The Impact of Technological Capabilities on Venture Capital Inflows
    - Evidence from Patent Applications and R&D Expenditure in Korean Industries -

This study empirically examines how industry-level technological capabilities affect venture capital inflows in Korea. To this end, industry–year panel data were constructed for seven industries—games, bio/medical, media/performance/music, electronics/machinery/equipment, chemicals/materials, ICT services, and ICT manufacturing—over the period 2006–2023, covering venture capital investment, patent applications, and R&D investment. Venture capital inflows were measured using statistics from the Ministry of SMEs and Startups and the Korea Venture Capital Association, converted into 2020 constant prices. Technological capabilities were proxied by industry-level patent applications and R&D investment. Industry value added, macroeconomic variables such as the base interest rate, broad money (M2), and the KOSDAQ index, as well as year fixed effects, were included as controls. All monetary variables were transformed into natural logarithms before estimation.
The results show that patent applications have a significantly positive effect on venture capital inflows with 2–4 year lags in the pooled model, with the strongest effect at a 3-year lag. This suggests that patents tend to be evaluated and verified over time and then translated into venture investment in the medium term. R&D investment exerts consistently positive effects on venture capital inflows across all lag structures, with the strongest contemporaneous impact, indicating that investors rely on recent R&D spending as a key signal of technological intensity and growth potential. At the industry level, ICT services, games, and bio/medical exhibit high conversion efficiency from technological outcomes to venture investment, whereas ICT manufacturing, electronics/machinery/equipment, chemicals/materials, and media/performance/music show weaker or even negative relationships, implying structural constraints in the conversion of technology into private capital. Granger causality tests confirm that, in some industries, patent applications help predict future venture capital inflows, while clear bidirectional causality between R&D and venture capital is not observed.
Overall, the study demonstrates that industry-level technological capabilities influence venture capital inflows through heterogeneous lag structures and conversion efficiencies across industries. Patents mainly affect investment through medium-term lags, while R&D investment matters both contemporaneously and over the medium to long term, with substantial cross-industry variation in effect size and efficiency. These findings suggest that technological indicators in research on technology-based entrepreneurship and venture ecosystems must be interpreted in close connection with industry context. From a policy perspective, the results underscore the need for differentiated R&D support, patent and regulatory frameworks, and venture investment promotion policies between high-conversion industries such as bio/medical and ICT services and low-conversion industries such as ICT manufacturing and traditional manufacturing sectors.
