급경사지 재해 경감을 위한 제도개선 방안 연구

국문 초록 (Abstract)

본 논문에서는 급경사지에서 재해발생특성 및 현황과 유지관리에 대한 문헌수집과 관련 자료에 대한 고찰을 통해 국내외의 급경사지 재해경감 및 유지관리에 대하여 알아보고 현재 시행되는 급경사지 관련 법률 중 가장 체계적이고 효과적인「급경사지 재해예방에 관한 법률(소방방재청, 2007)」에 대한 전체적인 흐름과 내용을 파악하여 관련 법률과 제도, 기술적, 재정적인 부분의 문제점과 제도개선 방안을 통해 급경사지 업무처리에 보다 효율적이고 능동적으로 대처하고자 한다.

개선방안으로 급경사지관리전담기구의 신설 또는 기존기구의 재편, 지역별 민간전문가위원회의 활용, 담당자의 전문성 유지를 위한 교육 및 소책자의 배부, 휴대용 예·경보계측시스템, 유역별 특성을 고려한 재해 예·경보시스템 구축 및 사면재해위험지도의 작성, 재해복구에서 재해예방으로 적극적인 예산의 편성과 민간투자 지원정책 수립 등이 있다.

In this thesis, reviews and analyses of literatures related to characteristics and status of disaster occurrence in steep slopes in Korea, its maintenance and regulations and laws about maintenance of slopes in abroad were carried out to propose the measures of regulation reform for disaster reduction in steep slopes. The regulation on disaster prevention in steep slopes (National Emergency Management Agency, 2007), the most effective and systematically arranged regulation out of the currently practicing regulations, was introduced to understand the overall and contents of this regulation. Therefore, problems related to disaster reduction in steep slopes from institutional, technical and financial points of view respectively were raised and their improving measures were proposed to treat the problems effectively and actively.
they were establishment a new office colligating the problems related to slopes nationwide or re-organization of currently existing offices, use of private committee distributed in regions, education for concerned public personnel to maintain their specialities and distribution of brochures about their speciality, construction of portable forecasting and warning system, construction of forecasting and warning system considering the characteristics of slope disaster according to region and preparation of slope disaster maps, compilation of budget for disaster recovery to disaster prevention, and policy for supporting private investment.
