학교급식 개선에 관한 연구 = A study of school meals improvement : mainly with ingredients supply

국문 초록 (Abstract)

정부에서는 성장기 학생들의 건전한 심신발달과 국민 식생활 개선에 기여하기 위하여 학교급식을 실시하고 있다. 학교급식이라는 평범한 교육복지 활동이 정치적 관심과 급식수요자들의 다양한 욕구 속에서 친환경적 학교급식으로의 변화를 추구하며 급식의 질 향상을 위한 노력들이 각계각층에서 이루어지고 있다.
시민단체와 민선자치단체장들은 친환경무상급식을 적극 지지하고 나서며 학교급식 지원센터를 설치하여 친환경 식재료를 공급할 수 있는 법적 근거를 마련하는 등 적극적인 의지를 보이고 있다.
그러나 지방자치단체 주관의 학교급식 친환경 식재료 지원 사업이 정착되지 못함으로써 보다 효율적인 운영체계를 필요로 하고 있다. 이에 전라남도 내 목포시 외 6개 지역의 학교급식 식재료 지원 실태를 바탕으로 학교급식의 질 향상을 위한 친환경 식재료 유통체계 개선 방안에 대하여 연구하였다.
학교급식 친환경 식재료 지원 사업의 문제점은 다음과 같다. 첫째, 학교급식지원센터의 기능에 대한 인식이 제대로 되어 있지 않은 상황 하에서 가격 중심의 식재료 수급, 학교와 공급자간 물품거래 관계, 독립 분산적 사업 시행, 납품업체 제한적 참여 확대 등 지원주체의 다원화는 생산농가보다는 일반 업자들의 이윤을 부풀려 주고 가격을 상승시키는 요인이 되고 있다. 둘째, 교육자치와 행정자치의 분리로 행정지원 체계의 이원화에 따른 업무의 비효율성이다.
이러한 문제점의 해결을 위해 우선 식재료 유통단계를 축소하는 방안을 제시하였고, 다음으로 효율적인 친환경 농산물 식재료 지원체계로서 효율성과 경제성을 겸비하면서도 로칼푸드 등의 가치를 보다 제대로 구현할 수 있는 도농복합형 거점학교급식지원센터 설치 방안을 제시하였다. 세 번째로 급식관련 종합계획은 교육청에서 총괄하고 친환경적 식재료 지원 관련 사항은 생산자 관리에서부터 공급까지 지방자치단체에서 총괄하는 체계적이며 일관성 있는 지원체제를 제시하였다.
친환경 급식이란 단순히 친환경 재료를 사용하는 것만을 의미하는 것이 아니다. 학교급식은 교육이자 복지이며 지역경제 활성화의 중요한 수단으로 작용하는 복합적 의미를 담고 있다.

다국어 초록 (Multilingual Abstract)

The government is providing school meals to contribute to students' physical and mental development and people's diet. School meals, ordinary welfare of education pursues the changes to eco-friendly school meals based on political interest and various desires of consumers. All levels of society are trying to upgrade the quality of school lunch.

Civic groups and chief of self-governing body elected by popular vote are supporting eco-friendly free school meals actively. They are showing enthusiastic attitudes such as; to set up school meals support center, to prepare the logical basis in order to supply eco-friendly ingredients.

However, we need more efficient operation system because the eco-friendly ingredients support business by local government could not be established. So, according to the data/materials about school meals ingredient support from the seven cities including Mokpo in Jeollanam-do. I studied the improvement of eco-friendly ingredient channel in order to upgrade the quality of school meals.

The problems of the eco-friendly ingredients support business for school meals are that. Firstly, people do not understand the function of school meals support center. In this situation, multiplication of support main agents such as supply and demand of ingredients focused on price, the trade connections between schools and suppliers, isolated and dispersive business, to expand participation of vendors limit is the reasons to rise price and make general vendors profit more than farms. Second problem is the inefficiency of work due to the binary of administrative support system, such as to separate education autonomy and administration autonomy.

In order to solve these problems, firstly I suggest the way that reduces ingredient distribution stages. Secondly, I suggest the establishment plan of rural - urban hybrid school meals support center this can increase the value of local food and has the efficiency and economic as an efficient eco-friendly ingredients support system. Thirdly, I suggest the methodical and coherent support system, comprehensive plans associated with school meals are handled by education office. The cases of eco-friendly ingredients support are handled by a local government.

Eco- friendly school meals does not simply mean using eco-friendly ingredients. It has multiple meanings such as education, welfare and the important way of regional economy activation.
