    급격한 사회변화와 함께 교육환경 또한 빠르게 변화하고 있다. 이러한 변화에 따라 조직의 요구는 점차 다양화되고 있으며, 조직 내 문제해결을 위한 자생적 변화가능성 또한 강조되고 있다. 이러한 변화는 컨설팅에 대한 수요로 이어지고 있다(김인숙, 양지희, 2023). 교육컨설팅은 다양한 교육현장에서 발생하는 문제를 해결하며, 상호작용과 협력을 통한 교육의 질적 향상을 도모하는 데 핵심적인 역할을 수행한다. 이러한 교육컨설팅의 역할은 학교교육에 국한되지 않고 평생교육과 기업교육 등 다양한 교육 현장으로 점차 확대되고 있다(리상섭, 2023; Fullan, 1991).
    그러나 현재 교육컨설턴트의 역량에 대한 체계적 정의와 표준화된 기준이 부족한 상황이며, 이를 해결하기 위해 교육컨설턴트 역량모델 개발의 필요성이 제기된다. 고성과를 창출하기 위해서는 개인적 요소와 환경적 요인을 통합적으로 이해할 필요가 있으며, 개인이 성공할 역량을 갖추고(Can), 목표를 중요하게 인식하며(Want), 성취 가능성을 믿고 노력할 의지가 있을 때(Try), 성과가 극대화된다(Mink, B., Mink, O., & Owen, K, 1993). 효과적인 역량모델은 성과창출에 필요한 요구사항과 행동특성을 구체화하고, 조직의 비전과 전략에 연계되며, 장기적인 잠재성 개발을 포함함으로써 전문성과 지속가능한 발전을 지원하는 데 중요한 도구로 작용한다(노윤신, 리상섭, 2013; Lucia & Lepsinger, 1999).
    본 연구의 목적은 다양한 교육 현장에서의 문제를 해결하고 조직의 성과를 향상시킬 수 있는 교육컨설턴트 인재를 양성하기 위해, 교육컨설턴트의 역량모델을 체계적으로 개발하는 데 있다. 이를 위해 Spencer와 Spencer(1993)의 미래형 및 1인 직무 기반 역량모델 개발 방법을 수정·보완하여, 교육컨설턴트 역할과 역량모델을 개발하였다.
    연구절차는 첫째, 현존 유사직무 활용을 위해 선행연구를 분석하여 교육컨설턴트 역할 및 역량모델 초안을 도출하였다. 둘째, 기존 직무요소와 역량의 관련성 추정을 위해 교육컨설팅 분야 전문가 5인의 전문가패널 의견수렴, 국외 컨설턴트 5인 대상 중요사건기법을 진행하였다. 셋째, 이해관계자 대상 데이터 수집 및 분석을 위해 교육컨설팅 관련 전문가 5인 대상 행동사건면접을 진행하였다. 넷째, 전문가패널에 의한 추정을 위해 교육컨설팅 관련 전문가 18인을 대상으로 수정된 델파이 기법을 활용하여 개발된 교육컨설턴트 역할 및 역량모델의 내용타당성을 검증하였다.
    연구결과, 첫째, 교육컨설턴트의 역할을 정의하고. 개입진단 전문가, 문제해결 지원가, 변화촉진가, 실행지원가로 구성된 세부적인 역할을 도출하였다. 교육컨설턴트란 교육적 방법론을 활용하여 다양한 교육 현장에서 발생하는 고객의 문제를 해결하고, 조직과 개인의 성과 향상 및 목표 달성을 지원하는 전문가를 의미한다. 교육컨설턴트는 컨설팅 상황에 맞게 개입진단 전문가, 문제해결 지원가, 변화촉진가, 실행지원가의 역할을 수행하며, 각 역할은 유기적으로 연결된다. 교육컨설턴트는 컨설팅 상황에 맞는 역할을 통해 교육컨설팅의 효과성을 극대화하고 고객의 목표 달성을 지원한다.
    둘째, 교육컨설턴트 역량군-세부역량-행동지표로 구성된 체계적인 교육컨설턴트 역량모델을 개발하였다. 교육컨설턴트 역량모델은 5개 역량군, 44개 세부역량, 132개의 행동지표로 구성되었다. 교육컨설턴트 역량군은 전문성 역량군, 문제해결 역량군, 변화관리 역량군, 프로젝트 관리 역량군, 협력적 소통 역량군으로 나타났다. 세부역량은 총 44개가 도출되었으며, 전문성 역량군의 8개 세부역량, 문제해결 역량군의 8개 세부역량, 변화관리 역량군의 8개 세부역량, 프로젝트 관리 역량군의 8개 세부역량, 협력적 소통 역량군은 대인관계 역량군과 의사소통 역량군으로 구분되며, 12개 세부역량으로 구성되었다. 교육컨설턴트의 세부역량 별 행동지표는 총 132개가 도출되었다. 본 연구에서 도출된 교육컨설턴트 역량 모델은 다양한 교육 현장에서 문제를 해결하고 조직 성과를 향상시킬 수 있는 교육컨설턴트를 체계적으로 양성하는 데 중요한 학문적 및 실천적 기초를 제공한다.
