녹색보호주의 대응을 위한 전담기구 설립의 필요성 및 그 효과에 대한 검토

2008년 금융위기의 촉발로 대두된 G20 정상회의는 재무장관회의에서 프리미어포럼으로 격상된 후 세계경제 회복에 주도적인 역할을 하고 있어 국제사회에서 새로운 리더십을 보여줄 것으로 기대를 모으고 있다. 기존 G7 체제가 신흥국들을 대표하지 못한 점, 그리고 금융위기로 급증한 보호무역주의를 타개하고 도하개발아젠다(DDA) 타결을 촉진하기 위해서는 G20가 국제사회에서 주도적 협의체가 되는 것이 중요하다. 따라서 새로운 의제를 설정하고 협의사항의 이행담보 및 조정력 확보 방안이 마련되어야 하는데, 가장 효과적인 방안은 회원들에게 인센티브 구조를 구축하는 것이다. 이에 한국은 2010년 의장국으로서 기존에 논의되었던 의제에서 한 발 나아가, 녹색보호주의(Green Protectionism)를 의제로 제시하여 지속가능한 성장과 자유무역에 대한 선진국과 신흥국간 입장 차이를 중재하여야 할 것이다. 녹색보호주의는 합리적인 기준을 상회하는 환경규제로서, 자유무역과 환경산업의 발전을 저해시킬 수 있기 때문에 ‘환경’과 ‘무역’ 분야를 동시에 관할하는 국제기구가 설립될 필요가 있다. ‘서울 제안(Seoul Proposal)’에서 제시할 녹색무역위원회(GTC)는 선진국들에게는 오염물질감축 협약 가입이라는 인센티브를 제공하고, 신흥국들에게는 친환경기술이전의 인센티브를 제공할 것이다. From starting as a minister-level meeting to becoming the premium forum for international economic cooperation, the G-20 has shown remarkable achievements since the financial crisis of 2008. Considering that the G-7 system did not represent developing countries, it is imperative that the G-20 takes a leading role to resist protectionism in world trade and to push toward the successful conclusion of the Doha Development Round. Consequently, new agendas should be discussed at the G20-Summit, as well as ways to guarantee the performances of individual nations. The most effective way to accomplish this would be to build an incentive design that satisfies all G-20 members. Thus, as chair country of 2010, Korea should suggest resisting "Green Protectionism" as a new agenda and act as a mediator between developed and developing countries. Green Protectionism, which is the deliberate use of environmental initiatives for protectionist purposes, may cause a slowdown in world trade and disturb the development of environmental technologies. For this reason, it is essential that a new international Committee is founded to oversee trade and environmental issues. The Green Trade Committee(GTC) projected in the "Seoul Proposal" will provide initiatives to both developed and developing countries: increased membership of the Kyoto Protocol to the former party, and technical assistance to the latter. The GTC will work to (a) standardize environmental regulations around the world, (b) resist green protectionism and set up the Green Dispute Settlement Body, (c) support research and development in environment technologies, as well as mediating nations regarding technical assistance matters, (d) providing education and legal assistance regarding environmental policies. Accordingly, this will (a) nourish environmental industries as well as protecting the environment, (b) promote free trade and resist protectionism, in addition to accelerating the Doha Development Round talks, and (c) strengthen Korea's position within the G-20 by successfully constructing the "Seoul System."
