Reinforced concrete structures undergo damage due to various factors such as aging and environmental deterioration. As the service life increases, structural safety ratings decline and the risk of safety incidents rises, necessitating effective repair and strengthening strategies. Among several strengthening techniques, Fiber Reinforced Polymer (FRP) systems have been widely adopted due to their high tensile strength, lightweight, strong resistance to corrosion and fatigue, and ease of installation. However, because FRP systems employ organic matrices such as epoxy, they are susceptible to degradation under high-temperature or highly humid environments, which limits their applicability. To address these drawbacks, the Textile Reinforced Mortar (TRM) strengthening technique has been developed. TRM utilizes inorganic cementitious matrices combined with textile fibers, enabling superior durability under elevated temperatures and wet conditions compared to FRP systems. Nevertheless, many experimental studies have reported debonding failure at the TRM–concrete interface, mainly after steel yielding, which causes a rapid load drop and prevents full utilization of TRM capacity. Moreover, most previous studies employed a single anchorage method or did not consider anchorage, resulting in insufficient quantitative evaluation of flexural performance variations according to different anchorage methods. In addition, TRM strengthening is typically applied to structures that are already damaged. Therefore, the influence of preloading must be considered in performance evaluation. In this study, flexural tests were conducted on RC beams strengthened with TRM using anchor bolts and U-jackets while considering preloading conditions. Experimental results confirmed that TRM strengthening was most effective near the yielding stage, and thus the yielding stage was defined as the strengthening limit state based on previous literature and this study. No debonding failure occurred in beams with anchorage, indicating improved bond performance and successful mitigation of debonding. Flexural strengths were evaluated using force equilibrium and compatibility conditions but were found to be overestimated without sufficient safety margins. Therefore, flexural strength reduction factors for anchored TRM systems were proposed. When applying the reduction factors of 0.84 for anchor-bolt anchorage and 0.82 for U-jacket anchorage, approximately 18% safety margins were secured at the strengthening limit state.
