독일 사회의 난민 담론에 관한 비판적 고찰과 교육의 과제 = A critical review and assignment of education about refugee discourse in Germany

국문 초록 (Abstract)

망명과 이주는 현재 유럽의 국가적, 초국가적 정책의 중점 사안이 되고 있다. 유럽의 공적 담론은 주로 안보, 통합과 유럽의 가치와 같은 개념을 중심으로 이루어지고 있으며, 이러한 단어를 사용하면서 유럽은 난민을 막기 위해 국경에 울타리를 세우는 정책, 법안, 규정 등을 만들고 있다. 본 논문은 난민에 대한 독일사회의 대응을 고찰하고, 인종주의를 비판하는 관점에서 이주민 혐오 현상 및 강화된 난민제한정책을 쾰른 집단 성범죄 사건의 예를 통해 논의하였다. 난민에 대한 독일사회의 대응은 유럽 연합 국가 내에서 포용정책과 규제정책으로 특징지을 수 있다. 그러나 유럽국가 내에서 난민유입에 상대적으로 관대한 입장을 견지해온 독일조차도 내부에서 외국인 혐오나 인종주의와 민족주의가 점증하고 있다. 특별히 쾰른 성범죄집단 사건을 계기로 난민들은 대중매체를 통해 주로 부정적인 이미지로 묘사되고 있다. 이러한 지배 담론과 달리, 본 논문은 난민 유입에 관한 독일 사회의 담론 내에서 망명과 이주 현상을 주의 깊게 살펴보고 인종주의를 사회 내부의 문제로 주목하고 있는 비판적 소수자의 관점 또한 존재하고 있다는 것을 강조하고 있다. 이런 맥락에서 교육은 난민과 이주에 관한 지배 담론에 내재한 인종주의와 그 사회적 영향을 분석하고, 교육자와 피교육자 모두가 인종주의와 성차별주의를 재생산하는데 작용하는 타자에 대한 고정관념을 비판적으로 고찰할 수 있도록 교육의 장을 마련해야 하는 과제를 안고 있다.

다국어 초록 (Multilingual Abstract)

Asylum and migration has now become the focus of concerns of European national and supranational policy. European public discourse has mainly been centered on concepts such as security and the value of European integration create new laws about policies, legislation and regulations and build a fence on the border for defense immigrants by using this worlds. This paper discusses the response of the German society to refugees and discusses the cases of immigrant abstinence and strengthened refugee restriction policies in the context of criticizing racism through the case of Cologne group sex crime cases. Germany`s society response to the refugee community can be characterized in the engagement policy and regulation policy in European Union. However Racism and nationalism increase in Germany which has maintained a relatively generous stance on the influx of refugees from within the European countries. Especially refugees have been described as mainly negative image on cologne`s gang rape through the media. Unlike those dominant discourses, this paper indicates that you are looking carefully at the asylum and migration phenomenon in the discourse of German society about influx refugees and informs that a critical minority point of view which play attention to racism which is problem within society also exists. so in this respect, Education analyzes racism and its social implications in the dominant discourse on refugees and immigration and all of educators and trainees has a difficult task on hand that must prepare space of education which help to critically consider stereotype about other people that reproduce racism and sexism and a dichotomous way of thinking that classify individuals into `we` and `Them`.
