        Vietnam’s Legislation on Access to Genetic Resources and Benefit Sharing (ABS): Achievements, Remained Weakness And Solutions

        Being a member of the Convention on Biological Diversity (CBD)since 1994, being 31st member of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (NP) since 2014, Vietnam is making its efforts to improve ABS legislation and policy to implement the NP. A master scheme on capacity building on ABS adopted by Prime Minister Nguyen Xuan Phuc was issued in 2016 to implement ABS was promulgated. Decree No. 59/2017/ND-CP, dated May 12, 2017, on the management of access to Genetic Resources (GRs) and the sharing of benefits arising from their utilization (Decree 59) made an important remark in development of ABS law and policy in Vietnam. This Decree covers all basic issues of ABS, detailing the Law on Biodiversity, which was promulgated in 2008 and internalizing the NP in ABS national law. These include essential elements: determining scope definitions, main actors: providers, users, national focal points (NFP), national competent agencies (NCA), benefit sharing, compliance. In spite of important achievements in ABS law development and implementation to date, there remain some weaknesses and shortcomings within the legal system, institutions to facilitate ABS law being implemented well in practice. There are not only the gaps between laws, unclear demarcation of inter-ministerial assigned issues, but also limitation in terms of capacity and awareness of involved actors on ABS issues. This article aims to analyze all these above mentioned points, recommends improving ABS law and policy as well as provides suggestion to overcome limitation.

        Travel Intention to Visit Tourism Destinations: A Perspective of Generation Z in Vietnam

        The purpose of this research is to investigate the impacts of gen-Z's perception of consumer-generated content on social media on their travel intention with the mediating role of travel motivation push and pull. An online questionnaire survey of a total of 369 samples was conducted with the participation of gen Z in the most important cities across Vietnam. The model was analyzed using Structural Equation Modeling (SEM) using AMOS program 22 to investigate model relationships and all hypotheses are significant. The findings indicated that gen Z values the usefulness of social media and they use social media for knowledge-seeking (push factor), and this leads to their intention to visit a destination. SEM analysis also reveals that gen Z tends to use social media to find accessibility to any destinations and they are motivated highly with destinations that have clear and easy access, for example, no visa requirement or neighboring destinations. As the result, they have better intentions to visit these destinations. This research will help marketers, especially marketing specialists to gain a better understanding of gen Z, thus implement better marketing techniques to target gen Z.

        The Impact of COVID-19 Pandemic on Firm Performance: Empirical Evidence from Vietnam

        The outbreak of Coronavirus disease 2019 (COVID-19) has caused serious impacts not only on human health but also on the economies around the world. Enterprises play an important role in the development of every country but it is also one of the most affected sectors during the pandemic. Drawing on panel data of 131 enterprises listed on the Vietnamese stock exchange from 2016Q1 to 2021Q3, this study aims to investigate the impact of the COVID-19 pandemic on firm performance. Enterprises are classified into seven industries including Agriculture, Material, Industry, Real estate and Construction, Energy, Consumer, and Service. The paper also analyzes the variation of the effects among companies, focusing on differences in revenue and capital structure. The results show that the COVID-19 pandemic negatively affects business performance. In addition, the empirical findings indicate that revenue and debt decreasing can cause deterioration of firm performance during the pandemic period. The decrease in revenue has a direct impact on firm profitability. The reduction of debt levels affects the corporate leverage leading to adverse effects on firm performance. The negative effect is more pronounced for companies in some specific sectors including industry, real estate, construction, consumption, and services.
