problems made less interest in the musical activities among the students. To make the learners active and efficient, more diverse educational strategies should be equipped and they may help the learners more aggressive to participate in the various musical activities.
Fourth, when the study screened the absence of learning purpose and learning activity, most publishers presented them for the songs for traditional vocal music, but they didn't do on the songs for traditional music. Thus publishers should clearly put the purpose and activity of learning to perform the proper music education.
The followings are the publishers omitting the learning aim and learning activity according to each classical song for vocal music: Kyohaksa and Sungandang didn't present both the learning aim and learning activity and Taesung didn't present the aim of learning, Dosan, Sekwang, Achimnara and Chonjae didn't show the learning activity.
The study reviewed the problems and improvements on the traditional songs for instrumental music as comparing the classical songs for vocal and instrumental music in nine different middle school textbooks for third-year students. To help the students learn more active and interesting, it is necessary to put the clear learning points and activities in the textbooks as much as the importance of traditional music education has been increased these days.

국악교육은 여러 번의 교육과정을 거쳐 오며 현행 제7차 교육과정에서 약 40%에 이르고 있으며 갈수록 전통문화의 계승을 통한 전통음악교육의 중요성과 필요성이 크게 강조되고 있음을 알 수 있다. 또한 현행 교육과정에서는 국악의 비중이 많아진 것뿐만 아니라 학습자들이 음악으로서 느끼고 활동 하는 것에 중점을 두고 있으며 보다 넓은 범주의 ‘개념’의 틀 안에서 다양한 국악의 요소들을 지도할 수 있도록 하였다.
이러한 관점에서 본 연구에서는 중학교 3학년 음악교과서의 국악부분 중 전통음악을 성악곡과 기악곡으로 대별하여 각 출판사별 제재곡과 학습영역, 학습목표와 학습활동의 게재유무를 살펴보고 다음과 같은 문제점을 발견하고 개선점을 모색해보았다.
첫째, 제재곡명에 있어서 각 출판사별로 조사한 결과 전통성악곡에 비해 전통기악곡의 제재곡의 선정에 있어 다양하게 고려되지 못한 것으로 나타났다. 즉 동진음악출판사를 비롯한 (주) 두산과 세광음악출판사, (주) 지학사와 (주) 천재교육의 경우 다른 출판사에 비해 다양성이 좀 더 고려되어야 할 여지가 있음을 알 수 있었다.
둘째, 각 출판사별 전통성악곡의 제재곡은 (주) 천재교육이 가장 다양한 악곡을 수록하였으며 (주) 두산과 도서출판 태성이 그렇지 못한 경우로 조사되었다.
셋째, 전통성악곡과 전통기악곡의 분포를 살펴보면 가창, 감상, 기악, 이해, 창작 영역 중 어느 한정된 영역에 크게 치우쳐 있는 양상이었으며 영역별 균형이 어느 정도 맞춰져야 할 필요성이 제기된다.
또한, 감상영역의 문제점으로 여러 논문과 연구에서 학습목표의 부재와 영역간의 연계성 부족, 활동중심의 음악교육에서 벗어나있으며, 학습자들의 흥미를 유발시키기 어렵다는 지적 등이 있었다. 학습자들의 전통기악곡의 능동적이고 효율적 학습을 위해서 다양한 학습의 방안이 강구되어야 한다. 그래서 현행 제 7차 교육과정의 교육방향에 부합하며 학습자의 능동적이고 활동적인 학습으로 발전하도록 해야 할 것이다.
넷째, 학습목표와 학습활동의 게재 유무를 살펴보면 전통성악곡의 경우 대부분의 출판사가 충실히 다루고 있으나 그와는 대조적으로 전통기악곡은 학습목표나 학습활동을 게재하지 않은 경우가 상당히 많음을 알 수 있었다. 그러므로 전통기악곡의 경우 명확한 학습목표와 학습활동을 제시함으로써 올바른 음악교육이 이루어지도록 해야 할 것이다.
전통기악곡별 학습목표나 학습활동을 게재하지 않은 출판사명은 다음과 같다.
학습목표와 학습활동을 둘 다 게재하지 않은 출판사는 교학연구사, 성안당이며, 학습목표를 게재하지 않은 출판사는 도서출판 태성, 학습활동을 게재하지 않은 출판사는 (주) 두산, 세광음악출판사, (주) 아침나라, (주) 천재교육으로 나타났다.

본 연구에서는 중학교 3학년 음악교과서 9종의 전통성악곡과 전통기악곡을 중심으로 비교 분석 연구를 하여 전통기악곡 학습의 문제점들을 살펴보고 개선점을 모색해보았다. 현재, 국악교육의 중요성이 증대된 만큼 교과서에 보다 구체적이고 명확한 학습내용이 제시되어 학습자들이 흥미를 갖고 능동적인 학습이 될 수 있도록 해야 할 것이다.
