This paper is an empirical study aiming at verifying the impacts of the regional structure on the welfare attitudes in Korea. In this study, the characteristics of region, which reflects social structural characteristics of Korean society, were analyzed to overcome the limits of the theories that have been centrally discussed in the researches on welfare attitudes such as theories of the class, self-interest from the perspective of non-class theory, and welfare status. This study was conducted to examine if there are differences in welfare attitude in Korea depending on the region, if the region affects the decisions on welfare attitudes, and the decision-making pattern of welfare attitude depending on the region once the regional disparity was confirmed in welfare attitude in the Korean society.
The original material of second survey, first conducted by Korean Welfare Panel Study in 2007, was analyzed. Korean Welfare Panel Study in 2007 also examined awareness on welfare as a secondary research using total 1,677 cases of respondents who completed the survey regarding awareness on welfare and data about houses and family members. Welfare attitude as a dependent variable, the regional structure as an independent variable, and the other variable which was verified in previous studies as a controlled variable were selected and analyzed. Especially, the independent variable, the regional structure, was divided into three regional structures that reflect regional cleavage in Korean society to be analyzed. First regional structure was divided into the Metropolitan area and the local areas by vertical cleavage, second one consisted of the cities, which have been cleaved due to urbanization and industrialization, and rural areas, and the third one was divided into three groupsㅡbig cities, small or medium-sized cities, and small towns.
The major results of analyses are shown below.
First, the study showed a regional difference in welfare attitude in Korean society. People who live in the Metropolitan area, cities, big cities, and small or medium-sized cities had higher level of welfare attitude than those who live in the local areas, rural areas or small towns. This means that regional cleavage, which is a social structural characteristic of Korean society, is applied to welfare attitudes. Second, even when the other related variables that affect welfare attitudes were controlled, welfare attitudes showed a statistically significant difference in regional structures. In fact, the regional structures has an impact on welfare attitudes in Korean society. Third, decision-making pattern of welfare attitudes was different depending on regional structures. In other words, the mechanism was different depending on regional structures and it reflected the characteristic of the local structure.
The findings of the study had following theoretical implications:
First, this study verified the importance of regional structure which reflects the characteristics of Korean society better than the perspectives of the theory of class or non-class theory, which used to be the mainstream. Secondly, this study confirmed that the mechanism of welfare attitude is different depending on regional structure. That is, it proved the possibility of new theoretical approach in researches on welfare attitude. Third, it proved that regional differences in welfare attitude could be a reason that worsens the regional welfare disparity.
Besides, the findings of the study had some political implications:
First, the efforts to get rid of regional disparities are required to improve welfare attitudes in Korean society. Second, further researches on welfare attitudes in Korean society should focus on regional approach and diversified analysis of region. That is, strategies and efforts are required to improve welfare attitudes of local regional community.
