충남 중소기업의 수출지원서비스 현황과 개선방안에 관한 연구 = A Study on Export Promotion Programs for SMEs in Chungnam Province

국문 초록 (Abstract)

본 연구는 우리나라 및 지방자치단체의 수출지원 제도를 살펴보고 기존연구와 이론적 배경을 바탕으로 충청남도 수출의 비전과 목표를 달성할 수 있도록 충남 수출지원제도의 발전 방안을 모색하고자 한다.
우선, 충청남도의 수출이 지역경제에 미치는 긍정적 파급효과를 살펴보고 이와 같은 파급효과를 극대화 할 수 있도록 충청남도 수출지원제도의 문제점을 도출하여 이에 대한 개선방안을 제시하는 것이 본 연구의 최종 목표이며 본 연구의 결과는 충청남도가 현재 추진하고 있는 중소수출기업 지원사업의 추진방향을 설정하는데 귀중한 기초 자료로 활용 될 수 있도록 하는 것이 최종 목표가 될 것이다.

다국어 초록 (Multilingual Abstract)

This paper has yielded the evaluation result of Importance-Performance Analysis (IPA) of the areas of Korea's export support and Chungcheongnam-do's export support service; according to the analysis of each quadrant, Quadrant I indicates that it is not only a very essential export support area to the small and medium exporters, but also shows highly satisfactory performance when put into application.
First, the areas presenting both high importance and satisfaction that fall into 'keep up the good work' quadrant, are market development, promoting businesses, and information support. The area in want of more intensive concentration is financial support. Some areas demand gradual improvement: managerial support, educational support, insurance guarantee support, and public relations support. However, none is identified with low importance and high satisfaction, of which overutilizing resources would require to be diverted to elsewhere.
Therefore, provided that export support expansion is possible in the future, priority must be given to financial support area, for which follow-up research is to be conducted to find out the reasons that small and medium-sized exporters are dissatisfied with financial support service and the ways to efficiently fund them.
Also, this study will be of good use providing valuable preliminary data in the future when deciding marketing directions for exporters Chungcheongnam-do is currently carrying forward. At the same time, there will remain an unsettled problem of suggesting a direction in order to offer practical support to the small and medium exporters by improving inadequacies such as policy overlap, execution for and competent authority's display, and lack of expertise.
In addition, in order to enhance the efficiency of export support service, a change in the mindset that export support system can be of great help for small to medium businesses to develop overseas market, is necessary. In process of obtaining support, small and medium enterprises often run into difficulty with complicated administrative procedures and in preparing required documents.
However, due to a shortage of budget and staff, Chungcheongnam-do cannot afford to contact each enterprise one by one when carrying ahead its plans to support them. Therefore, it is essential that smaller businesses themselves maintain continuous interest and put a great deal of effort into participating in Chungcheongnam-do's export support system
