The Korean Government has invested heavily in the implementation of administration information system and e-government to provide fast and efficient administration service. With this national effort and investment, Korea has become a world-famous IT country and achieved outstanding works in the area of e-government. However, achieving e-government’s three goals(improving business process efficiency, its transparency, and public service) and strengthening national competitiveness are still at a standstill. How can we implement successful e-government and link its performance into achieving its goals in a big data era? Many nations with high world e-government rankings have been paying attention to process mining. It can help us improve process performance by extracting process knowledge from voluminous process data stored in e-government systems. To elucidate the mechanism of how process mining can contribute to the implementation of e-government, this study attempts to derive challenges related to the implementation and to suggest how process mining can address them. Furthermore, it aims to validate the added value of process mining when applied to e-government by analyzing five Dutch municipalities’ building permit application process with process mining. We hope that our research results will lead to many Korean public institutions’ interest in process mining adoption. This adoption is likely to help successfully implement e-government and connect its performance with the achievement of its goals.
