The aim of this work is to modify CARIS(Chemical accident response information system) to react chemical accident more effectively. As results, web-based program was developed including improved risk assessment program by applying comprehensive method of assessment. The program enables improved emergency response system through expending and sharing information on emergency response.

Various kinds of chemical material are definitely indispensable in our usual life cycle and industrial activities, also being distributed increasely every year by the repid growth of it's development. For this safety plan on early prevention, preparedness, respond, an efficiential contigency plan against predictable accident response and potential harzard are needed, also providing of the related general information and establishing of systemized management policy are indeed required. In pursuit of respond Information and scientific first respond, a risk assessment is strongly recommended for establishing of an improved prevention system, minimizing of life damage and decreasing of secondary resident damage through providing an appropriated and prompt action when general accidents of chemical material happen.

Conventional SVPWM method has null switching vectors. Null switching vectors cause common-mode voltage making high in induction motor drive system. New SVPWM method without using null switching vectors are proposed in the paper. So, new SVPWM method reduces the common mode voltage for induction motor drive system. It is realized by changing software without adding hardware to induction motor drive system. Simulation results show that common -mode voltage adapting proposed method are reduced regarding conventional method.

Recently, as the prices of gasoline and diesel go up, the distribution of illegal petroleum products is increasing. The illegal petroleum products are manufactured by simply mixing solvent with benzene, toluene, etc, and they cause the degradation of vehicle performance and have a bad effect on environment and health. The more serious problem is the illegal distribution of the toxic chemicals and the frequent occurrence of fire/explosion accidents. Therefore we should grasp the distribution channel of the toxic chemicals for manufacturing illegal petroleum products and block the illegal distribution of the toxic chemicals. This study suggests the revision of the Year"s Business Results Reporting System in accordance with Toxic Chemicals Control Act and the upgradation of related systems as the distribution monitoring measures of the toxic chemicals for manufacturing illegal petroleum products

As the continuous growth of chemical use and chemical industry, the probability of chemical-accident and human exposure also increases. Owing to recent successive chemical accidents, public anxiety and concern about chemicals is increasing. If a chemical accident occurs, it is important to rapid and appropriate first respond based on accurate substances information. The Ministry of Environment as the lead agency managing chemicals need to set systematic management strategies to prevent chemical accidents and to minimize injuries caused by accidents. Thus, 6,770 substances in the domestic legal system of chemical safety management DB has built. Web-based information system was developed to enhance the accessibility and usability of DB. In this article, we discussed and introduced development of chemical database and information system for safety management(KISChem; Korea Information System for Chemical safety management). This product may be useful for enhancing our capability of preparedness and prevention for chemical accidents.

In this work, effective countermeasures were studied against chemical accident by studying how to find out source point and take measures directly. Through this study, emergency response system will be modified by applying dispersion modelling, which includes; (1) most of hazardous materials emitted to atmosphere or dispersed in the form of fume have high potentila of chemical accident, (2) emergency response system were suggested through countermeasures against dispersion to atmospheric conditions. (3) It is necessary for the government to develop various type of protection equipment to supply.

The purpose of this study is to prepare regulation on handling hazardous chemicals, especially commercial activities through internet. Analysis report on distribution of hazardous chemicals, and relevant regulations with case study were conducted to meet this purpose. As results, several items should be applied to regulations as follows; it is necessary to record personal informations about purchaser even small for amount, accredition system is needed for commercial activity through internet, abandon saling to juvinile to prevent from illigal use on purpose.

Chemical accidents could cause serious damage not only to accident areas but to residents and surrounding environments. It is hard to accurately predict the scope of damage as implications of chemical accidents linger for long time. To accurately assess the scope and degree of damage, it is required to conduct continuous monitoring of public health and environment in the accident site. To establish a scientific system capable of forecasting any potential damage from chemical spills, comprehensive measures are needed, covering from restoration procedures, roles of institutes concerned, specific implementation plan and institutional framework. However, currently in Korea, a wide array of countermeasures and response systems are in operation in case of chemical accidents while, there is no established management system to deal with the accidents. For this reason, this study suggested preliminary measures to introduce an environmental health risk assessment system to help investigate the environmental effects of chemical spills. The system consists of 3 stages: accident identification, confirmation of PBT under REACH and expert judgement. To confirm the type of chemicals in a prompt manner, 40 physiochemical properties and 78 hazard categories were suggested. Additionally, in case of investigating the environmental effects, implementation measures were divided into 15 stages from monitoring to completion of restoration works with the detailed plan on what should be done by which institutes at each stage.
