        Cultural Role under Human Resource Development Challenges: Education and Training Options in Mongolia

        The Maintain a sustainable culture and economic support in Mongolia as elsewhere, requires well educated exit students and graduates from all levels of education, skilled technicians and fully qualified professionals to fill job vacancies and those jobs where skills upgrading is required to keep pace with modern technologies and systems. This need if met leads in turn to a solid human resource base. The capital city, Ulaanbaatar, has an adult unemployment rate of 20% yet that same city cannot find skilled technicians and professionals in those occupations where an educated workforce is most necessary. This paper explores the challenges facing human resource development in Mongolia as its sustainable cultural maintaining with economy continues to grow and strengthen.

        The authors aimed to identify the problems and causes through this presentation by making analysis in the present condition of the management of small enterprises, which cover the bigger percent among all business entities in Mongolia, find the solutions and raise their options based on their and international experiences. Therefore, they concentrated mostly to identify practical problems in management of the SMEs based on the research works made by the secondary sources such as the governmental, public, international and professional organizations and institutes, study on SME laws and regulations and various reports of the projects and programs implemented in this field.         Developing the Career Guidance Service in Mongolia by Using Practice of North Asian Countries

        몽골인 구직자, 특히 대학원생은 전공과정에서 충분히 학습이 이루어지지 않고 있다. 졸업자들은 준비되지 않은 상황에서 구직시장에 뛰어들게 된다. 현실적으로 직업에 대한 본인의 욕구 및 직업유지의 과제, 그리고 학생들의 목표직업 군에 관련하여 역량을 극대화 할 수 있는 폭넓은 준비가 필요하다. 상당수의 몽골 석사과정 졸업자의 사회적 기술과 비즈니스 조직에서 직무에서 필수적인 분야에 익숙하지 않은 경우가 많다. 이 논문에서 몽골에서 석사학위를 마친 학생들의 직면하고 있는 구직 문제점을 확인하고, 이들을 위한 경력지도 및 상담 기법의 개발에 관련된 기술적인 방법론을 도출하고자 하였다. 이를 위하여 직업교육 및 지도에 모범사례를 문헌조사를 통하여 한국, 일본, 중국 등 동북아시아국가의 선진적인 서비스 시스템을 확인하고, 향후 몽골취업 준비생을 위한 훈련 및 자격지도 개발을 지원하고자 한다. Many Mongolian job seekers, especially graduate students are not well prepared for the challenges of finding and keeping a job. This target group needs a wide spectrum of related competencies. Many of them are not familiar with the social skills and the discipline required from an employee in a business organization. the Employment Promotion law of Mongolia the National Employment Council is authorized to: prepare for employment; conduct an employment training; promote employment; and discuss and decide projects or initiatives for people having difficulty finding a job. In terms of information-educational environment of higher education institute the two main subat the same time the development of subjectivity is a cyclic process in which there are certain consistently replaced stages. In this article we will present main arguments, problems and solutions related to the development of career guidance and counseling services in Mongolia. Also the paper reflects best practices on the career guidance and counseling services in North Asian countries (Japan, South Korea and China) and supports the sustainable development of the system and trained, qualified counselors.