    이상의 연구결과를 기반으로 한 교육컨설턴트 인재양성 방안은 다음과 같다. 첫째, 교육컨설턴트 인증제도를 통한 모듈형 학습 프로그램 개발이 필요하다. 이는 역량군별 독립적 학습 모듈로 구성되어 학위 및 자격증 과정에서 단계적으로 학습할 수 있도록 설계된다. 둘째, 현장 실습 기반의 캡스톤 프로그램 도입이 필요하다. 이는 교육컨설팅학과 교수진 및 현직 교육컨설턴트의 멘토링·코칭 아래 진행되며 실제 교육 현장이나 조직의 문제를 해결하는 프로젝트 수행을 통해 문제해결 및 프로젝트 관리 역량을 강화하고, 실무형 인재를 양성하는 데 기여한다. 셋째, 실습 기반의 변화관리 및 소통 역량 강화를 위한 시뮬레이션 과정 도입이 필요하다. 이는 가상의 시나리오를 통해 갈등 해결, 협상 등의 기술을 실습하도록 한다.
    향후 다면 평가를 포함한 교육컨설턴트 역량진단 도구의 개발, 현장 중심의 교육컨설턴트 양성 프로그램 개발, 교육컨설턴트 역량모델의 실무 적용성과 효과성 검증 등 후속연구를 통해 교육컨설턴트의 역할과 역량모델을 더욱 발전시킬 필요가 있다. 본 연구의 결과는 향후 교육컨설턴트 역량모델 관련 연구의 기초자료로 활용될 뿐만 아니라, 교육 현장에서의 실질적인 적용 가능성을 높이는 데 기여할 것으로 기대된다.

    The rapid changes in societal and educational landscapes have diversified organizational demands and emphasized the need for fostering self-sustaining problem-solving capabilities within organizations. These shifts have increased the demand for consulting services, including Education Consulting, which plays a pivotal role in addressing challenges across various educational contexts and enhancing the quality of education through interaction and collaboration. The scope of Education Consulting is expanding beyond traditional school education to encompass lifelong learning and corporate education (Kim & Yang, 2023; Lee, 2023; Fullan, 1991). However, a systematic definition and standardized criteria for the competencies of Education Consultants remain underdeveloped, underscoring the need for a comprehensive competency model. An effective competency model outlines performance requirements, links them to organizational vision and strategy, and supports professional development and sustainable growth (No & Lee, 2013; Lucia & Lepsinger, 1999).
    This study systematically develops an Education Consultant competency model to cultivate professionals capable of addressing diverse challenges in educational contexts and enhancing organizational performance. The research process included defining the roles of Education Consultants, developing a preliminary competency model, and validating the model’s content.
    The research employed a modified version of Spencer & Spencer’s (1993) future-oriented competency model development approach. The methodology comprised the following steps: First, a review of prior studies was conducted to draft an initial competency model for Education Consultants, analyzing existing similar roles.
    Second, expert panels consisting of five professionals in Education Consulting assessed the relevance of job elements and competencies, supplemented by a critical incident technique (CIT) analysis involving five international consultants.
    Third, a behavioral event interview (BEI) was conducted with five Education Consulting professionals to gather stakeholder data and identify key behaviors.
    Fourth, a modified Delphi technique involving 18 experts in Education Consulting was employed to validate the competency model’s content through CVR (Content Validity Ratio) analysis.
    The findings are as follows:
    First, the roles of Education Consultants were defined as diagnostic specialists, problem-solving facilitators, change agents, and implementation supporters, emphasizing their integration in consulting processes. An Education Consultant is a professional who applies educational methodologies to solve client challenges in diverse contexts. They focus on enhancing both organizational and individual performance by tailoring their roles to specific consulting situations, maximizing the effectiveness of Education Consulting, and supporting client goals.
    Second, a structured Education Consultant competency model was developed, consisting of five competency clusters, 44 sub-competencies, and 132 behavioral indicators. The five clusters include Professional Expertise, Problem-Solving, Change Management, Project Management, and Collaborative Communication. Sub-competencies are categorized into eight under Professional Expertise, eight under Problem-Solving, eight under Change Management, eight under Project Management, and 12 under Collaborative Communication (divided into interpersonal and communication skills). The 132 behavioral indicators provide actionable measures to cultivate competencies critical for addressing educational challenges and improving organizational performance, offering a robust academic and practical foundation for training Education Consultants.
    Based on these findings, the study proposes the following measures for training Education Consultants: First, Modular Learning Programs through Certification Systems: Independent learning modules should be aligned with competency clusters, enabling step-by-step learning in degree and certification programs.
    Second, Capstone Programs Based on Field Practice: These programs should involve mentorship and coaching from Education Consulting faculty and professionals. Participants would address real-world educational or organizational issues through projects, enhancing problem-solving and project management competencies.
    Third, Simulation-Based Training for Change Management and Communication Skills: Simulation scenarios, such as role-playing conflict resolution or stakeholder negotiations in educational settings, should be implemented to enhance practical skills and prepare consultants for real-world challenges.
    This study provides a foundation for future research on Education Consultant competency models and enhances the practical applicability of Education Consulting across diverse contexts. Future studies should focus on developing multi-faceted competency assessment tools, field-oriented training programs, and validating the scalability and effectiveness of the competency model to further refine the roles and competencies of Education Consultants.
