The design of computer-based instrumentation and control (I&C) systems is determined by the allocation of I&C functionsto I&C systems and components. Due to the characteristics of computer-based technology, component failures can negativelyaffect several I&C functions, so that the reliability proof of the I&C systems requires the accomplishment of I&C systemdesign analyses throughout the I&C life-cycle. On one hand, this paper proposes the restructuring of the sequential IEC 61513 I&C life-cycle according to the V-model,so as to adequately integrate the concept of verification and validation. On the other hand, based on a metamodel for themodeling of I&C systems, this paper introduces a method for the modeling and analysis of the effects with respect to thesuperposition of failure combinations and event sequences on the I&C system design, i.e. the temporal change of physicalstructure is analyzed. In the first step, the method is concerned with the modeling of the I&C systems. In the second step, themethod considers the analysis of temporal change of physical structure, which integrates the concepts of the diversity anddefense-in-depth analysis, fault tree analysis, event tree analysis, and failure mode and effects analysis.

Research on Municipal Policing in the United States and the United Kingdom

본 연구는 2017년 한국의 새정부 출범 이후 지방자치경찰제의 도입이 본격화 되고 있는 만큼, 자치경찰제도의 선두주자 라고 할수 있는 미국과 영국의 제도에 관하여 연구하였 다. 먼저 미국의 주 및 지방 자치 경찰의 현황을 고찰하고 특화 자치경찰의 운영에 대하여 고찰하였다. 영국의 경우는 전반적인 지방 자치 경찰의 제도를 살펴보고 특화 자치경찰의 현황에 대하여 고찰하였다. 또한, 본 연구를 통하여 미국과 영국의 지자체들은 일반자치경찰뿐만 아니라 특화 경찰대 (대학, 공원, 공항, 대중교통경찰등) 등도 운영하고 있음을 알 수 있었다. 향후 자치경찰제도의 국내 도입에 있어 이러한 미국과 영국의 자치경찰의 운영 사례에 대한 연구가 도움이 되리라 사료된다.
