동북아시아 도시의 자발적 지역검토(VLR) 비교 분석 연구: 시모카와정, 수원시, 상하이시를 중심으로 = A Comparative Study of Voluntary Local Review (VLR) in Northeast Asian Cities: Focusing on Shimokawa, Suwon, and Shanghai

This study conducts a comparative analysis of Voluntary Local Review(VLR) cases from three cities in Northeast Asia (Suwon, Shimokawa, and Shanghai) to explore the localization strategies and outcomes of Sustainable Development Goals(SDGs) by each local government. Through this analysis, the study examines the role of VLR in the implementation process of sustainable development in each city and explores the potential for VLR adoption by local governments in Korea.
Suwon has established a governance model based on citizen participation, encouraging citizens to actively engage in SDG-related activities such as expanding the public bicycle system. This approach strengthens cooperation between the local government and citizens and contributing to the achievement of sustainable development goals. Shimokawa pursues both energy self-sufficiency and local economic revitalization by utilizing forest biomass, thereby fostering a sustainable community Shanghai aims to address climate change and public service inequality through large-scale projects and international cooperation, reflecting the characteristics of a megacity in its sustainable development strategy.
This study presents practical measures for Korean local governments to effectively localize the SDGs by comparing these cases and emphasizes the significant role that VLR can play in formulating and implementing sustainable development strategies tailored to local characteristics. Furthermore, it suggests that VLR can play an important role in fostering stakeholder participation and enhancing policy transparency and coherence.
