韓國의 地域社會警察活動 活性方案에 관한 硏究 = (A) Study on the methods for activating Korean community policing

The problem of how to organize the police with two dimensional structure of national police and regional self-governing police, or one dimensional structure of national police like now must be decided, considering its original duty related to the social and personal security.
The police institution of Korea has been maintained as the centralized national police reflecting peculiar security condition and geological condition. But, in the step of the fixation of democracy with the change of surrounding security conditions and the whole practice of regional self-government, the new role of the police is required.
Keeping in step with these trends, some scholars suggest that to adopt the self-governing police is reasonable, but in other side there's negative eyes toward establishing police function directly controled by party principle because those who gain party nomination from certain party are preponderated regionally in the results of 6·27 4th regional vote in 1995.
Considering real state of our country, the regional heavy preponderate by party, the self-governing police can hinder police's political neutrality. And the prevailing opinion is that the national police is desirable for police to practice objective and just duty performance in law execution.
So, I make a selection of a theme of treatise as the problem on the introduction of Korea self-governing police. In the chapter 2, the merit and demerit of national self-governing police, in the theological basis of the self-governing police is compared and analyzed. In the chapter 3, the changing history of Korean police and the problem of current institute and the problem on the introduction of self-governing police are analyzed. In the chapter 4, the previous questions on the introduction of self-governing are suggested like followings. First, the political neutrality and deaconry must be guaranteed. Second, by establishing a police action law related to the cooperation work with other departments, the limits of working range, process, etc. should be written, so that the cases, because of the conventional work execution and conventional management without legal grounds, causing people's discomfort must be a minimum. Third, the people's right should be guaranteed with maximum with the efficiency of police investigation and the just prosecution and rapidity of prosecutor by insuring the independent police investigation right. Forth, the discretion right on the security exercise in case of regional police should be enlarged and the security service quality toward regional people should be increase with the activation of planning function.
Finally, much side effects with the introduction of self-governing are concerned, considering our reality such as the real security in North and South opposite standing condition, and the increasing speed and large scale of crime. To provide violent chaos in coming united period and in considering present security reality, I think it's reasonable to maintain present national police institute for a time being and when the tension of North and South is dissolved and the self-government lays a firm foundation, to select compromising model after comparing the merit and demerit of two institutes.
