국공립대학교 기록관의 전시 운영 개선방안에 관한 연구 = A Study on the Methods to Improve the Exhibition Operation in National University Archives

국문 초록 (Abstract)

대학기록관은 대학의 기록을 관리하는 기관으로서 기록물의 이관, 수집, 관리, 보존, 서비스를 보장해야 한다. 국공립대학교는 법령에 기반하여 대학기록관을 설치하고 기록물관리전문요원을 배치하였다. 하지만 법령 제정이 10년도 더 지난 현재도 기록물 활용에 대한 실태는 미흡하다고 볼 수 있다. 이용자가 아직 대학기록관의 존재와 의미에 대해 인식하지 못하는 것이 그 이유이다.
대학기록관은 대학 및 대학기록관을 알리기 위한 활동으로 전시, 교육 프로그램, 출판 등의 활동을 진행할 수 있다. 그중 대학기록관의 전시는 이용자들이 대학 역사를 이해하고 기관에 대한 자긍심을 높일 수 있는 보편적인 활동이다. 기록학계에서도 대학기록관의 전시의 필요성을 언급하고 있으며 그 효용성을 증명하였다. 하지만 대부분의 선행연구에서 분석 및 선진사례로 사립대학교를 제시하고 있었으며 국공립대학교의 전시를 중심으로 진행한 연구는 미흡했다.
사립대학교는 기록관 전시의 운영, 홍보 측면에서 적극적인 경향이 있다. 반면, 국공립대학교는 국가 및 지방이 운영하는 기관으로 국가와 지역사회 영향을 많이 받는 기관이다. 법률에 근거하여 업무를 진행하기 때문에 다소 수동적으로 운영되고 있으며 행정 기록관리에 초점을 두고 있기 때문에 전시에 많은 노력을 기울이는 데 한계가 있다.
이 연구에서는 국내 국공립대학교 기록관 전시의 현황을 살펴보고 그 개선방안을 도출하는 것에 목적이 있다. 연구 방법으로 문헌 연구, 사례 연구, 심층 인터뷰를 활용하였다. 문헌 연구를 통해 전시 운영의 의미와 대학기록관 전시 운영의 필요성에 대해서 정리하였다. 다음으로 2023년 9월 기준 전시를 운영하고 있는 9개의 기관의 전시 사례를 살펴보았다. 전시 사례는 전시 내용 및 구성, 전시 대상 기록물, 전시 연출 기법과 같이 3가지 항목으로 나누어 분석하였다. 사례 분석 이후 전시를 운영하고 있는 기관을 대상으로 심층 인터뷰를 추진하였고 총 6개의 기관, 7명의 전시 담당자와 함께 인터뷰를 진행했다.
문헌 연구, 사례 조사, 심층 인터뷰를 통해 도출한 국공립대학교 기록관 전시 운영의 개선방안은 총 6가지이다. 첫째, 전시 운영 정책 및 규정의 제정, 둘째, 기록물 수집 활성화, 셋째, 전시 인프라 확충, 넷째, 전시 연계 프로그램 진행, 다섯째, 전시 평가 진행, 여섯째, 대학기록관의 주도적인 전시 운영이다.

다국어 초록 (Multilingual Abstract)

As an institution that manages records attesting to the university, the university archives must ensure the transfer, acquisition, management, preservation, and service of records. Based on the law, national universities have established university archives and deployed specialized archivists. However, more than 10 years after the enactment of the law, the actual utilization of archives is still insufficient. This is because users are not yet aware of the existence and meaning of university archives.
University archives can conduct activities such as exhibitions, educational programs, and publications to promote the university and its archives. Among them, exhibitions are a universal activity that allows users to understand the history of the university and increase their pride in the institution. The archival community has also mentioned the need for exhibitions in university archives and proved the effectiveness of exhibitions. However, most of the previous studies have analyzed and presented private universities as advanced cases, and there is a lack of research centered on the exhibitions of national universities.
Private universities tend to be more proactive in terms of running and promoting their archives and exhibits. National universities, on the other hand, are nationally and locally run institutions that are heavily influenced by the state and community. They operate somewhat passively as they are governed by laws, and their focus is on administrative record management, which limits their ability to put much effort into exhibitions.
This study aims to examine the current status of exhibitions in national university archives in Korea and identify ways to improve them. Literature review, case study, and in-depth interview were utilized as research methods. Through the literature study, we summarized the meaning of exhibition management and the necessity of exhibition management in university archives. This study examined the exhibition cases of nine institutions that are operating exhibitions as of September 2023. The exhibition cases were analyzed in three categories: exhibition contents and organization, records to be exhibited, and exhibition production techniques. After analyzing the cases, we conducted in-depth interviews with the institutions operating the exhibitions, and interviewed a total of six institutions and seven exhibition managers.
Based on the literature review, case study, and in-depth interviews, there are six ways to improve the exhibition management of public university archives. First, establishment of exhibition management policies and regulations, second, activation of record collection, third, expansion of exhibition infrastructure, fourth, exhibition linkage programs, fifth, exhibition evaluation, and sixth, proactive exhibition management by university archives.
