호텔규제정책 변동과정 분석 : 다중흐름모형을 적용한 학교 앞 호텔규제를 중심으로 = A Study on the Hotel Regulation Policy : Focusing on Hotel construction in front of schools.

국문 초록 (Abstract)

본 연구의 목적은 Kingdon의 다중흐름모형(Multiple Streams Framework)을 적용하여 호텔규제정책의 변동과정을 분석하는 것이다. 이를 다중흐름모형의 3가지 흐름인 문제, 정책대안 및 정치의 흐름에 영향을 미치는 요인을 살펴보고 정책의 창이 열리는 결정적인 원인과 정책기업가의 역할을 살펴보았다.
다음은 Kingdon의 다중흐름모형을 적용한 호텔규제정책 변동 분석 내용이다.
문제의 흐름에서 정책결정자는 한진그룹 조양호 회장이 10대 기업 오찬간담회에서 호텔규제의 개선을 요구하면서 호텔규제문제를 정책문제로 인식하게되었다.
둘째, 정치의 흐름에서 호텔규제개선과 관련된 다양한 정치적 특성이 영향을 준 것으로 나타났다. 특히 박 대통령의 호텔규제에 대한 의지는 정책 변화에 중요한 역할을 하였다. 그리고 호텔업계의 규제 개선요구는 대통령과 정부 부처의 움직임에 영향을 미쳤다.
관련 학교기관, 시민단체, 야당은 정부와 호텔산업에 반대하면서 관광진흥법 개정안에 추가 조항이 만들어지게 하면서 정책이 변동하는데 걸림돌이 되었다.
청책대안의 흐름에서는 호텔규제를 개선하기 휘한 다양한 정책대안들이 등장했다. 이 과정에서 세가지 주요 정책대안이 제시되었지만 결국 실현가능성이 높은 대안으로 좁혀졌다.
첫 번째 정책기업가는 정책결정자가 규제정책을 개선하도록 직접 요구했으며 이를 통해 정책결정자가 사회 문제를 정책 문제로 인식하게 하는데 중요한 역할을 하였다.
호텔규제정책 변동과정은 오랫동안 정책문제와 정책대안이 존재하였지만 정책변동은 발생하지 않았다. 그러나 관련 집단의 선거 및 압력 활동과 같은 정치적 흐름이 강하게 형성될 때 정책의 창이 열리고 정책이 변동되었다.
이 연구의 중요성은 정책과정에서 호텔규제정책 변동과정을 파악하는 것이고 호텔규제 정책 변동과정을 검토함으로써 호텔규제정책과 관련된 변동원인을 발견하는 데 도움이 될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This study aims to analyze the process of policy change of Hotel Regulation Policy by using Kingdon`s Multiple Streams Framework (MSF).
To do this, factors influencing 3 streams, problems, policies and politics of MSF were examined and decisive causes for policy window, and roles of a policy entrepreneur were analyzed.
The following is the analysis of hotel regulatory policy changes using Kingdon's multi-stream model.
In the stream of the problem, the decision maker recognized the hotel regulation problem as a policy issue because it was confirmed that Chairman Cho Yang-ho of Hanjin Group requested improvement of the hotel regulation in front of the school at the luncheon meeting.
Second, in the political stream, various political characteristics related to hotel regulation improvement were found to have influenced. In particular, President Park 's willingness to reform hotel regulation played a major role in policy change. And the demand for improvement in the regulation of the hotel industry has played a role in influencing the movement of the president and the government ministries.
The opposition from related schools and civic groups put a burden on the government and the hotel industry. Additional clauses were created in the amendment to the Tourism Promotion Act, which caused the policy change to slow down.
In the policy stream, various policies have emerged to reform hotel regulations. In this process, three major policy alternatives were proposed, but in the end they were being narrowed down to highly feasible to reform regulation.
The first policy entrepreneur directly required policy makers to reform regulations and played an important role in making the decision maker aware of social issues as policy issues.
The hotel regulatory policy change process has long been subject to policy problems and policy alternatives, but no policy changes have occurred.
But when political trends are strongly formed, such as election and pressure activities of interest groups. And the policy window was opened and affected policy changes.
The importance of this study is identifying the process of hotel regulatory policy changes in a policy context and it could help to discover causes involved in hotel regulatory policies by reviewing the changing process of hotel regulatory policies.
